RESOLUTION PROPOSAL FORM THE ASSEMBLY​

​ [AUTHOR]: Frañseza Bonheur [DATE]: 28/01/1997 [TYPE OF RESOLUTION]: BINDING [TOPIC OF DISCUSSION]: Emergency Resolution for the Situation in Rhodesia [DRAFT RESOLUTION]: The Global Assembly CONSIDERING, the destruction wrought by the collapse of the Government of Zimbabwe ACKNOWLEDGING, the lack of a stable government and law enforcement in Rhodesia WHEREAS, the people are in need of monetary, humanitarian, and material support; WHEREAS, the Provisional Government of Rhodesia has requested aid from the International Community THEREFORE, this Assembly proclaims this "Emergency Resolution for the Situation in Rhodesia" as binding and justified under international law. have agreed as follows: ARTICLE 1 INTERNATIONAL AID​ 1. The Global Assembly will coordinate to provide international aid to the Provisional Government in Rhodesia​ a. The Global Assembly shall provide monetary and manpower aid to restore operation to Telecoms, Power, and Infrastructure apparatuses in Rhodesia​ b. The Global Assembly shall establish a joint humanitarian mission between the nations to restore access to food and clean water to the people of Rhodesia​ c. The Global Assembly shall establish a fund, funded by the Member States, to fund and maintain these efforts​ d. Member-states will be required to pledge at least $100,000,000 to this fund​ ARTICLE 2 PEACEKEEPING FORCE​ 1. Pursuant to the Resolution on Peacekeeping, the Undersecretary for Security and Peace Operations shall establish a peacekeeping force in Rhodesia​ a. This peacekeeping force's mandate shall be to establish security and safety in Rhodesia's major cities and prevent banditry, or the rise of armed non-state terrorist or rebel groups.​ b. This peacekeeping force shall assist in the deployment and distribution of humanitarian aid, such as food, water, blankets, and other important aid supplies​ c. The Undersecretary for Security and Peace Operations shall appoint the Force Commander with input from the Provisional Government in Rhodesia​ d. The Assembly shall reserve the ability to disband this peacekeeping mission once the crisis is satisfactorily abated.​ ​

Following the conclusion of the resolution for the Canadian Situation, Britain's Global Assembly Delegates, Benjamin Cave, returned to the chamber to discuss the resolution proposed for Rhodesia.

The Spanish Representative, Carlos Alfonso would arrive.

Foreign Minister Reensma would arrive at the head of the Belgian delegation to the GA, it would be the policy of The Kingdom of Belgium to provide humanitarian relief as well as peacekeepers to maintain the rule of law in Rhodesia in accordance with the GA Charter and previously processed legislation at home.

Ambassador Anne Anderson would be outside the chamber after the Canada Resolution and calling the Minister of State, she would inform Pat Rabbitte of the proceedings. She would be informed of Irelands stance on the Zimbabwe Crisis and of Operation Constitution (Classified Information). She then gathered her note taking material and a coffee, and proceeded to enter the chambers. She would take the same seat she sat at before and prepared her materials for the Resolution.

Deputy Ambassador for Sweden to the Global Assembly Berth Sandberg would attend the chamber upon conclusion of the Canadian Resolution - although not directly involved, following international catastrophic events effecting national security, it was drawn as a priority of Swedish foreign policy to be aware of ongoing international events.

The Tanzanian Representative to the Global Assembly, Daudi N. Mwakawago, would enter the chamber with the rest of his delegation following behind and take their seats.

Given the regional proximity between Zimbabwe and Tanzania, the current situation is already well known to the Tanzanian Government, being regarded as possessing potentially serious economic consequences, with further possibility of becoming a security threat. It is therefore paramount to Tanzanian foreign policy that this matter is resolved quickly.

The Deputy Representative of Australia to the Global Assembly, John Dauth, would arrive.

Portuguese Emergency Ambassador Jorge Ferro would attend the chamber after the conclusion of the Canadian resolution. He would be briefed on Portugal's stance on the matter, as an assistant would give him a manila folder filled with official documents. He would enter the chamber once more, greeting everyone in the room before finding his seat.

