My country is currently in the planning stages for staging an emergency response to possible aggression against our Embassy in Zimbabwe, as part of this, and as part of a strategic redeployment of important assets to our constituent overseas territories, we would like to move a squadron of Mirage 2000-Ds to Mayotte. Given the distance between the starting point and destination, and the ferry range of the Mirage-2000-D, we would request you allow us to land these aircraft at Kisangani Bangoka International Airport and refuel them en route to Mayotte. These aircraft will be in a ferry configuration, and as such the only armament carried will be MICA IR Air-to-Air missiles for self-defense, 2 for each plane.

Is there any intelligence suggesting a credible threat against your embassy in Harare? What would be the advantage of us letting a foreign European power use our airspace to carry out aggressive actions against a fellow African state, no matter how unstable? We are receiving very little credible information of what is happening on the ground, and our own embassy, remains safe as can be, our staff are reporting no disturbances outside. We are not opposed to working with you, just confused as to what you expect out of this exactly?
