Dear Federal Minister Jürke,

If modern history has taught us anything, it's the close allegiances between Hungary and Germany, even if we frown upon what these allegiances brought with them. My government desires to continue such a close relationship with Germany, with this time bringing unlimited benefits to both ourselves and Europe on a whole.

I believe that diplomatic relations and communications are well overdue, to which we wish to rectify by finally establishing such. We would like to begin this process by proposing to reopen embassies in our respective capitals.

I will look forward to receiving your reply and working closely with your government in the future.

I will say that, while I am in agreement that diplomacy between our two nations is long–overdue, that there is nothing to discuss. I am willing to send diplomatic personnel to Budapest first–thing tomorrow to reopen the our Embassy, and we can prepare yours for when you eventually send yours. I am, however, also willing to discuss on the proposition of establishing a pact of mutual trust via a visit to Hungary between our Heads of State. I am positive that Herr Kaiser would be delighted to visit Budapest, even if it is not the best time of the year to be doing so. Either that, or we could first engage each other in a video conference call, should that prove to be a little too straightforwards for you.

Diplomatic Relations

Dear Federal Minister Jürke,

We are happy to hear of your willingness to reopen embassies. So we can do such, I have attached a Diplomatic Mission Agreement. This ensures that protections of the missions are within Hungarian, and German, law, rather than just relying upon the international.

Article 1

(1a) The Head of the Mission is the person charged by the Sending State with the duty of acting in that capacity.

(1b) The Members of the Mission are the Head of the mission / Members of staff of the mission.

(1c) A Diplomatic Agents is the Head of the mission or a Member of the Diplomatic staff of the mission.

(1d) The Premises of the Missions are buildings (Parts / Land) owned by the counter-part government, used for the purpose of the mission. (Including Residence)


Article 2

FUNCTIONS OF A DIPLOMATIC MISSION CONSIST OF —

(2a) Representing the Sending State in the Receiving State.

(2b) Protecting in the Receiving State, the interests of the Sending State (and its Nationals) within the limits permitted by International Law.

(2c) Negotiating with the Government of the Receiving State.

(2b) Ascertaining by Lawful means, conditions and developments in the Receiving State, and reporting thereon to the Government of the Sending State.

(2e) Promoting Friendly Relations between the Sending State and the Receiving State, and developing, but not limited to, their Economic, Cultural and Scientific Relations.


Article 3

PREMISES AND DOCUMENTS OF THE MISSION —

(3a) The Premises of the Missions shall be inviolable. Agents of the Receiving State may not enter them, except with the explicit consent of the Head of the mission.

(3b) The Receiving State is under a Special Duty to take all appropriate steps to protect the Premises of the Mission against any intrusion /damage of the mission.

(3c) The Premises of the Mission, Furnishings, Property and Transport of the mission shall be immune from Search, Requisition, Attachment or Execution.

(3d) The Archives and Documents of the mission shall be inviolable, at any time and wherever they may be.

(3e) The Receiving State shall permit / protect Free Communication of the mission for all Official Purposes. Communicating with the Government (And other Consulates of the Sending State) wherever situated, the mission may employ all appropriate means, including Diplomatic Couriers and Messages in CODE or CIPHER.


Article 4

IMMUNITY OF THE MEMBERS OF THE MISSION —

(4a) The person of a Diplomatic Agent shall be inviolable. He shall not be liable to any form of Arrest or Detention. The Receiving State shall treat him respect and take all appropriate steps to prevent any attack on his Person, Freedom or Dignity.

(4b) The Private Residence of a Diplomatic Agent shall enjoy the same inviolability and protection as the Premises of the Mission.

(4c) His Papers, Correspondence and shall likewise enjoy inviolability.

(4d) A Diplomatic Agent shall enjoy immunity from the Criminal Jurisdiction of the Receiving State. He shall also enjoy immunity from its Civil and Administrative Jurisdiction.

(4e) A Diplomatic Agent is not obliged to give evidence as a witness.

