Recognizing the legitimacy of the Great Ming as the sole ruler over One China, in a continuous line of succession dating back to the Yellow Emperor, the Celestial Empire is committed to the return of all China under her rule. HUAXIA PROJECT
Basic Principles:
- Taiwan is part of the Chinese nation and thus the Celestial Empire.
- The residents of Taiwan are Chinese citizens, reunification must happen through the least impactful methods to Chinese lives.
- For the past two hundred years international actors have interfered with the ability of the Chinese nation to administer all its territories.
- The Celestial Empire does not accept or recognize any secession by any of its territories.
- The rejection of the One China principle by any Taiwanese administration is ground for immediate military conflict.
In the past decade the international position of Taiwan has significantly weakened, while allies such as the United States have always maintained a level of strategic ambiguity in their commitment to the independence of the islands, several interventions have shown that historically the United States were willing to defend Taiwan with military force. It is believed that the current American administration is less committed to the independence of Taiwan and may be reasoned with. It is believed that in general there is little risk from European powers due to the lack of strategic entanglements that existed in the Cold War. The positions of regional powers such as the Korea, Japan and Thailand is uncertain. Even if any of these nations may not be ideologically aligned with Taiwan, they may seek to intervene to contain the Celestial Empire.
Should there be an outbreak of violence over Taiwan it is believed that the current military capabilities of the Celestial Empire would prove sufficient to overtake the outlying islands within two days and the main island within two to four months depending on severity of resistance. It is believed that the Celestial Air Force and Celestial Navy can deter foreign powers from landing forces in support of Taiwan. The military conquest of Taiwan would, however, come at great cost in life, material and reserves to the Celestial Empire as well as hurt its international reputation. It would almost certainly break with any efforts to establish Asian cooperation or develop closer ties to Western Powers. It is also believed that patience may be the best approach in a military sense. While Chinese technology has been improving, the Celestial Empire is still several years removed from completing its most ambitious projects that would guarantee victory. Economic development also generally predicts the Celestial Empire to grow faster than possible rivals. Time would also allow the Ministry of the Outer Realms to cultivate closer ties with regional actors and foreign powers such as the United States and European powers. If widespread international support can be achieved for reunification, it would allow for extensive pressure to be levied against Taiwan to relent.
Foreign Policy Initiatives:
The Ministry of the Outer Realms will work to cultivate alliances with friendly powers across the world. In particular important parties are considered the Korean Empire, the State of Japan, the United States of America, the Turkish Republic, the Russian Federation, the United Kingdom, and the Kingdom of Poland. Each of these powers hold either global influence or a vital strategic position within Asia. The Ministry of the Outer Realms will seek to create strong economic ties and where possible military alliances to shift the political calculus between the mainland and Taiwan towards the former. The Ministry of the Outer Realms will seek written recognition of Taiwan as being part of the Celestial Empire but will not force the issue and only bring it up if a partner appears receptive to the idea.
Peaceful Approach:
The Celestial Empire will commit to peaceful reunification. The Ministry of Internal Harmony will engage with the Taiwanese administration to commence negotiations to bring Taiwan into the Celestial Empire. The Celestial Empire shall be willing to grant Taiwan Special Administrative Region status similar to Hong Kong and Macau, preserving its autonomy and economic capabilities. Contrary to the SAR status of Hong Kong and Macau this will not have an end date and can only be rescinded by a vote of Taiwan's provincial legislature. If proven to be effective in convincing Taiwan, the Celestial Empire should present itself as willing to have implementation of such autonomic status monitored by international actors.
Pressure Campaign:
While the Celestial Empire is committed to peaceful reunification, peaceful measures by the Imperial Intelligence Bureau to encourage Taiwanese acceptance of the Celestial offer are encouraged. In particular the publication of pro-unification articles in Taiwanese media as well as the recruitment of and support for pro-unification officials and influencers must be implemented. All effort should be made to create a popular movement as large as possible to support reunification.
The Military Option:
Should peaceful reunification eventually prove impossible, or should a red line be crossed, the Celestial Empire will pursue reunification by force. A multi-part campaign is envisioned for this scenario.
Opening: Kinmen and Matsu Islands:
The Kinmen and Matsu Islands have long proven a strategic thorn in the Celestial Empire's side. From it Taiwan has been able to consistently target mainland territories and its conquest has historically proven difficult. The growth of the Chinese economy has placed major industrial targets within the reach of these territories. In the opening moves of a conflict, both to secure a more beneficial strategic position and to test the waters on an international response, the Celestial Navy must establish a blockade of the Islands while the Celestial Air Force initiates bombing operations and the Celestial Navy Marine Corps lands on the islands. After establishing control a combat pause will be initiated to allow for renewed negotiations from a more beneficial position of power.
Taiwan:
Should renewed negotiations not produce an acceptable result within five days or should significant force be used by Taiwan to seek to regain control of the islands, the Celestial Army will move on to stage two of combat operations. At this stage the Celestial Navy will seek to blockade Taiwan while engaging in bombardment operations supported by the Celestial Air Force. The Celestial Navy Marine Corps, together with the Celestial Ground Force Paratroopers and Celestial Army Special Forces will seek to gain control of strategic locations within Taiwan.
The Ministry of Heavenly Defense will be expected to develop concrete plans for such a military scenario and keep these plans current.
