Your Excellencies,
As you are both likely aware the United States of America has in recent times displayed a worrying level of unilateralism in its approach to topics of major global concern, most recently specifically with its imposition of a 'Strategic Accountability' Policy. Where they say their goal is to achieve a multilateral solution, their actions betray an intent to impose their will on the rest of the world. An effort that would undermine the multipolar world that has risen since 1995 and that in our opinion has allowed governments the world over to develop in peace. While the Empire of France rejects the United States as able to dictate their will to the rest of the world, as we hope you do too, we still see the wisdom in bringing about an agreement that will restrict the sale and proliferation of weapons systems that could threaten peace and national sovereignty.
In light of this, and despite us not always seeing eye to eye, I am reaching out to both your offices to discuss the possibility of setting up a conference to discuss this very topic. As the second, third, and fourth largest producers of ballistic missiles and weapons in general our participation in any control regime would be essential for its effectiveness, and through this path we can all guarantee that such a conference and its results would be reflective of the global community rather than any single country.
While it may be jumping the gun, if you are open to this proposal, I would suggest either the Russian Federation or the Republic of China being the ideal hosts as this would more accurately reflect the changing balances of power in the world away from the western-centric conferences that have defined much of the 20th century and towards a truly inclusive conference where all producers of these weapons systems can have an equal stake in the agreement and guarantee its sucess, something we doubt would be possible with a conference hosted by the Americans.
