"Hello, this is Indra Kumar Gujral Minister of External Affairs of India. I am calling today to discuss the relationship of the United States of America and the Republic of India."

A man in the Department of State picked up his secure phone in his office and answered the call from India. "Hello, this is Assistant Secretary of State Bently Barton," he said. He was the Assistant Secretary of State for South Asian Affairs.
"It's nice to hear from you, Mister Gujral. I would be happy to discuss the relationship between our two countries. What exactly would you like to discuss? I hope that everything is going well?" he asked.

"Many blessings upon you, I am calling today to bring the relationship of the United States of America and the Republic of India closer together. We wish the very best for your amazing country. I would like to send an Ambassador, and staff to the United States and have them discuss what we had in mind to bring our relationship even closer than it is now. I do hope this is acceptable. I would be honored if the United States could send an Ambassador to India in New Delhi. Of course your Ambassadors staff can come along. The security detail is allowed semi-automatic pistols with magazines not to exceed 15 rounds, pistols must have a safe selector swich as well. Only the security personnel would be aloud to be armed. The amount of Staff alloted for the embassy is the standard as defined by the Global Assembaly."

"Oh, well that is great to hear. You are of course more than welcome to send an ambassador and staff to Washington. However, as far as I'm aware, the Department of State is presently reviewing our diplomatic protocols. If you will only allow our Marine Embassy guards to be armed with semi-automatic pistols, then that may prevent us from being able to establish an embassy in India. I can let you know once these protocols have been updated. How are India's relations with Pakistan?" he asked.

"We will be sending Taranjit Sandhu as our Ambassador to the United States. If the United States needs any special exceptions to policy to arm security personnel, then it would have to be requested and reviewed by our Embassy Department. Returns are a bit slow at the moment but each request is taken seriously into consideration. As far as India's relation with Pakistan, the only way I could describe it is 'Tense'. They have not attempted to try any formal contact with us, and so far we have received nothing but spam emails from them."

"Please keep us updated on Pakistan... they can be unpredictable sometimes. Also, I will get back to the State Department and ask them to look into looking over security protocols with India," he said.
"Out of curiosity, is India interested in acquiring any military equipment from the United States? I ask because American Defense Sales has recently reopened," he noted.

"Of course, we will update you as soon as we have more information on Pakistan. Last we have heard from them it appeared to be a friendly interaction, but as soon as we asked about their intentions behind the phone call, they immediately hung up. This of course made us worried and we sent more security to the boarder. As of right now it is the most heavily defended boarder in the world with approximately 500,000 soldiers between both military's, as well as boarder guards.

As far as the embassy is concerned, if the security personnel you wish to send are the U.S. Marines or another form of your armed forces, then automatic weapons and rifles will be permitted for them, however any civilians must adhere to our laws and rules as I stated before.

And for military matters on U.S. Equipment we are very interested in purchasing from the United States. However some of the items India would like to purchase may not be on the American Defence Sales website. One item in particular is the Nimitz-Class Aircraft Carrier. India wishes to purchase one of these mighty vessels for our Navy. Our intentions for this ship is to create a Carrier Strike Group that can extend India's influence in the Pacific Ocean, and provide humanitarian aid around the globe. This ship would help us achieve our goals at better serving the Global Assembly."

"Unfortunately, the Nimitz-class is not something that we are exporting at this time. However, the Forrestal-class is available," he noted. "Would your government be interested in that class?" he asked.

"Of course, we are eager to having your ambassador in India. Are there any restrictions I need to be aware of for sending an ambassador and personnel to the United States?

As far as the Forrestal-class goes, we will have to respectfully decline. I understand that the Nimitz-class is somewhat new and unavailable. Would India by chance be able to purchase a Kitty Hawk-class? We are looking for a carrier that can carry up to at least 60 aircraft, and has an onboard hospital. As well as an aircraft carrier, India was also wanting to purchase items from the United States in the future. To continue with the trend of naval ships India is wanting to purchase an Austin-class Amphibious Transport Dock, as for aircraft India is looking to purchase: 1 Boeing 707 Surveillance Package, 2 Boeing 737 Surveillance Package, 3 Gulfstream III Electronic Warfare Package, 2 Global 5000 Electronic Warfare Package, 11 Boeing C-17s, 12 C-130Js, 2 Boeing 777 Transport Planes, 3 Boeing 737 Transport Planes, 28 AH-64 Apaches, 15 CH-47 Chinooks, 9 Boeing P-8, and 24 SH-60 Seahawks."