(4f) .The immunity of a Diplomatic Agent from the jurisdiction of the Receiving State does not exempt him from the Jurisdiction of the Sending State.

(4g) The Members of the Family of a Diplomatic Agent forming part of his HOUSEHOLD shall, if they are not nationals of the Receiving State, enjoy the privileges mentioned in this article.

(4h) Without prejudice to their Privileges and Immunities, it is the duty of all persons to respect the Laws and Regulations of the Receiving State. They also have a duty not to interfere in the Internal Affairs of that State.


Article 5

FUNCTIONS OF A DIPLOMATIC AGENT COMES TO AN END —

(5a) Upon Notification by the Sending State to the Receiving State, that the function of the Diplomatic Agent has come to an end.

(5b) Upon Notification by the Receiving State to the Sending State, that it refuses to recognise the Diplomatic Agent as a member of the mission.

(5c) If Diplomatic Relations are broken off between two States and/or a mission is permanently or temporarily recalled, the Premises of the Mission is automatically returned to the receiving state.

There is no need to thank us for something as welcome as the reopening of bilateral relations with one–another. It is just par for the course, and something that we can both appreciate. The German Federal Foreign Office sent a private and encrypted message regarding the details of the state visit to Hungary by both the new diplomatic personnel to reestablish the German Embassy in Budapest and the entourage of His Imperial & Royal Majesty, including the Kaiser himself — Friedrich IV — the Kaiser's wife — Sophie, Queen of Prussia — a squad of 10 members hand-picked by the Royal Household from the Wachbattalion acting as close-protection personnel — armed with ceremonial Karabiner 98k bolt-action rifles, suppressed MP7 submachineguns, and suppressed HK P7 tactical pistols — and several secretaries of the Royal Household. A few press details would also be present from the German Press Agency to document the visit, but they would arrive later when the President & Kaiser would meet.

According to the message, due to bad weather, their flight would be slightly delayed and would arrive in Budapest Ferenc Liszt International Airport at around 7:00-7:45 PM local time at the start of the last week of January.

Security would sweep the airport and nearby building for any threats, with surveillance of the surrounding airspace underway.

President Janos Ader would await at the airport for the arrival of the plane. Approximately 16 armed officers would guard the immediate area, with an armoured convoy parked metres from where the plane was expected to land. Once the plane had landed and the boarding stairs had been attached, the President and First Lady would wait with a smile upon their face for the Kaiser and the rest of the German delegation to disembark

When the Kaiser looked out his window to the cold world outside of his private aircraft, his attitude was one of relief. It was not nearly as cold as it was in Berlin, and he was worried about the flight leaving Berlin due to the massive winter storms in and around the northern Länder, and he was not a fan of flying. He was dressed in winter attire, possessing a tailored winter suit with a French cuff shirt and muted burgundy tie. In order to shield him even more from the cold, he wore a bespoke merino wool coat with black leather gloves to match. Upon the left side of his coat, a pin of the German Reichsflagge was adorned proudly.

His wife, Queen Sohpie, wore a black long sleeve shirt under a matching bespoke merino wool coat and matching leather gloves. Black earmuffs adorned her head, and a hand-woven wool scarf kept most of her face hidden from the sheer cold. On contrast to Friedrich's duster, the coat was shorter, but looked bulkier. From winter pants, there was also a pair of winter boots with fur at the tops to help insulate her feet from the frigid conditions.

Friedrich's protection detail, 10 hand-picked members of the Wachbattalion, had arrived in grey winter trenchcoats with matching pants and black boots. Their hands, each with black leather gloves, held ceremonial Karabiner 96k bolt-action rifles with purpose and dedication, and within their coats, they had one stripper clip with five 7.92×57mm Mauser cartridges, 3 clips for their holstered P7 tactical pistols, and 1 clip aside from the one loaded into their holstered MP7 submachine guns. Green caps adorned their heads, and upon them were ceremonial badges denoting their duty as members of the Wachbattalion. On their coats, the German eagle was displayed proudly on a belt that they wore, and pins of the Reichsflagge were displayed on their shoulder cuffs as well.

