The Ministry of Foreign Affairs of the Republic of Türkiye presents its compliments to the Embassy of the Kingdom of Èran in Ankara and to the Ministry of Foreign Affairs of the Kingdom of Èran and has the honor to transmit herewith the official meeting minutes concerning the bilateral consultations held in Ankara between representatives of our respective Governments following the accreditation of His Excellency Ambassador Lord Ali Dārayavauš.

The attached document reflects the mutual understandings reached during discussions relating to preparations for the forthcoming Official Working Visit of His Excellency Prime Minister Mána Ràba, including progress achieved regarding treaty agreements, associated areas of economic, administrative, and security cooperation discussed by both delegations.

The Ministry would be grateful if the esteemed Iranian side could review the enclosed minutes and communicate any observations or proposed technical clarifications through diplomatic channels at its earliest convenience, with a view toward facilitating the timely finalization of texts in advance of the planned Prime Ministerial visit.

I. Purpose​


This minute records the accreditation of H.E. Lord Ali Dārayavauš as Ambassador Extraordinary and Plenipotentiary of the Kingdom of Eran and summarizes subsequent bilateral consultations held in Ankara concerning preparations for the forthcoming official visit between Prime Minister Ràba and Prime Minister Çiller, including discussions on economic, administrative, and defense cooperation.

II. Accreditation Ceremony​


The Ambassador presented his Letter of Credence to President Abdullah Gül at the Presidential Complex under standard protocol procedures.

During the post-ceremonial exchange:

  • The President emphasized the historic continuity of Turkish–Persian relations.
  • The Turkish side conveyed readiness to deepen bilateral cooperation across political, economic, and regional security domains.
  • The Ambassador expressed strong commitment to expanding relations under the new Iranian .

III. Establishment of Diplomatic Mission​


Following accreditation, the Iranian delegation reopened its chancery in Kavaklıdere and initiated coordination with relevant Turkish authorities.

The Turkish side reiterated:
  • Recognition of Eran as an important regional partner.
  • Support for pragmatic cooperation grounded in economic stability and regional consultation mechanisms.

IV. Working Consultation at the Ministry of Foreign Affairs​


A formal working meeting was convened at the Ministry chaired by the undersigned with participation of relevant diplomatic officials.

A. Agreements Presented by the Turkish Side​


Draft texts were provided covering:
  1. Bilateral Trade Agreement
  2. Visa Facilitation Agreement
  3. Intelligence and Defense Cooperation Framework

The Iranian delegation indicated acceptance in principle, subject to technical refinement.

B. Iranian Proposals​

1. Economic and Infrastructure Cooperation​


The Iranian side proposed:
  • Joint earthquake mitigation investments in border regions.
  • Development of cross-border highway infrastructure.
  • Long-term railway connectivity between Tehran and Ankara (potential Istanbul extension).
Turkish delegation responded positively and requested detailed technical proposals.

2. Administrative Coordination Mechanisms​


Iran proposed:
  • Establishment of a joint customs and trade coordination office at a principal border crossing.
  • Creation of joint administrative offices addressing visa disputes and migration issues.
Turkish position:
  • Concept accepted in principle.
  • Recommended implementation through administrative arrangements rather than treaty provisions.
  • Sero Border Terminal identified as a practical pilot location.

3. Defense Cooperation and Procurement Requests​


Iran expressed interest in:
  • T129B helicopters (licensing constraints noted).
  • Acquisition of four Ada-class corvettes (with potential future expansion).
  • Procurement discussions regarding:
    • Leopard 2 tanks (250 units requested)
    • T-155 artillery systems (150 units requested)
    • MH-60 helicopters (20 units; subject to third-party approval)

The Turkish side noted that the Ministry of National Defense consultation is required prior to formal commitments. The Ministry received permission from the U.S. State Department for the third-party sale of the MH-60, which was executed prior to the final draft of this document.

V. Turkish Position Communicated​


The Turkish delegation conveyed:
  • Readiness to finalize draft agreements ahead of the Prime Ministerial visit.
  • Political openness toward expanded defense-industrial cooperation.
  • Preference for rapid conclusion of negotiations to enable a signing ceremony during the upcoming visit.

VI. General Atmospherics​


Discussions proceeded in a constructive and cooperative manner.

The Iranian Ambassador adopted a notably formal and historically framed diplomatic style emphasizing civilizational continuity and strategic partnership. Engagement appeared politically endorsed at senior levels in Tehran.

VII. Immediate Follow-Up Actions​

  1. Circulation of Turkish draft agreements for inter-ministerial review.
  2. Consultation with Ministry of National Defense regarding defense procurement feasibility.
  3. Preparation of formal invitation for Prime Minister Ràba’s visit.
  4. Establishment of technical working groups on customs and visa coordination.
