Subject: Argentine-Persian Relations

Minister Osvaldo,

Greetings from Tehran Minister Osvaldo! With the Shah looking to broaden the foreign policy of the Imperial State of Iran to include the diplomatically significant and economically vibrant nations of Latin America and the Imperial Iranian Defence and Defence Production recently establishing an account with ArgenDef, the Shah has instructed me to attempt to establish mutually beneficial diplomatic, economic, industrial, and military ties with the Argentine Republic. With the Shah and the Imperial State of Iran believing that our two nations can partner with one another within several critical spheres, in order to mutually benefit and strengthen our respective nations, while building a bilateral relationship of geo-strategic consequence between the Argentine Republic and the Imperial State of Iran.

However I'm sure you're quite a busy man and the range of Iran's topics are quite broad, so if you're currently unable to begin these discussions, I would be more than happy to speak with the Argentine Minister of Defence, as well as with one of your deputy ministers, and officials from ArgenDef, should such an arrangement make scheduling easier for your ministry. While I think hosting a discussion in either Buenos Aires or Tehran is preferable to a phone or video call, as it will allow for both of our nations to invite various consequential government officials, business leaders, cultural leaders, etc, I'm not opposed to initially speaking via phone or video, should that be easier for officials from the Argentine Republic. Though I do hope that a face-to-face bilateral meeting can be held at some point within the near future, as the Imperial State of Iran views both Argentina and Brazil as non-aligned nations of consequence, whose opinions and viewpoints the Shah would very much like to hear in full, as the Imperial State of Iran crafts our own foreign policy.

I anxiously await your reply,

Minister of Defence and Defence Production of the Imperial State of Iran, Major General Mohammad Ali Jafari,

Major General Jafari,
On behalf of the Government of the Republic of Argentina and the argentine people, I welcome your message and look forward for it to be the first in a long series of bilateral exchanges, allowing both of our nations to prosper. The Argentine Republic has had a positive relation with the recent past iranian regimes and we hope to continue doing so. Clearly, the Imperial State has the potential to be a significant regional and international player in today's scenario.

Considering the importance we give to the argentine-iranian relation and the diversity of topics to be discussed, we would like to invite you or your Minister of Foreign Affairs to Buenos Aires to discuss these issues in person.

Sincerely yours,

Daniel Osvaldo

Minister Osvaldo,

His Imperial Highness and the people of the Imperial State of Iran are quite relieved to hear that the Argentine Government and people wish to continue building upon the positive bilateral relations our two nations have built in recent times. Argentina has historically been one of Iran's most steadfast international partners and ardent supporters during these past few tumultuous years for Iran, so the Imperial State of Iran is extremely pleased to hear that Argentina remains committed to maintaining the historical friendship between our two nations, while also continuing the prosperous linkages between our respective national economies.

As you've already stated, the Imperial State of Iran seeks regional hegemony over the Persian Gulf Region, in order to safeguard not only our own vital economic and security interests, but those of the entire global community, as the global energy market is so sensitive to instability within the Persian Gulf Region. It is through Iran's safeguarding of the Persian Gulf, our efforts to defeat terrorism across the Middle East, and rapid economic growth, through development, modernization, and reform, that we seek to make the Imperial State of Iran a nation of significant international consequence. We here in Iran are quite happy to see that Argentina already recognizes Iran's potential in this regard and we hope that through bilateral cooperation across a range of spheres, Argentina will help the Imperial State of Iran achieve its regional and international goals, while also achieving Argentine objectives within the region and internationally.

The Imperial State of Iran is honored by the importance that Argentina places on the Argentine-Iranian bilateral relationship and your governments willingness to rapidly begin a dialogue with the Imperial State of Iran on a wide-array of topics. I'll be leaving for Buenos Aires at once and will be flying aboard a chartered Iran Air Airbus A340-200 Wide-Body Airliner. I'll also be traveling with representatives from a number of Iranian firms, which would like to discuss a host of potentially lucrative commercial deals, as well as investment oppurtunities within both of our respective nations.

Also when it comes to commerce, His Imperial Highness will be hosting the Tehran International Economic Forum, which is to start on the first of November (Sunday) and will run through the remainder of the week. An official public announcement regarding the Tehran International Economic Forum shall be made later today, once we have confirmed all the keynote speakers who will be speaking at the forum. The mission of the Tehran International Economic Forum is to bring together the chief executives of major Iranian and international companies, heads of state, political leaders, prime ministers, deputy prime ministers, departmental ministers, governors, etc, in order to promote global commerce and investment, both within the Imperial State of Iran and internationally. While the key purpose of the forum is to provide a practical tool for business, helping to overcome the barriers, both geographical and informational, dividing Iran and other countries.