"Minister Gujral, we would be willing to sell some of these items to you. However, the United States has a policy of not committing to arms deals with nations that are experiencing internal instability. I have been informed that there has been some recent communist troubles in India, and this has the departments of Defense and State very worried," he said.

"While we could sell some of these items like the transport aircraft and helicopters, we would be very reluctant to sell major items such as an aircraft carrier or amphibious transport dock while India is in this time of instability. However, once these problems have been resolved, we could be open to possibly negotiating these things. Though, please keep in mind that the United States very rarely sells aircraft carriers and the associated aircraft to other countries, even including those who we are allied with. Before we can proceed, we really need to see these instabilities resolved," he concluded.

"This is completely acceptable. I would have to speak with our Ministry of Defence but I fear the situation has gotten out of hand. If approved India may be requesting military intervention from the GA and I believe I speak for the entirety of my government when saying we would like to request U.S. Peacekeepers for assistance.

For the items that you are able to sell, may I get a price so that I may submit the request to the Ministry of Finance?"

"The deployment of U.S. peacekeepers to India would require an act of Congress and the support of President Gore, so I'm afraid that is way over my head. However, I will pass on this information to Secretary Fitzgerald, who I'm sure will push it up to the White House. I can make no promises about whether or not the President and Congress would support this kind of deployment - but how many American peacekeepers would you be looking to have in India, where, for how long, and who exactly would they be keeping the peace between?" he asked.

"In regards to the productions, that would be handled by American Defense Sales. I'll send you over the information to contact them through their secure portal. They are now issuing Limited Production Licenses which has dramatically sped up the process of allowing other nations to buy equipment from the United States," he noted.

True to his word, he promptly sent over, in a secure way, a message that detailed how to contact ADS through their web portal.

"I shall have our Ministry of Defence check out these new LPLs on the procurement of United States Munitions.

In reference to the deployment of the United States military to India, I can not say an exact number or duration of the troops. That would be something left to your country and the Global Assembly. However my government finished a meeting last week and we agreed that we would only allow United States peacekeepers onto our soil. The enemy would be that of communist insurgents. We have tracked the majority of their locations. They are predominantly in the Mumbai region, however they have also been spotted in the Kashmir region. Very soon I am sure that my government will be making a motion in the Global Assembly for assistance. I give you this warning now, to pass to your government and to prepare should the United States decide to take action."

"That is very troubling to hear," he said. "We would of course recommend going through the Global Assembly. Though, the Indian Army is one of the largest in the world. Why does your government feel that a limited number of American peacekeepers would have a bigger impact than the deployment of highly-trained Indian police or, hopefully in only limited cases, the deployment of Indian ground forces?" he asked.

"While India does have a large police and military force, some are believed to be sympathizers for the Communist cause. It is hard to determine who is and isn't. This is why we would request the aid from the United States, as an unbiased force. I trust all of our General's however the younger enlisted soldiers have been known to show support to the Communist threat that they would be facing. India would of course go through the proper procedures and make a proposal to the Global Assembly. India is at a breaking point, we are one good push from complete civil war."

"If a coalition of nations from the Global Assembly would be willing to send peacekeepers," he said, "then the United States would likely be among them. However, I do not think we could single-handedly mass-deploy tens-of-thousands or hundreds-of-thousands of troops at this time. That is my assessment of the current situation. However, we support stability and democracy in India and throughout Asia."

"Perhaps I may have been getting ahead of myself. I just received the latest reports, and it appears that things are beginning to stabilize. With the new President now in office and the military forces doing patrols, attacks have seemed to cease in Mumbai. I will monitor the situation closely, and report if anything sparks back up.

If and when this situation is stable I do wish to contact the United States on the matter of the LPL's. As of right now I understand that India's situation isn't the best, but once we stabilize a bit more, there are many American products India wishes to obtain."

"If the situation in your country stabilizes and remains that way, then I'm sure that American Defense Sales would be willing to reassess the situation where we are currently unable to sell your government certain products. The federal government is happy to issue a variety of LPLs to democratic governments around the world. And thank you for being willing to keep us in contact about the ongoing situation in your country - we hope to help all democratic republics around the world maintain their stability and peace if possible," he said.
