May the light of truth ever blossom on the honorable government of the Republic of Ukraine
Not long ago, our government was another, not concerned with a cooperation with the free world, or even less, a non Muslim country. While our still rebuilding country and branches of state, our more recent diplomacy, and inner policy’s have haltered any approach to your government, I would like to invite you to the Foreign office, the great Gate for Foreign Relations, to change this rather unnoticed stance between Ukraine and Iran.
If you may accept this invitation on behalf of your honorable government, I would like to discuss possibility of an trade agreement, and maybe even an arms agreement, as Ukraine and Iran both use much systems in our armed forces, by similar origin and design.

We stand in front of you in noble intentions, and await the answer of your honorable government.

Your Excellency,,

I am honored at your request for a meeting at the Foreign office. I do humbly accept the invitation. While it is true that our respective governments have had little in the way of foreign relations over the past few decades, I hope that we together can change that. President Tymoshenko has insisted on reestablishing diplomatic relationships with many nations. Not unlike the Kingdom of Èran, we have recently started rebuilding our government structures to ensure a more diplomatic approach going forward.

I believe that there is a large potential for growth between our peoples. With trade being first and foremost. What better way for two cultures to learn from one another than through the trading of goods and services? I hope that we can work out a trade agreement between our two nations that would enable goods to travel from Tehran to Kyiv and back again without tariffs. Our people should have access to the free market and together I think we can make this a reality.

On the topic of arms agreements, I have been given full authority and information regarding the Ukrainian arms industry from President Tymoshenko herself. Both of our nations have access to some of the finest modern weapons systems and the ability to export them between our armed forces can only lead to greater security. I look forward to discussing the topic.

I am glad to receive your answer in such an welcoming and cooperative manner. As we recognize your honorable Administrations will to rebuild your government, much as we did and still do in Iran, I am happy that you and honorable President Tymoshenko see the potential between our nations in Free Trade and cooperative security orientated export.
Trade has always been a bridge of understanding, success and wealth between nations, and we wish nothing less than that to achieve, between Ukraine and Èran.
Especially as our both different natural resources, be it Oil or Minerals in Iran, and Grain and industries in Ukraine, can lead our both nations to a blossoming future in free trade, such is my shared conviction with you.

I also can already inform you that the defense ministry has informed me about the particular Interest about multiple cargo Planes, of esteemed quality, build by your nation, such as: An-32, An-148, An-124 and the An-225.
Also I can inform you about the Interest for the Gyurza-class gunboat for our Coast Guard units, to prepare you for the meeting. Other interests I would like to discuss in person with you.

A man of his middle years sat on a sofa in the middle of a bustling office. He was waiting near a newly installed office garden. Green leaves of various sizes and textures dotted an island installation of soil. The middle of the room was lit with artificial grow lights to help the ambient light from the nearby windows. The man, Ambassador Shevchenko, was going over hand written notes on a small legal pad. His foot tapped impatiently as he took quick glances back at the elevator doors.

A few moments later, the elevators opened. Outstepped a younger woman flanked by two taller security personnel. The woman was holding a cardboard tray with two coffees in one hand and a brief case in the other. She locked eyes with Ambassador Shevchenko and gave a slight nod. The ambassador collected his notes and stored them back in his black leather briefcase and made his way towards the elevator. One of the security personnel stepped out just inside the embassy office just so that the door wouldn’t close. As the ambassador approached, the young woman handed him one of the two coffees. The ambassador and the security personnel stepped inside the elevator and began their way to the parking garage. “Thank you for this. I think we are going to need it today.” the ambassador stated as he took a small sip of the coffee and the doors began to close.

The trademark car for embassy staff was always a BMW 335i. Usually black, but Ambassador Shevchenko had specifically asked for a white one for this diplomatic trip. The drive to the Iranian Foreign office was less than a ten minute drive. This gave Ambassador Shevchenko and his junior diplomat, Anna Korelenco, a brief window to go over the notes for the meeting with the Royal Prince. Once they had arrived, two security staff scanned the area making sure that all of the Iranian security staff were in place. Satisfied that the immediate area was safe, the security staff shadowed both Ambassador Shevchenko and Junior diplomat Korelenco to the atrium of the building as they waited to be greeted by the Royal Prince and his staff.