His Imperial Highness would be honored if the Argentine Government were to send an official delegation to the Tehran International Economic Forum, where they'd be able to network with Iranian government officials, Iranian business leaders, as well as government and business leaders from around the world. His Imperial Highness would also like to invite the CEO of ArgenDef, Gonzalo Castellani, to serve as a guest of honor and keynote speaker at the Tehran International Economic Forum. This will provide ArgenDef with an excellent opportunity and should Mr. Castellani have an interest in attending the Tehran International Economic Forum, please let me know, so that the Minister of the Royal Court of the Imperial State of Iran, Amir Asadollah Alam, can brief Mr. Castellani on the specific details of the Tehran International Economic Forum, travel information, etc.

Looking forward to arriving in Buenos Aires soon and working to grow Argentine-Iranian relations under the Imperial State of Iran,

Minister of Defence and Defence Production of the Imperial State of Iran, Major General Mohammad Ali Jafari,

Major General Jafari,
Preparations shall begin immediatly to receive and accomodate you and your entourage here in Buenos Aires. We will also prepare an adequate agenda and provide all safety meassures and facilitations to make this visit as smooth and positive as possible.

President Herrero is currently hosting the filipino President and possibly President Victor Romero from Brazil later on. If he finds a spot in his agenda, he told me to inform you that he would be interested in meeting you personally.

Regarding commercial issues, we will set up a round of talks with different argentien firms and investors in order to meet with your delegation and explore new possibilities of bilateral business. The potential for cooperation is great and we are very itnerested in moving on with this.

Lastly, I talked to Mr. Castellani and he expressed me his interest in representing ArgenDef in the Tehran Economic Forum. Of course, state officials would also be attending. Please keep us informed on this.

To conclude, as Minister of Foreign Affairs, I would like to hear more about Iran's foreign agenda for the MIddle Easte region and if possible about your relation with the other relevant actor in the area, Turkey. Of course, we can talk this later on in person if you wish.

Sincerely yours,

Daniel Osvaldo
Minister of Foreign Affairs
Argentine Republic

Minister Osvaldo,

I appreciate the lengths the Argentine Ministry of Foreign Affairs and yourself are going through on such short notice to ensure that our bilateral meeting is a success. The Royal Court and several Iranian ministries have also prepared a broad agenda for our meeting and I look forward to going over both of our nations agendas, regarding a wide-range of topics. In terms of security, I travel rather lightly and will be accompanied by four Javidan Guardsmen, who will each be carrying a standard sidearm, with each carrying a PC-9 ZOAF 9-mm semi-automatic pistol, with five clips of ammunition each. Thank you for providing additional security and ensuring that all of our travel arrangements are in order, so that we can get down to business as quickly as possible upon my arrival in Buenos Aires.

I would be honored to meet with President Herrero, should he find time in his busy schedule to do so. It would seem that Argentina and Iran are both moving within the same international circles, as His Imperial Highness has a scheduled video call with the President Duterte (Likely after his meeting with President Herrero) and President Romero attending the Tehran International Economic Forum as a guest of honor of the Shah and will be one of the forums keynote speakers. The Shah is very interested in opening a dialogue with both of these leaders, as he finds them both to be extremely consequential leaders, who are rapidly growing their nations economies, international profile and prominence, military strength, and generally improving the lives of their citizens. I must say that all of us in Iran are looking forward to the keynote speech of President Romero at the TIEF, as he's certainly a populist firebrand, as well as quite entertaining. How would you consider your relationship and that of Argentina with President Romero?

Excellent! The roundtable regarding bilateral commercial relations and bilateral investment between our respective nations is an excellent idea, as a number of Iranian firms are quite interested in investing in Argentine industries and firms, while of course Iran welcomes Argentine investment within Iran. Several major investment opportunities within Iran will be unveiled at the Tehran International Economic Forum on the first of November, however I've been granted permission to discuss these investment oppurtunities during the roundtable, so long as what's discussed remains confidential.

Wonderful! The Royal Court will be sending Mr. Castellani an official invitation to the Tehran International Economic Forum shortly. I'm very pleased that ArgenDef has shown such interest in this truly unique event and please know that any Argentine firms wishing to attend the Tehran International Economic Forum as well are encouraged to do so by his Imperial Highness. The only difference being that their executives won't have keynote speaking slots during the forum, though they'll be able to network with other government and business leaders, negotiate and sign deals with the other nations and companies in attendance, and partake in all the other events that the Tehran International Economic Forum offers. So it will certainly be worth their while to attend this one of a kind gathering of heads of state, government officials, and business leaders.

