I am reaching out to you today as the Ministry of Finance has informed my Office that they have not yet received the second and third instalment payments for the technology license sold by the Empire of France to the Portuguese Republic. As these payments were due respectively 4 months and 1 month ago, this message is intended as a friendly reminder and a request to pay the remaining 10 billion as soon as possible to complete the license purchase.

If there is any reason you cannot currently oblige this request, I would like to ask that you respond to this message with the reasoning so we can look for a mutually satisfactory solution.

Dear Minister Dubois,

Thank you for your message regarding the technology license payments. I appreciate your understanding and the cooperative spirit in which you have approached this matter.

I would like to clarify that the Portuguese Republic is fully committed to honoring its financial obligations. However, it appears there has been an unforeseen delay in the processing of international transactions, which has affected the timely receipt of our payments. Our financial institutions have informed us that the World Bank, which facilitates these global transactions, has experienced technical difficulties in deducting and processing international purchases.

To address this situation promptly, I am pleased to inform you that we are taking immediate steps to ensure that the second instalment payment is processed without further delay. We will expedite the processing of the third instalment once the first and second instalments have been successfully deducted and processed by the World Bank. This approach will ensure that the remaining funds are transferred as soon as possible, in accordance with our financial commitments.

We value the strong and cooperative relationship between our two nations and are committed to ensuring that such administrative issues do not impact our bilateral ties. Please rest assured that we are taking all necessary steps to prevent any future occurrences of this nature.
