Your Excellency,

The Ministry of Foreign Relations and Overseas Affairs of the Honourable Company of India writes to extend a formal invitation to the Empire of China to send delegates from its Ministries of Foreign Affairs and Commerce to a conference at Hyderabad House, Delhi, at a date agreeable to both parties.

We are of the view that the relationship between our two nations carries potential that has never been properly realised, and that a direct and structured exchange is the most productive means of beginning to address this. The following matters are proposed for discussion:

  • Aksai Chin & Arunachal Pradesh: The Ministry holds that these territorial questions cannot be indefinitely deferred, and we propose that both sides put forward their positions plainly, with the aim of identifying a path toward resolution.
  • Thailand & Pakistan: The conduct of the Confederation of Thailand warrants serious discussion and China's historical support of the nation of Pakistan is also something the Company would like to discuss in this meeting, so that we may understand the new administration's stance on it.
  • Bilateral Relations & Trade: It is our belief that the present relationship between our two nations falls short of what is possible between two powers of our standing and we hope for a discussion that will aim to change this and to also move forward with possible stronger, long-lasting trade between our peoples.
  • The Silk Road Economic Council: The Company wishes to present a proposal for a permanent multilateral forum, of which we have begun calling the Silk Road Economic Council, through which the Old World's nations may institutionalise and expand commerce among themselves. The Empire's place in such a body would be central, and we look forward to presenting the proposal in full during this meeting.

The Company's Ministers of Foreign Relations & Overseas Affairs, Labour & Industry, and Infrastructure & Transport alongside their aides will be present and we hope that you will accept this invitation and send a similar delegation. I look forward to your response and hope that we can find a suitable date for this meeting.