I'm currently flying to Buenos Aires and I am more than happy to take this time to discuss the regional geo-strategic policy that the Imperial State of Iran is crafting regarding our role within the Middle East.

First regarding the other major actor within the Middle East, the Ottoman Empire, relations are currently confused and complicated. For centuries our two empires have competed to be the dominant power within the Middle East, which of course is complicated by the "Sunni-Shia Divide", as the Ottoman Sultan have claimed the title of Caliph for centuries and this has obviously not even been remotely entertained by past Persian Empires. Despite this and especially since Iran become one of the world's major energy producers, significant commerce has been enjoyed between our two nations, which has likely been one of the primary reasons that our nations rivalry hasn't turned violent in well over a hundred years. Both of our Empires also share several significant strategic interests that align, such as suppressing the Kurdish political parties goals of separatism and their armed insurgency, combating radical Islamic terrorism across the region, as well as our respective goals of dramatically growing our economies and modernizing our nations industries. However we are currently unsure of the Ottoman intentions, as significant covert support, from basing Ottoman loyalist forces in Northern Iran, providing weapons to loyalist forces, providing financial assistance to loyalist forces, providing Iranian military advisers to train loyalist forces, were all offered to the Ottoman Sultan following his overthrow and we were quite surprised to be ignored by the Sultan. This has left Iranian foreign policy makers and military planners unsure of how to view the Ottoman Empire presently, as one would assume they'd have accepted our offer of assistance, given their situation.

I'm aware that ArgenDef has significant holdings within the Ottoman Empire, owning ASELSAN A.S., TAI, and Roketsan. Several Iranian firms are very interested in potentially investing in these companies, as well as cooperating on several R&D and upgrade projects with these companies, while the Iranian Armed Forces are also considering purchases from these Argentine held, Turkish based companies. So Iran is hopeful that through lucrative cross-border commerce and investment, our two Empires longstanding rivalry can be eased, allowing for cooperation on a number of issues that effect both states.

Within the Middle East region, the Imperial State of Iran seeks regional hegemony through peaceful means, utilizing shared cultural and religious influences, commercial interests and investment oppurtunities, sound proactive regional diplomacy, economic, industrial, and military aid, and a policy of "Peace through strength", to ensure that the Imperial State of Iran is the undisputed regional actor with hegemony over the Middle East. We seek hegemony because the Middle East has been far to unstable for far to long and Iranian policy makers feel that the Imperial State of Iran is the only regional actor with the ability, the strength, and the will, to bring stability to the Middle East, which in turn will allow for much needed regional economic development and growth. In order to stabilize the Middle East, the Imperial State of Iran recognizes that Islamic extremist groups, such as Al-Mutahida and their terrorist allies must be eliminated militarily, while economic development within regions sympathetic to these groups must occur to offer an alternative to those who might otherwise support such groups. At present the Imperial Armed Forces are rearming and reorganizing following the "White Revolution", but we are planning a major offensive against Al-Mutahida and their allies in the near future.

Additionally the Imperial State of Iran seeks to fortify the Persian Gulf and the Strait of Hormuz, to ensure that no hostile non-regional power can attempt to disrupt this absolutely critical shipping lane for the nations of the region and the entire world. The Strait of Hormuz is the life vein of the nations of the Gulf Region and it must be protected from piracy, foreign aggression, and anything threat to the jugular vein of our nations economies and world energy markets. So the Imperial State of Iran intends to be very proactive in ensuring the protection of commerce within the Persian Gulf, Strait of Hormuz, and the Indian Ocean, which we believe is a service to the world community.

What is the current Argentine policy regarding the Middle East? As we consider your nation one of the foremost commercial powers within the world and certainly one of the world's great powers.

Major General Ali Jafari,
As I said, my nation is open and willing to condcut the commercial agreements you mentioned, specially in regard of ArgenDef sales. We could eventually discuss the possibility of providing a discount for larger purchases.

The Argentine Republic does not have a major middle east policy beyond the one guaranteeing our itnerests related to the argentine territory of Alexandria, where we mantain a major naval base. Currently its main funciton is to provide maritime traffic monitoring in regard with the trade routes crossing the Suez Canal. They ocasionally also patrol the southern mediterranean waters and survey turkish activity in the area, considering its the only major power currently active in that geographical area.

