Mister President,
It appears that the French Government is attempting to pay Strömberg International in installments of 10% of the $1,600,000,000 that they have been ordered to pay. The International Court of Justice has several issues with this.
The French government has only issued an invoice of $160-million, which is only 10% of what should be paid to Strömberg International. The court did not authorize your government to pay in installments, and from what I can see, the French government has more than enough money to afford to make a lump-sum payment. Had your government felt that such a payment would be exceptionally disruptive to France to pay in full, its representative to the Global Assembly could have petitioned the court to pay in installments instead of a lump sum. This would have not only been the professional thing to do, but also the appropriate and reasonable thing to do.
Instead, the French government has issued a payment of only 10% without informing either the court, the victim, or their counsel of their intentions beforehand. It is unequivocally clear to myself that this has been done in bad faith. I find these actions to be obviously deliberate and not only unprofessional, but also childish and petty. I have remained silent and waited for your government to fix these mistakes on their own, but instead it has only been allowed to fester.
I hereby order the Republic of France to issue the original $1,600,000,000 in full to Strömberg International immediately. If this is not done in 12 (RL) hours from the time this message is issued, I will have the court raise the fine to $2,000,000,000 and I will have no choice but to recommend to the Secretary General that serious economic sanctions should be put on the French Republic by the Global Assembly, which would not be lifted until restitution is achieved.