(The great Gate for Foreign Relations, Tehran)

In front of the great Pond before the Entrance of the main Foreign Ministry Building, heavily inspired by its sister-building in Isfahan, the parking area with fences and entrance for delegates, as well as personal, gave a full view on the palace itself.
Guarded and secured by the "Companions of the King", since Irans reestablishment as an Kingdom, the parade like blue dressed Guards, where in disciplined and well trained strength active, to give any visitor to the palace a feeling of security.
The car would be led in front of the great gate, giving the Palace it tradition rich name, and Ambassador Shevchenko and his Assistant Korelenco would be welcomed in the Atrium, just behind the gate itself.

The time for greeting of third Deputy Amid Orsha, to the highly regarded ambassador and his staff, was few as single minutes later already from an wooden door, Foreign Minister, Prince Bahrām-e Čūbīn together with one Aide and a heavily ornamented Woman, came to the two Ukrainian diplomats.
The Minister greeted Shevchenko respectful with a little bow of the head before he offered him and Korelenco his hand, then going a step back, laying his right hand on his left chest and nodded, introducing, towards the woman.
"Ambassador, its my honor to greet you in the Great Gate, and a pleasure to welcome you too Miss. I am truly glad full, you could accept and come so early, after our correspondence. May I introduce to you, Princess Sikh-ar ibn Mez, Deputy of the Shah'an'Shah in my office, she has expressed the wish to greet you too, and attend our conversations, if you may allow it." The princess made a little bow towards both. "Its my honor to meet you both, under the Blue Sky." Her English would be fluent but more heavily accented, as Bahràm's easy spoken english.

Both Ambassador Shevchenko and Diplomat Korelenco stood in awe of the splendor of the Foreign Ministry Building. Taking in the historical architecture amid the palace pond in all of its glory, Diplomat Korelenco searched for the right words, “I had seen photographs online, but there is nothing like standing here in person. She noticed Prince Bahrām-e Čūbīn and his entourage walking towards them.

“Magnificent isn't it?” Ambassador Shevchenko quietly remarked as he quickly composed himself for the following meeting. “Look sharp Anna. We have a lot of work to do here today.”

When the Prince and his escort came close and introduced themselves, Ambassador Shevchenko was stunned that Princess Sikh-ar ibn Mez had wanted to meet him. The mission was important but he was just an ambassador, not the president after all. But he knew that meant that the kingdom of Èran was going to be taking this just as seriously as they were. “Your Highness.” spoke Ambassador Shevchenko as eloquently as he could and gave a slight bow. “I would be honored if you joined our talks.”

After giving the same respects to Prince Bahrām-e Čūbīn. He would shake the man’s hand. He turned to give a slight gesture towards Anna, “This is my assistant diplomat Anna Shevchenko. She will be assisting me with the finer points of our discussions today.” “We are both honored today that you would take the audience with us.”

After all introductions had been completed, Ambassador Shevchenko would be given a slight nod from one of his security team telling him with one gesture that they had made contact with the Companions of the King and that everything was completely safe. After which, he would give a slight smile to the Prince and say, “We are at your service and are ready to begin.”

The prince, both by his title of office and his part in the royal family, smiled a friendly and pleased smile, as he saw the Ukrainian ambassadors reaction to the introduction of the princes. Sikh-ar meanwhile bowed the head shortly and thankful to the ambassadors agreement of her joining the talks. As ofc it was intended to show the Ukrainians respect and the serious intentions of the Government, by the princess asking to join the talks, there was always a possibility of them rejecting this. Čūbīn had not expected this to happen, and as he maybe would be a little offended, this still would officially not deter any of ther talks, due to the official separation of the government and the court. But ofc the presence of court deputy’s in many important government offices, as spectators and the intertwines in the royal family and the elected ministry’s and cabinet, showed the strong stance of the monarchy in this hybrid-democratic-monarchistic Iran.
The Prince would nod respectful to Anna, as he was introduced to her. "I am honored as well, to meet your Assistant Miss Shevchenko, it is my intention to make every agreements we hopefully can prepare today, as secure for your government as possible, by my own agreement as head of the Ministry."
While the Persians had no influence on how the Ukrainians would handle these talks, they could at least show them self as serious partners for talks.

