Dear Minister Jovanović,

We greet you warmly with the hope of beginning a business relationship with your nation. We are very interested in the logistics vehicles available from your nation. As such, we would like to inquire about purchasing and/or production licensing agreements for your logistics trucks. At this time our military planners have identified the FAP 2026 as a viable candidate for our logistics and troop transport needs. We are interested in a large order. Potentially 10,000 or more. We are prepared to offer $35,000 for each truck for a purchase order of $350 Million. Given the major size of this purchase and the production requirements, we would request the ability to domestically produce and/or contract for the production of these vehicles at our own expense. Any vehicles we domestically produce or contract out, we will pay the profit directly to your government.

Alternatively, We are prepared to offer $25 Million for unlimited, irrevocable domestic production rights. Given that your government will not have any costs associated with selling these production rights, this $25 Million will be an immediate, and 100% profit sale.

Dear Yukihiko Ikeda, Minister of Foreign Affairs,

Due to the contents of this message, it has been redirected to me: Pavle Bulatović, Minister of Defense.
I would like to thank you for contacting Yugoslavia in relations to acquiring military equipment. We would be more than willing to sell to you 10,000 FAP 2026 cargo and troop transport trucks at the price of 35,000.00$ per vehicle. This would total up to 350,000,000.00$. We would also be willing to produce these vehicles in batches of 500 if you wish to not wait for the time it takes to mass produce.

Alternatively, we would also be willing to produce 10,000 of these vehicles in return for 9 Kawasaki OH-1 Scout Helicopters and 20 Type 96 APCs, which we would put through various tests in our ground forces, purchasing more in the future if they pass these tests.

If either of these offers work for you then let me know which you've chosen and we shall continue with the purchase.

Dear Minister Bulatović,

We accept your terms for the equipment exchange of 9 OH-1 Helicopters and 20 Type 96 APCs for 10,000 FAP trucks.

As for production, we request the ability to self produce and/or delegate part of the production of these vehicles. Even in batches, the production of 10,000 trucks will take months. If one country was do this production alone, it would take months just to start the production of the vehicles. If we can work with others to help produce at least some of the batches, we can speed up the process.

Yugoslavian observers can participate in each country to ensure no Yugoslavian IP is copied in any of the producing nations.

While we are happy with the terms of this deal, we are still interested in acquiring a production license should you be willing to sell.

Dear Minister Bulatović,

We highly value Yugoslavian business and look forward to this deal and many others with your nation. While we have accepted the initial proposal, we unfortunately cannot agree to the exchange of domestic production rights for the OH-1 Helicopter for the FAP 2026 trucks. We have suggested a domestic production rights agreement only because of the size of this order to speed up the production process. Given the production capabilities of any single country, producing these vehicles in batches would still take an extremely long time.

If it will help, we will offer to Yugoslavia 2 OH-1 Helicopters in exchange for the domestic production rights. The value of this offer is $60.5 Million. However, as we if this final offer is not acceptable, we would revert back to our original deal and ask that your government help us establish a timeline for production and final delivery of the 10,000 trucks. The offers as we understand them to be are:

1. 9 OH-1 Helicopters and 20 Type 96 APCs for 10,000 FAP 2026 trucks (offered and accepted already)

2. 10,000 FAP 2026 trucks for $350,000,000

3. Japanese Domestic Production Rights of the FAP 2026 in exchange for 2 OH-1 Scout Helicopters valued at $60.5 Million.

As we are eager to begin the production of these trucks to fill our logistical needs, we will ask that we can proceed under one of these proposals.

You are a tough negotiator, Minister Yukihiko.

Very well, we will accept the first offer: 9 OH-1 Helicopters and 20 Type 96 Armored Personnel Carriers in exchange for Japan's ability to construct 10,000 FAP 2026 Trucks. However, for this to work we will only allow three parties to construct these trucks: Yugoslavia, Japan, and a nation of your choosing. Let it also be known that whichever nation you chose will not have the ability to build these trucks for their own armed forces without authorization by the Yugoslavian Armed Forces.

With three nations working together to construct 10,000 of these trucks, I believe they will all be constructed and delivered in a timeline fashion for your nation. If this can be agreed upon then we may begin transferring the sums and paperwork.

Dear Minister Bulatović,

We are delighted by this news. It is not our intention to be tough in these negotiations and we are more than happy to reach compromise.

We will approach the Israeli defense industry to assist in production of these trucks. The Israelis have recently done a great deal of business with us and they have proven reliable, active partners. We hope that this endeavor will allow all three of our nations to get closer. We will begin production of the agreed upon helicopters and APCs. We will deliver your assets on the following timeline: 2 Helicopters and 5 APCs immediately upon their finished production. 4 Helicopters and 10 APCs upon receipt of half of Yugoslavia's assigned productions. The remaining helicopters and APCs will be delivered upon final delivery of Yugoslavia's assigned batches.

We realize that producing these trucks on our own will still incur the production cost on our end while Yugoslavia retains the entire value of the production as additional profit. In order to ensure the fair and equivalent exchange of values, we ask that Yugoslavia provide the value of the parts to either Japan or Japan and our production partner. Meaning that Yugoslavia would send transfers for the value of the trucks produced outside Yugoslavia.

To be clear: under normal circumstances, Japan would pay Yugoslavia or send the equivalent value of goods in return for the production of these trucks. If Japan were to send the equivalent value of the trucks to Yugoslavia, then be made to pay the underlying cost to produce the trucks, Japan would have paid almost double for these trucks.

We suggest the following distribution of assigned productions:

Yugoslavia - 3,000 Trucks
Japan - 4,000 Trucks
Israel/Partner - 3,000 Trucks

Once the agreed upon unit production distribution has been accepted by Yugoslavia, please provide us with the parts and/or the equivalent value of the parts so that we might begin production immediately.