"Soldaten," the sergeant barked as they disembarked first, "Aufmerksamkeit!" The soldiers immediately stood to attention in two rows, leading out from the steps of the plane.

"Heil, Kaiser!" the sergeant barked again as Friedrich appeared on the stairway. In response, the other soldiers, as though it had been practiced for years, immediately extended their rifles outwards in an arch, saluted — their hands pointed at their right temples as they did — turned their heads to the Kaiser, and returned the salute.

"Heil, Kaiser!" The Emperor proceeded to then walk down the stairs, the archway of rifles raising back to standard position after he passed them. His focus was directed towards the President, and he walked over with a smile on his face as well.

"Good evening Herr President. I apologize for the long delay. Weather in Berlin has not been kind," he greeted, extending a hand to the President's as other members of Friedrich's entourage stepped out from the plane.

The President and First Lady Ader watched as the Kaiser and Queen disembarked and the ceremonial introduction played. The President leaned towards the First Lady, standing next to him, and joked. "Apparently, they're big on their arrivals."

As the Germans approached, President Ader accepted the Kaiser's hand and exchanged handshakes. "Good Evening. Please, no apology is necessary. Other than the weather, how was your flight?", Ader asked, whilst guiding the Kaiser to the black Mitsubishi Shogun Sport, parked metres away, protected in convoy.

Once everyone was settled in their cars, the convoy would make the 40-minute journey to Sandor Palace, in the heart of Budapest. After they arrived, the President would lead their foreign guests into the Palace and through to The Red Salon. In the Salon, was a long table with the German and Hungarian flags on either side. Meanwhile, the First Lady would walk with the Queen into The Blue Salon.

Ader invited the Kaiser to take his seat alongside the rest of the delegation. "Would you like any refreshments before we get down to business?", the President asked.

Kaiser Friedrich would raise his hand in a so-so manner in response to the President's question.

"I have never been a fan of flying. The weather just made it all the more nerve-wracking for my tastes," he replied. Upon stepping into the car, the Kaiser's entourage followed close behind, and at the Palace, only 3 members of the Wachbattalion would accompany him to the Red Salon. Upon the question regarding beverages, the Kaiser made his statement clear with a relatively upset stomach from flying.

"Do you have any sparkling water?"

"Right, let's get down to business. Is there anything, in particular, you would like to discuss first as a priority?"

The Kaiser took his seat quietly and, after accepting his drink, cleared his throat.

"I think that it's appropriate that we talk on what we can do to benefit one-another in each of our nations in the future. Our diplomatic personnel are arriving shortly, and I think it's appropriate to know what's being planned to ensure that their stay here is comfortable and beneficial to both of us."

"Well, what we have gathered is that you're reopening the former embassy at Uri U., District 1 in central Budapest, and the German diplomatic mission will be treated with the utmost respect. WIth the embassy resumed back to normal, we will leave you up to your own devices; it is nothing special I must say.

On other note, I think we should discuss our trade relations. The German markets produce many items of Hungarian interests; what are your top exports? If you're interested, Hungarian exports include: electrical machinery and equipment, pharmaceuticals, mineral fuels, organic chemicals and foodstuffs"

"I feel that this would be more a discussion for our Foreign Ministers, but as far as I am aware of my country's exports, the items I think that you would be most-interested in would be automotive exports, like from Mercedes, or pharmaceuticals that we could potentially cooperate on," the Kaiser admitted, a chuckle escaping him as he was asked on stuff that was mostly reserved to the Chancellery and Federal Ministry of Foreign Affairs.

As this is clearly something you don't want your time here spent, I'll ask again, what would you want to discuss, that can be more productive?"

"Well, I wished more or less to discuss on Hungary's relationship with Germany, and how exactly it could be improved upon either through military or civil cooperation," the Kaiser stated, "For example, as I asked before, how do you plan to ensure that our diplomatic personnel that will be arriving here will have a comfortable and safe stay for the period of time that they are going to be here?"