So, for the moment, we see the Middle East as a very good opportunity to expand our commerce and to make new deals with new allies.

Regarding our relation with the Federative Republic of Brazil, we can easily say that today, that nations is Argentina's closes ally. We have multiple commercial, military and infrastructure agreements going on and we continuously look to expand them.

Looking forward to meeting you here in Buenos Aires.

Sincerely yours,

Daniel Osvaldo

Argentine Republic

Minister Osvaldo,

That sounds excellent Minister Osvaldo. I can say that just when it comes to the purchases from ArgenDef that fill only the present critical needs of the Imperial Iranian Armed Forces, as well as our security forces, we are looking at a purchase that could quite easily top a billion dollars. This doesn't include necessary long-term purchases, two collaborative R&D requests for two modernization/upgrade programs for the Imperial Iranian Armed Forces, to be carried out with the support of Iran Aviation Industries Organization(IAIO), Iran Electronics Industries (IEI), and Defense Industries Organization (DIO), and DIO and IEI's desire to invest in several of ArgenDef's Turkish subsidiaries. So I anticipate lucrative deals to be signed and Iran certainly appreciates any discounts offered by Argentine firms. While a number of Iranian firms wish to make sales pitches to both the Argentine Armed Forces and ArgenDef, so we could also discuss offset agreements, should our Argentine partners show an interest in the offset agreements offered by some of Iran's top companies.

Well his Imperial Highness and I are certainly quite hopeful that after our meeting, the Imperial State of Iran will serve as a pillar of Argentine Middle East Policy, alongside the Argentine territory of Alexandria. What exactly are the details and history behind Argentine Alexandria? As this could serve as an excellent location for joint-ventures between our respective nations firms and also as a premium location for a joint military exercise between our two nations armed forces, should any agreements come about to those ends. Not to mention a number of other possibilities for close cooperation between our two nations within the Red Sea, Indian Ocean, and across the wider Middle East.

Given that your nations armed forces have monitored the Ottoman situation and government more closely than most others, what is your analysis regarding the recent crisis within that nation, as well as your analysis of the current government under the Ottoman Sultan? With both the government and armed forces of the Imperial State of Iran being unsure of how to read them, I would certainly like to hear the opinion of you and your government on the Ottoman Turks.

Well the Imperial State of Iran is open for business and we remain in the process of developing our foreign policy, so Argentina will most certainly have an opportunity to expand its commercial interests and influence within the Middle East. So I very much look forward to all our meeting has to bring, even more now as my plane is nearing your airspace!

That's excellent to hear about your nations alliance and excellent bilateral relations with Brazil. With President Romero attending the Tehran International Economic Forum as a guest of honor of the Shah and a keynote speaker at the TIEF, Iran certainly feels extremely positive about the likelyhood of developing commercial and diplomatic relations with Brazil within the near future. This would obviously allow for the possibility of an entire range of multilateral undertakings between our three nations. South America has long been an important region for Iran, with our nation enjoying a very close relationship with Venezuela and Argentina in particular in the past, so I'm happy to see that South America should remain one of the most important regions of the world for Iran.

Our plane is descending, so I'll see you very shortly Minister Osvsldo.

Minister of Defence and Defence Production of the Imperial State of Iran, Major General Mohammad Ali Jafari,

Ministro Pistarini International Airport, Buenos Aires,

Upon being cleared for landing by ATC at Ministro Pistarini International Airport, the Iran Air Airbus A340-200 Wide-Body Airliner chartered for the Iranian delegation to the Argentine Republic began its descent into Buenos Aires. Fifteen minutes later the Iran Air airliner had safely landed at Ministro Pistarini International Airport and began to taxi to the gate that had been given by air traffic control.

Once the Airbus A340-200 came to a halt, the Iranian Minister of Defence and Defence Production and the rest of the Iranian delegation gathered their things and began to file out of the aircraft, as they prepared to meet their Argentine counterparts.

A small greeting aprty would receive the iranian officials and escort them to their motorcade, which would be awaiting just outside the international airport. They would head towards the iranian residency in Buenos Aires or to the indicated hotels where the delegation would be lodged during the stay in Argentina. Once the iranina minister would be dropped off, the motorcade would park nearby and await for the iranian to move in order to accompany him and support its movements providing security.

Foreign Affairs Minister Daniel Osvaldo would receive him personally at the Palacio San Martin for a private bilateral meeting. At the same time, the ArgenDef offices in Buenos Aires would be prepared to receive part of the iranian delegation to discuss potential agreements.