The new American Ambassador to the Global Assembly, Troy Malone, walked in and took his designated seat in the chamber.

Delegate Bonheur would arrive, reading her notes before giving the opening remarks.

Andrej Towpik, Polish Ambassador to the Global Assembly, took his seat and removed his notepad and pen.

The Canadian Ambassador would arrive in the chamber. Keeping silent, he'd find his seat.

"Ladies and Gentlemen, I come to you representing a serious situation. The situation in Zimbabwe has become untenable - the infrastructure is failing, supply chains are interrupted, the government has become nearly nonexistent. The provisional government has little contact outside of Harare and has little to no control over the situation in their country. While the King has a religious order of knights on the ground, trying to help train new security forces and deliver aid to the country - this is not something that one country alone can tackle, therefore, for the sake of our friends the Zimbabweans, we are imploring that the Global Assembly send their assistance.

Please, help us to help these people. There are lives on the line."

Anne Anderson would stand and speak in a extremely passionate tone.

"Hello fellow members of the GA, I urge you to help in this matter, many nations have already pledge their support to helping Zimbabwe. Ireland has committed resources and currently have supplies in route and peacekeepers on standby. From the reports we have received on the ground there, things are not looking good. People are starving and dying of thirst, as Delegate Bonheur mentioned, infrastructure is barely functioning, if it is at all. Zimbabwe needs our help. Please send food, water, materials to build infrastructure. Zimbabwe needs more than just soldiers too. Send contractors if you have them so that we may help rebuild their country. This is a selfless endeavored. I know many of you might not care or might be thinking that this has no benefits so why help? Well let me tell you why. Think for a moment and realize, what if this was my country in disaster! How would you feel knowing that the lives of YOUR citizens where starving and living in conditions surrounded by sewage? These are fellow Humans in need of our assistance. Again, I urge you all to help... in any way you can. Thank you."

She would then take her seat.

Benjamin remained quiet for the main introductory speeches, having heard a lot about deployments to Zimbabwe but not much in terms of the full situation prior to arriving to the proposed resolution. Giving it some thought, he'd begin to speak providing there was enough silence to warrant his own response.

"The United Kingdom remains sympathetic to those in Zimbabwe and would be happy to assist where possible, with or without this resolution passing. However, we have heard a lot of involving from many countries but to make an informed decision, I would like to hear more about the current situation that is on the ground, with that in mind, what is the current level of violence in the country? Are peacekeepers at risk as a result and what are the rules of engagement, if required, in the country?

Additionally, I think we would all benefit of a thorough list of countries already in the region, their involvement, and are there any non-GA members? Is there any risk of, in not so many words, 'stepping on each others toes' if there is already a non-GA operation? or are any non-GA members willing to work under the proposed resolution? The situation in Zimbabwe is of course priority but I think we are all in agreement that this would need a lot of coordination, and a specific commander to take responsibility of all deployments and movements whether in the Global Assembly or otherwise."

The Canadian Ambassador would answer the British's question. "Currently Canada has sent roughly seven hundred peacekeepers and humanitarians to the nation already. They'll be landing there very soon and will begin setting a base of operation alongside the other nations that are currently participating: Ireland, Argentina, Spain, France, Belgium, Zaire, and Portugal. They're second task will be to assure stability within the capital and begin distributing supplies and medical aid to all those who require them."

" Thank you for your opening statement, Mrs. Bonheur. Foreign aid helps combat the conditions that spawn terrorism, namely poverty and corruption.
We need to find strategies that help all segments of society, reaching even fragile states like Rhodesia. A warm thanks to everyone who has already
deployed peacekeepers, but the British Ambassador is correct. To understand more about the situation in Rhodesia, we must invite Trevor Hawkins
who is acting chairman of Zimbabwe to the global assembly. Since the dissolution of the old administration, Robert Mugabe has been detained by
the French, but we're in the process of transferring him to the Netherlands where he will be incarcerated for his crimes against humanity ... "
