HELLO HELLO [DATE]: 25/02/2018​ Voting for the "Use of Ballistic Missiles" is hereby closed. Resolution PASSED with 11 approvals (Majority) out of 15 participating members. FINAL COPY - APPROVED​ [RESOLUTION FOR USE OF BALLISTIC MISSILES] We, the representatives and constituent states of the Global Assembly, REMEMBERING the recent attacks in Europe and Asia on civilian populations DEFINE, that for the purposes of this Resolution, the following terms shall be so defined — BALLISTIC MISSILES Any missile that, after being launched and possibly guided during powered takeoff, travels in a Ballistic Trajectory. CIVILIAN TARGET Any Building, Aircraft, Watercraft (And etc) which is of a "Non-military Purpose" and of which the occupants are not more than 60% on-duty Military Personnel. CONVENTIONAL Any Ballistic Missile which is not outfitted with a Chemical or Biological Warhead. CHEMICAL/BIOLOGICAL WEAPON Any weapon which is classified under the "Resolution for Strategic Arms Limitation and Tabulation" DECLARES, that for the continuance of world peace and humanity of warfare, we will establish an International Policy of "NO FIRST USE" THAT to these ends, members of the Global Assembly must not commit to a Conventional Ballistic Missile attack UNLESS — (I) The Nation in question has been struck by a Ballistic Missile Attack (II) The Nation in question has been deprived by military attack, of 90% of their Combat Fixed Wing Aerial Fleet (III) The Nation in question has been invaded and cannot otherwise precipitate a withdraw, without mass Civilian Casualties THAT to these ends, members of the Global Assembly must not commit an attack with a Ballistic Missile outfitted with a "Chemical or Biological Weapon" unless they have been struck first with a weapon of similarity. THAT to these ends, countries must not use Ballistic Missiles against Civilian Targets, REQUESTS the Secretary General to enact these measures forthwith to the best of his abilities.
