OFFICE OF
THE DEPUTY SECRETARY OF STATE

ENCRYPTED MESSAGE
[TR][TD]

TO: Kiyofumi Aoyama, Secretary for North and Central American Affairs for Japan ( JamieA )
FROM: Charlie Price, Deputy Secretary of State of the United States of America

Secretary Kiyofumi Aoyama,

Secretary Fitzgerald is currently engaged in an in-person meeting, however I would be happy to answer any questions or address any issues that you may have. I can confirm that the White House would like to continue to keep Trisha Takanawa as the Ambassador to Japan, if your government would be willing to allow her to continue to serve. If so, she would be happy to meet with yourself or representatives from your government to discuss these matters - except for trade. Due to issues in the Department of Commerce, we are currently holding off on trade negotiations.

Respectfully,

Charlie Price
Deputy Secretary of State

Ambassador Trisha Takanawa would set up an appropriate time to meet with Secretary Kiyofumi Aoyama. Once that time was chosen by the Japanese government, the Ambassador would take a private car with two Diplomatic Security Service agents to the Minister of Foreign Affairs. She brought with her a limited number of informative papers in a briefcase along with a pen and notepad to take notes, if necessary. Her personal secretary also accompanied her.

With the meeting set between the American Ambassador and Secretary Aoyama, the Secretary would prepare a board room with the necessary documents needed for the meeting along with an aide getting refreshments made. With the ambassador setting off, Tokyo Police woudl escort the Ambassadors car to the Ministry of Foreign Affairs where some Security Personnel would be waiting to escort the Ambassador into the building through security to sign in and into the boardroom where the Secretary "Welcome Ms Ambassador, how was the journey? Hope the traffic wasn't too bad?" the Secretary paused, allowing the Ambassador to speak and to shake her hand

Ambassador Takanawa gave a formal bow to Secretary Aoyama and then responded to him. "Thank you for inviting me, Mister Secretary. The traffic was not bad at all, it was quite lovely to see the city," she said as she shook his hand. She would wait to sit until Secretary Aoyama did, unless he insisted that she sit first. She removed some documents and a notepad from her suitcase and removed a fountain pen from her purse, which she promptly uncapped and prepared to write. She always took diligent notes.

The Secretary bowed in return along with the hand shake, gesturing for the Ambassador to take a seat, the Secretary would take a seat after the Ambassador sat "Ms Ambassador the pleasure is all mine. I'm glad the traffic wasn't too bad! I'm glad you're able to come at short notice, I'd like to discuss American presence in Japan, along with Defense Procurement and how we can better strengthen our ties as I know Trade is off the table at the moment." the Secretary paused taking a refreshment while taking a seat "I believe we should talk about Defense Procurement then American presence in Japan, if you're alright with that?"

"That is fine with me," the Ambassador said. "The Federal Government feels that its relationship with Japan is critical among the countries in Asia. I think that the recent historical relationship between our countries shows that we both have a vested interest in the defense of Japan from other forces in Asia... I hope that this feeling is mutual. Please, tell me, what is your government looking for in regard to procurement?" the ambassador asked.
