Empire de France
Ministère de l'Europe et des Affaires étrangères

From: Sophie Dubois, Ministre de l'Europe et des Affaires étrangères, France
To: Amine Macar, Minister of Foreign Affairs, Turkey Adem

Classification: Confidential

Subject: Establishing Formal Relations

Your Excellency,

As we established in our official statement, the Empire of France welcomes the establishment of the People's Republic of Turkey. Even though we differ significantly on our ideology, the past few years have shown that even widely different governments can act for a common goal. It is our belief that Turkey stands to become a vital player in world affairs and we believe that re-establishing strong Franco-Turkish relations will prove to benefit both nations.

As a result I am hereby inviting you to meet with myself in Paris to discuss the reset of our relations and possible further cooperation.

Sincerely,
Sophie Dubois,
Ministre de l'Europe et des Affaires étrangères

Subject: Re: Establishing Formal Relations

Your Excellency,

Thank you for your kind offer. My government deeply regrets the deterioration of relations between Ankara and Paris as well as Ankara and the Holy See under past administrations, and we would strongly like to rectify these situations. As such I will gladly accept your invitation to meet with yourself in Paris.

It is my hope that at this meeting we can discuss the normalization of our relation as well as the establishment of some level of cooperation and understanding regarding the Syrian conflict in which we understand the Empire of France has shown a strong interest.

My Ministry will remain in contact with yours to discuss travel arrangements.

Sincerely,
Amine Macar

With Turkey agreeing to the meeting the Ministry of Europe and Foreign Affairs would maintain communications with the Turkish Ministry of Foreign Affairs. On the agreed upon day a runway and terminal at Paris Orly would be reserved while a helicopter would be kept on standby to fly the visiting Foreign Minister directly from the airport to the Ministry. Once the Turkish flight arrived Air Traffic control would guide them to the designated runway.

After details were sent to Ankara by the French authorities, Turkish Airlines would in turn send information about the Gulfstreaam G550 which was to be used by the Minister of Foreign Affairs back to Paris. While plans were for much of the private government air fleet to be converted to general use by the population, at least for now the Supreme People's Council still had access to the eight Gulfstreams, four Airbus, Bombardier and Boeing. To ease on the cost of maintenance the aircraft were operated and maintained by Turkish Airlines and in this case the G550 was perfect for the relatively short flight. Especially as Minister Macar wasn't planning to travel with a large entourage.

After departing from Ankara the plane would fly over the Mediterranean towards France, flying exclusively over international airspace. Only when it approached French territory would the plane enter national airspace. The pilots would identify themselves to French authorities and proceed to land at Paris Orly. Once landed and at a full stop, Amine would get up from her seat and walk down the stair onto the tarmac and towards whoever the French had sent to welcome her.

Once the plane had landed it would be guided to a gate. From there the Turkish delegation would be welcomed by a committee from the Ministry of Europe and Foreign Affairs. After making sure everyone had arrived safely, Minister Macar and her entourage would be taken to the Ministry of Europe and Foreign Affairs by helicopter.

After arriving at the Ministry in the government district of Paris the Minister would be escorted to Sophie's office. Once there the two Ministers would finally meet in person. "Your Excellency, welcome to the Empire of France. It is a pleasure to meet you" Sophie said as she got up from her desk and walked towards Amine.

Minister Macar’s heels clicked softly against the polished marble floors as she was led through the corridors of the French Ministry of Europe and Foreign Affairs. Though her expression remained composed, her eyes took careful note of the portraits and architecture, symbols of the imperial state.

Amine entered the office and saw Sophie rise from behind her desk and approach her extending her pleasantries.
"Madame la Ministre," she said in fluent French, offering a respectful nod before extending her hand. "Allow me to express, on behalf of the Supreme People's Council and the people of Türkiye, our sincere gratitude for the warm reception extended to our delegation. It is an honor to visit the capital of a nation with such deep historical and cultural resonance. Some of our most profound thinkers like Jean-Paul Sartre, Louis Althusser, and Georges Politzer called this nation their home."

After the customary handshake, Amine continued, now in English.

"I convey to you the cordial greetings of President Arslan and the fraternal sentiments of the Turkish people, who despite the changes of recent years, remain committed to peaceful coexistence, international cooperation, and mutual respect among sovereign nations. France and Türkiye, regardless of the differing paths our political systems have taken, stand as two ancient states with complex, intertwined legacies in both Europe and the Mediterranean."

She allowed a brief pause, then added with a slight diplomatic smile
"It is our hope that today's discussions will help define a new chapter, one that can elevate our two nations, but on practical understanding and honest dialogue, especially in this new international landscape where new realities demand new modes of engagement."

Her tone softened. "I understand well the weight of history that hangs over our two regimes. Yet I come not to debate the past, but to build a future one that ensures peace in the Mediterranean, respect for sovereignty, and the dignity of all peoples. I trust, Madame Minister, that you share that aspiration."

Sophie smiled as she listened carefully to her Turkish counterpart. After finishing she motioned for Amine to take a seat in one of the sofas while Sophie herself would sit down in the one opposite. "It brings me great pleasure to hear your commitment to developing a shared and pragmatic future. The Empire of France believes above all in popular sovereignty. The same sovereignty that compelled the French people to empower Her Imperial Majesty and that has compelled the Turkish people to empower your own movement. Like with our close allies in Thailand ideology will never be a barrier to developing close relations with Paris" She started off her response, during the brief pause some aides would offer both parties a choice from either coffee, tea, or water and a selection from a range of French and Turkish delicacies. Once all was provided Sophie continued. "In particular the French and Turkish states have as you have correctly stated a long and intertwined history, one that even saw us find common ground at the height of religious wars between the Christian and Muslim worlds. Türkiye has always played a vital role in the Eastern Mediterranean and the Balkans just as France has always played such a role in the Western Mediterranean and Southern Europe. Regardless of the conflict with your predecessor regime, we welcome the opportunity to reset the Franco-Turkish relationship. After all the root of that conflict was the mistreatment of Christians by the usurper's Sultanate, your government's commitment to equal rights addresses all our concerns on this subject."

Moving on to a more concrete part of what her Empress had asked her to discuss. "In recent years the Empire of France has repeatedly attempted to revive ambitions for European unity. Unfortunately we have repeatedly faced major barriers to those goals, and it has prompted a shift in our regional focuses. Where Europe seems opposed to cooperation, the Mediterranean seems to be gravitating to it almost naturally. The cooperation on the Iberian Peninsula, your own efforts to normalize relations with Greece, the growing Franco-Italian friendship and the recently ratified Franco-Portuguese alliance, and from appearances even overlapping objectives to secure a free Syria makes us feel that the Mare Nostrum as the Romans so loved to call it may be the cradle for global cooperation much like long ago it was the cradle of civilization. Her Imperial Majesty would love to form a vanguard for such a movement together with the President"
