Subject: Opening a Channel of Dialogue Between Paris and Tripoli
Your Excellency,
I write to you in recognition of the evolving political landscape within Libya and the broader Mediterranean region. The Mediterranean remains a space where security, energy routes, migration dynamics, and regional stability intersect. France believes that open channels of communication between our governments serve the interests of predictability and peace.
While our nations may hold differing historical perspectives, it is precisely in such circumstances that structured dialogue becomes most valuable. France seeks constructive engagement on matters of regional security, maritime stability, and economic exchange. We believe clarity reduces misunderstanding and prevents unnecessary escalation in a region that has known too much volatility. I would welcome a formal exchange between our respective diplomatic teams to establish an initial framework for dialogue.
Please accept my consideration and respect.
Jean-Luc Moreau
