"This basis of this deal is workable and we would certainly be able to accommodate this base.
I do wonder if we could have a reciprocal agreement included in this deal allowing Royal Canadian Navy and Airforce to make use of Guam and Pearl Harbour for refuelling and rearmament?
The expenses of fuel and stores to be reciprocated. We would not seek permanent basing of units at these bases, instead open access to resupply and refuel at these bases during support of operations in the Pacific region.
An agreement would include Canada needing permission to use the bases for offensive purposes, but assumed permission during peacetime operations?"