The delegation was then, after a fast sign from there security personal, ready to begin the talks in the prepared room and Čūbīn made a gesture which his hand towards a small but luxurious room, with 4 chairs and two couches, as well as a small table for signings.
"Please then follow me then and sit as you may like." The Prince took place on one chair, next to him the princess while one assistant sat on the couch with paper for notes, and some prepared files.
"As we already had quickly talked about in our correspondence, I would be pleased to suggest a free trade agreement between our two countries. Also the Kingdom of Èran would like to offer you, if your government has interest in it, state provided access to our Oil and Gas production, as about 70% is in the hands of state run companies. The question, if we have agreement on the sentiment, would then mainly be about which products this free trade should be introduced."

Ambassador Shevchenko and Diplomat Korelenco both listened to the Prince’s words. The Ambassador then answered his question, “We do both agree that a free trade agreement between our two countries would be mutually beneficial. Oil and petrochemicals from your state run industries would greatly help Ukraine end its almost complete reliance on Russia for those goods.”

He would take a short breath before he continued, “If you would allow me a moment to explain what Ukraine would be bringing to the table. We are the number one exporter of Grain in Europe. We would be able to supply the Eran with corn, maize, Sunflower, barley and wheat. This would help feed the people of Eran and serve as an important safe guard against droughts and other natural disasters.”

Diplomat Korelenco would hand the ambassador a red file folder. Ambassador Shevchenko began taking out the paper contents and continued talking about trade, “Ukraine would also be able to offer high quality steel for future building projects. Our factories are currently undergoing modernization to ensure the highest grades of steel are available for export. We can also offer various engineering and information technology services from our companies based in Ukraine.”

He would take the contents of the file folder and offer it to the Prince. Diplomat Korelenco would also offer copies to each of the attendees at the conference. Ambassador Shevchenko would then explain what this was, “This is a rough draft of the trade proposal put together from the information we spoke about earlier. I would like you to read it and offer your feedback. We are open to modifying anything in the trade agreement. But this will have to be passed through our Verkhovna Rada before we would be able to sign anything. Our parliament is aware of the draft and should we both find agreement here today, we will be able to signal them for a vote. I foresee no issues with this but wanted to make you aware of the situation on our end.”



**Free Trade Agreement Between Ukraine And Kingdom Of Èran**

PREAMBLE
The Government of Ukraine and the Government of the Islamic Republic of Iran (hereinafter “the Parties”),
Affirming their sovereign equality and territorial integrity;
Recognizing the mutual economic benefits of expanded trade;
Acknowledging the importance of stable energy and food supply chains;
Desiring to eliminate artificial barriers to commerce;
Committing to transparent and rules-based trade;
Seeking long-term industrial cooperation;
Have agreed as follows:

**CHAPTER I
GENERAL PRINCIPLES AND DEFINITIONS**

**Article 1
Establishment of a Free Trade Area**
The Parties hereby establish a permanent bilateral free trade area.


This free trade area shall encompass:
(a) Trade in goods;
(b) Trade in services;
(c) Investment;
(d) Customs cooperation;
(e) Technical regulation;
(f) Financial settlement.


No Party shall adopt measures inconsistent with the obligations of this Agreement.


**Article 2
Legal Status**
This Agreement constitutes an international treaty.


The provisions of this Agreement shall prevail over conflicting domestic legislation.


Each Party shall adopt all necessary legislative and administrative measures to ensure implementation.


**Article 3
Definitions**
For purposes of this Agreement:
(a) “Customs duty” includes all import or export taxes, fees, and charges.
(b) “Originating goods” refers to goods meeting Chapter III criteria.
(c) “Equivalent measures” includes any fiscal or administrative barrier with comparable effect.
(d) “Public authority” includes ministries, agencies, state enterprises, and regulators.

**CHAPTER II
TARIFF ELIMINATION AND MARKET ACCESS**

**Article 4
Immediate Tariff Elimination**
All customs duties on originating goods shall be eliminated on the date of entry into force.


