Dear Mr. Amado,

Allow me to convey, on behalf of the Federative Republic of Brazil, our warm greetings and highest consideration. Between Portugal and Brazil there is more than affinity: we share a language that shapes our thought, centuries of history that have given us common customs and literature, and living communities that bridge the Atlantic in both directions. Upon this contemporary, human legacy, Brazil wishes to build a renewed chapter of cooperation.

With this spirit, Brazil proposes to relaunch our bilateral relationship in a comprehensive manner and, if you consider it appropriated, to proceed with the exchange of resident Ambassadors. I would welcome a ministerial conversation in June 2007 to agree a practical roadmap with initial priorities in:

  • Trade & Investment: facilitation for joint industrial projects and value chains; identification of two priority routes to boost bilateral flows.
  • Science, Education & Culture: academic mobility, mutual recognition of qualifications, joint research programmes, and a travelling Luso-Brazilian cultural season.
  • Energy & Transition: cooperation on biofuels, smart grids, and energy efficiency, engaging our companies and research centres.
  • The Sea & Communities: dialogue on blue economy, ports and logistics; coordinated attention to our communities in both countries.
  • Public Security & Cyber: exchange of best practices against transnational crime and technical coordination on cyber incident response.
  • Mobility & Trade Facilitation: launch a joint study on a facilitated visa regime (including e-visa options) for short stays, and reduced tariffs/customs simplification in priority sectors to boost bilateral trade and investment.

If agreeable, Brazil will share a brief outline for a Joint Economic Commission and a non-binding Memorandum of Understanding to fast-track early projects while we conclude the formal instruments we may deem appropriate.

Please accept, Excellency, the assurances of my highest consideration and Brazil’s sincere wish to work with Portugal in the closeness and confidence born of our shared history, placing people at the centre and delivering tangible results for both our societies.

Excellency,

I thank you warmly for your letter, and through you extend to the Government and people of Brazil the fraternal greetings of Portugal. You are right to say that between us there is more than affinity: our common language, culture, and living communities are a bridge that has endured centuries, and it is upon this foundation that we should now build a renewed partnership worthy of our peoples. Portugal welcomes with enthusiasm your proposal to relaunch our bilateral relationship and fully agrees with the exchange of resident Ambassadors. I am pleased to confirm my availability for a ministerial conversation in June 2007, so that we may settle a roadmap that is both ambitious and practical.

We strongly support the priority areas you identified. In particular, I would highlight:

Science, Technology & Industry: We are eager to deepen joint research programmes and academic mobility, but also to explore industrial and technological collaboration in advanced sectors, including aerospace, where Portugal is keen to learn from Brazil’s considerable expertise.

Maritime & Communities: Our nations share the Atlantic; coordinated attention to ports, logistics, and the blue economy can anchor our partnership in this vital space.

Public Security & Cyber: We are ready to link our technical agencies to advance in these sensitive domains, while reinforcing joint capacities against transnational threats.

Portugal also welcomes your proposal for a Joint Economic Commission and a non-binding MoU to fast-track early projects. At the same time, we believe our cooperation should aspire to the level of a Strategic Partnership, framing not only bilateral projects but also our joint action in the wider Lusophone world and across the South Atlantic.

Your Excellency, Luis Amado.

Thank you for your gracious letter and for the clarity of Portugal’s vision. Brazil fully shares your assessment: our common language and living communities are a living bridge, and it is time to turn that heritage into practical results.

Brazil warmly welcomes Portugal’s proposal for a Strategic Partnership. I suggest we announce, and sign, the Partnership Framework at our June-July meeting, giving our teams a clear mandate from day one.

Ahead of that meeting, I propose three early deliverables that speak to our shared priorities:

First, an aviation-focused industrial track anchored in EMBRAER. Let us pair Portuguese capabilities in engineering and MRO with Brazilian manufacturing strength to develop training pipelines, engineering placements and a concrete plan for assembly/MRO work that can scale over time. Our industries are ready to sit together and draft a concise letter of intent before we meet. Our countries have the economic and intellectual strength and resilience to jointly develop new aerospace platforms that can serve both of us. Not only that, but this agreement could be expanded in the future to include marine or land platforms if the need arises.

Second, an Atlantic logistics dialogue connecting Lisbon/Sines with Santos/Suape, aligning port operations, customs facilitation and blue-economy projects so that trade flows faster and more predictably for our companies.

Third, a direct liaison between our public-security and cyber agencies, with single points of contact, a 24/7 notification line, and a simple protocol for information-sharing against transnational crime and cyber incidents. This agreement may include extradition treaties for criminals, sharing police databases, and conducting joint exercises between our security forces so that both can learn from each other's experience.

Parallel to this, Brazil is ready to exchange resident Ambassadors and to stand up a secure day-to-day channel between our Ministries immediately. Based on this, we are pleased to appoint Ms. Janaina Das Neves as plenipotentiary ambassador of the Brazilian Government. Despite her youth, Ms. Das Neves has proven herself to be a skilled ambassador, and her extensive knowledge of Portuguese culture and history make her the ideal person for the position.

If agreeable, my office will coordinate dates and venue for June or July to the Portuguese Republic for the personal meeting.
