Mr Downer, I am writing you today in regards to the Organisation for Economic and Security Cooperation. I have reviewed these documents toughly since we last spoke in Australia. I have brought it before the Indian Government and I am writing to inform you that if the offer still stands, India would like to sign and become a member of the organisation.
