In name of Her Imperial Majesty Thérèse, Empress of the French
For the purpose of guaranteeing the ability of the Empire of France to strike at the enemy under all conditions, and to maintain a rapid weapon deployment capability on a global level. As well as recent international developments necessitating a robust strike capacity that can operate independent of guidance from central command authority.
You are hereby authorized and ordered to create a new Strategic Ocean Force.
The force will initially consist of two Triomphant class submarines, these boats have already been budgeted and their construction ordered.
The Strategic Ocean Force should be positioned to guarantee a strike capability against any nation in the world, exact positioning is left up to the Marine Nationale and information must remain restricted to only the most essential personnel.
The Strategic Ocean Force may only deploy its weapons upon a direct order from Her Imperial Majesty relayed through the Defence Staff. The Marine Nationale will be responsible for the creation of contingency procedures in case central command authority collapses.
