The phone would be picked up."You have reached the office of the Prime Minister. He is currently out. How may i help you?" the voice said waiting for a response from the caller. The Prime Minister was considered the head of the Government of Russia in many ways, so it was natural that the call had been put to here.
"Hello my name is Sanjay Bhattacharyya and I am calling on behalf the Ministry of External Affairs in India. I am calling today to establish Bilateral Relations with the Russian Federation. India and Russia have had close ties in the past and we would like to continue those relations."

"Ah I see. Let me transfer you to a department." the call would go on hold and be transferred within a matter of minutes before being picked up.
"Hello, This is Albert Chernyshyov speaking. I am speaking to Sanjay Bhattacharyya yes? A pleasure to speak with you. I understand tat you wish to build close relations between our two nations?"
"Yes this is Ministry Executive Bhattacharyya speaking. Yes India and Russia have been close partners in the past and we would like to continue this friendship. We may have a new administration, however they are seeking close ties with Russia. In the past our two nations have had close economic and military ties. I believe this is a good starting point in our discussions."

"Very well. To what level would you like to pursue military ties? As I understand India recently purchased shares in a Russian defense company. No doubt you will be able to produce the parts needed to maintain Russian equipment in Indian service. Would you be interested in military assistance and cooperation? For economic ties we can build a trade network with one another."
"I suggest that when India has it's military up to operational capacity, that we could perform some military exercises. India in the past has looked to Russia for military equipment. The shares that India has purchased from Russia are strictly to produce Russian Equipment for the Indian Military only. We do not intend to sell any Russian goods to other nations. As far as military assistance and cooperation this would be most welcomed. India does not allow foreign bases, however advisors or troops for exercises is most welcomed. India has an economic and militaristic goal in mind for a select few nations. We would be honored for Russia to join the coalition. This coalition would bring free trade between member states, as well as military assistance. We understand that not all nations that India is considering for this coalition are interested in both aspects so we are giving options to choose which area they would like to participate in. Currently the nations India has in mind are of course yourselves, Brazil, Rattanakosin Kingdom, and Tanzania. Nothing has been made official yet, everything remains an idea at this very moment. In fact you are the first person I am speaking to about this, besides the cabinet members here in India. What do you think so far?"

"I think an international coalition of nations is a wonderful idea. It is a subject that is going to be discussed at our international meeting in Moscow. Though, what are your militaristic goals exactly? Historically I assume this has something to do with Pakistan or maybe China? But, we can indeed provide advisors. Our military is undergoing a restructuring, so it will take a little time to get them to you. I am sure you understand?"
"Our agenda for this group is to keep it small. It is in response to the growing power of the Nordic Council. While India wishes to keep friendly relations with the members of the Nordic Council, we must also be prepared for the worse. As far as our militaristic goals, we are seeking military cooperation between a select group of nations, complete with military advisors and joint training. Our military is going through reconstruction as well at the moment, so we understand.
If I may inquire as well. With all the recent news. The Indian Government has placed a travel ban on Russia, I hope this does not hurt our relations. I have word that this is temporary and was caused by the riots. Is there anything India can do to help or alleviate some of the tensions?"
