Your Excellency,

First of all, at the request of Her Imperial Majesty, I wish to extend to the Kingdom of Spain the full support of the Empire of France in the ongoing Catalan crisis. France considers Catalonia an integral part of the Spanish state and opposes any move to establish Catalan independence without the full approval of your administration and the people of Spain. I also hereby confirm that we consider the Catalan crisis to be a Spanish internal matter and have relayed that sentiment in our message to the Global Assembly opposing an emergency meeting for the purpose of discussing international intervention. As long as the Spanish state continues to act in line with its obligations under international law and the crisis does not escalate beyond the borders of Spain we will oppose any direct intervention.

That being said, we do wish to support your administration more directly. Especially as France holds its own Catalan minority population that has become more assertive since the outbreak of the crisis. In line with this I would like to extend to your Office multiple proposals for your consideration.

Monitoring Mission
As I said, France opposes any kind of international intervention in the Catalan crisis without the explicit consent of your government. However, to reduce pressure on your government we would like to propose a civilian monitoring mission composed of members from French civil society such as non-governmental organizations and the press. If you would allow it we would like to send these civilian experts to Catalonia to observe and report on the status of the crisis and the actions of both sides. As neutral observers they will be able to report to the international community and due to their lack of a direct stake any findings by them are much harder to dispute by international actors seeking to push for intervention. If you would allow this mission I would only like to request that the Spanish police provide security for them in case they were to be attacked by any secessionists.

Intelligence Cooperation
As mentioned, France is not alien to the Catalan cause. For years now our intelligence services have been monitoring secessionist movements inside our borders and it seems likely that the Catalans inside Spain will eventually seek out their counterparts in France to seek support. I would like to propose direct cooperation between our security services to leverage such a potential outreach into a source of valuable intelligence for the Spanish state. Currently there are multiple undercover operations by the DGSI in the Northern Catalonia independence movement that could be used for such a purpose. Should you agree we would be happy to share this information.

Direct Support
We have no doubt that the Spanish police and military forces have the situation well in hand, but should you at any point require specialized forces I would like to offer the services of the Action Division. The Action Division is a highly specialized and extremely trained element of the DGSE. Their skillset covers the full range from anti-terror operations to black operations. Should you require a more direct force that is not linked directly to your administration, we would be happy to offer their services.

In general I would also like to propose a meeting between our two governments. As two of the few monarchies left in Europe, ones where our respective monarchs even share a bloodline, it has been too long since our states have cooperated on any meaningful level. So in addition to offering our full support in the ongoing crisis, I would also like to extend a more general offer for cooperation in the long-term.

Dear Marie Lefebvre,

On behalf of His Majesty the King and the Government of the Kingdom of Spain, allow me to express our deep appreciation for the clear and principled stance conveyed by Her Imperial Majesty’s Government regarding the constitutional situation in Catalonia. France’s unequivocal recognition of Catalonia as an integral part of Spain, as well as your expressed opposition to any external interference absent the consent of this Government, is both welcome and strategically important. Your commitment to the preservation of national sovereignty and regional stability is noted with the highest regard.

I would also like to thank you for your thoughtful and well-considered proposals aimed at deepening our bilateral cooperation during this sensitive time. Please find below our initial responses.

1. Monitoring Mission
While we appreciate the intention behind a civilian monitoring mission, the Government of Spain maintains that the current situation does not warrant any form of observation by foreign entities, even non-governmental. We are confident in the transparency of our institutions and the ability of our own civil society and national press to reflect the state of affairs. That said, we are open to continued consultations regarding how best to convey factual, depoliticized information to the international community in a coordinated manner with our trusted partners.

2. Intelligence Cooperation
We welcome this proposal unequivocally. Our Interior Ministry and National Intelligence Center will initiate secure channels to liaise directly with your DGSI counterparts. Spain is keen to work closely with France to prevent cross-border coordination among secessionist actors, particularly given our shared interest in the integrity of the Franco-Catalan region.

3. Specialized Assistance
We are grateful for the offer of support from the Action Division. At this time, the Spanish State has not identified a need for external operational support. Nevertheless, we value the gesture and will keep the option in reserve should future circumstances warrant discreet cooperation. Any such request would be handled through appropriate secure diplomatic and military channels.

4. Bilateral Meeting and Long-Term Cooperation
We wholeheartedly support your call for a formal meeting between our governments. It is indeed time to reaffirm and reinvigorate the historic bonds between our nations both republic and monarchy whose sovereign legacies have long shaped the heart of Europe. Our Foreign Ministry will coordinate with your office to identify a suitable date and venue for such an engagement.

In closing, allow me to reiterate Spain’s gratitude for France’s solidarity and strategic foresight. In moments of constitutional gravity, true friendship among nations is defined not by volume but by the wisdom and firmness of its support. You have shown both.

Please extend to Her Imperial Majesty the assurances of our highest esteem.

We truly appreciate your swift response in a time when your Office is undoubtedly already so incredibly busy with addressing the Crisis and what we expect to be an avalanche of international communiques.

The Empire of France appreciates and understands your position entirely. Please be assured that all our proposed support measures will remain available to the Kingdom of Spain should the circumstances within Catalonia or in your interactions with potential opportunistic third parties change in such a way that you would like to make use of any of the resources. The proposals in my original message were also just a small collection of ways France could support your administration. Should there be any other form of support that we may be able to provide please do feel free to ask and I guarantee we will provide any support to our ability.

Concerning your acceptance of the Intelligence cooperation, I have instructed the Director of the DGSI as well as the Minister of the Interior to prepare the required communication measures. A member of our diplomatic mission in Madrid will provide your Interior Ministry and National Intelligence Center with the information we already have available regarding the Catalan independence movements and provide them with the means to directly communicate securely with the DGSI headquarters in Paris. I have also instructed them to modify existing undercover operations to shift their emphasis on collecting data of any communication between Catalonia and Northern Catalonia primarily.

Regarding the meeting between our governments, after consulting with Her Imperial Majesty she has asked me to extend a proposal that she feels will show to the world France's trust in the Spanish government and your ability to resolve the crisis. Namely she wishes to officially visit Madrid. This would serve both to build our relationship and to send a clear message to the world that we fully support the Kingdom of Spain. We do understand however if you feel that right now the situation is too hectic to facilitate an Imperial visit. Should you, however, not be opposed to the idea my Office can arrange for the logistical setup and prepare a visit to Madrid that should minimally strain Spanish authorities. I also sincerely believe that sending a message to the world that Spain continues operating like usual would completely eliminate any talk of foreign interference by third parties.

Regarding intelligence cooperation, I am pleased to confirm that preparations are already underway at the National Intelligence Center and the Ministry of the Interior to facilitate the secure coordination outlined in your message. Such coordination will no doubt serve as a force multiplier for both our nations as we work to neutralize external influences and ensure regional stability.

While my current obligations necessitate my presence elsewhere in the Kingdom as I tend to ongoing matters of state, I would be honored to extend a formal invitation for Her Imperial Majesty to be received by His Majesty King Felipe VI and the Deputy Prime Minister. Their Majesties will be prepared to welcome the Imperial Delegation with full honors, and I am confident their dialogue will further reinforce our shared commitment to unity, stability, and European cooperation.

We are prepared to coordinate with your Office to ensure all logistical arrangements are handled with discretion and efficiency, so as to not unduly burden our security or civil institutions during this sensitive period. Please feel free to have your advance teams liaise with the Royal Household and the Ministry of Foreign Affairs at your earliest convenience.