Elimination applies to:
(a) Import duties;
(b) Export duties;
(c) Transit duties;
(d) Border processing fees.


No replacement taxes shall be introduced.


Any violation shall constitute a material breach.


**Article 5
Prohibition of New Barriers**
No Party shall introduce new tariffs, quotas, licenses, or fees.


Administrative requirements shall not be used as disguised restrictions.


Measures found to restrict trade shall be withdrawn within ninety (90) days.


**Article 6
Guaranteed Access for Strategic Goods**
Energy, petrochemical, and grain products shall receive unconditional access.


Such goods shall not be subject to:
(a) Price controls;
(b) Export bans;
(c) Discriminatory inspections;
(d) Transit delays.


Emergency restrictions may be imposed only under Chapter X.


**CHAPTER III
RULES OF ORIGIN AND CERTIFICATION**

**Article 7
Origin Criteria**
Goods qualify as originating if:
(a) Extracted, harvested, or manufactured entirely in a Party; or
(b) Substantially transformed with minimum 40% value addition.

**Article 8
Calculation of Value Content**
Value content shall be calculated using internationally accepted accounting standards.


Labor, energy, and depreciation shall be included.


Artificial inflation of content is prohibited.


**Article 9
Certification System**
A unified electronic certification platform shall be established.


Certificates shall be verifiable in real time.


Fraud shall be punishable under domestic law.


**CHAPTER IV
CUSTOMS ADMINISTRATION**

**Article 10
Simplified Procedures**
Customs documentation shall be standardized.


Maximum clearance time shall not exceed 48 hours.


Electronic filing shall be mandatory.


**Article 11
Risk Management**
Inspection shall be risk-based.


Low-risk traders shall receive priority treatment.


Random inspections shall not exceed 5% of shipments.


**CHAPTER V
TECHNICAL REGULATIONS AND STANDARDS**

**Article 12
Standards Alignment**
The Parties shall harmonize technical standards.


Where harmonization is impossible, equivalence shall apply.


New standards shall be notified 180 days in advance.


**Article 13
Conformity Assessment**
Testing results shall be mutually recognized.


Duplicate testing is prohibited.


**CHAPTER VI
TRADE IN SERVICES**

**Article 14
Sectoral Commitments**
Market access is guaranteed in:

Energy services

Transport

Engineering

IT

Construction

Financial consulting


**Article 15
Non-Discrimination**
Foreign service providers shall receive treatment equal to domestic providers.

**CHAPTER VII
INVESTMENT PROTECTION**

**Article 16
Right of Establishment**
Investors may establish enterprises without discrimination.

**Article 17
Legal Protection**
Investments shall be protected against:
(a) Arbitrary seizure;
(b) Discriminatory taxation;
(c) Regulatory harassment.


Expropriation requires compensation at market value.


**Article 18
Capital Transfers**
All profits may be transferred freely.

**CHAPTER VIII
ENERGY AND AGRICULTURAL SECURITY**

**Article 19
Long-Term Supply Agreements**
The Parties shall facilitate contracts exceeding five years.

**Article 20
Infrastructure Cooperation**
Joint projects may include:

Pipelines
Terminals
Silos
Refineries



**CHAPTER IX
FINANCIAL ARRANGEMENTS**

**Article 21
Payment Systems**
Dedicated clearing mechanisms shall be created.

**Article 22
Currency Stability**
Sudden restrictions on currency conversion are prohibited.

**CHAPTER X
TRADE REMEDIES AND SAFEGUARDS**

**Article 23
Emergency Measures**
Safeguards may be imposed only if:
(a) Serious injury is proven;
(b) Measures are temporary;
(c) Compensation is offered.

**Article 24
Anti-Dumping Rules**
Investigations shall be transparent and judicially reviewable.

**CHAPTER XI
DISPUTE RESOLUTION**

**Article 25
Consultation**
Disputes shall first undergo formal consultation.

**Article 26
Arbitration Tribunal**
A three-member tribunal shall be formed.


Decisions are binding.


Non-compliance authorizes countermeasures.


**CHAPTER XII
JOINT GOVERNANCE**
