Vietnam is involved in a lot of the RP surrounding France and Argentina, is it ok for Joe to also be controling france now?

Operation Soundwave has been void for alternative reasons.
Nonetheless, Joe was approved to be France with minimum input with Vietnam due to the lack of players to roleplay France. So whilst he can roleplay Vietnam, it's within limited capacity but can still be involved.
