Good evening Mister Prime Minister

My name is Keizō Obuchi, the elected Prime Minister of the State of Japan. I am writing to you to, as the subject matter of this E-mail suggest, establish diplomatic relations between our two nations. Since the end of the Second World War, Russia and Japan have had a.. strained relationship of sorts - this of course due to the Cold War. We assisted the United States in its conflicts against Communism here in Asia and because of that, directly allowed ourselves to become belligerents in the Cold War and "Enemies" of Russia. Myself, the National Diet and His Majesty the Emperor have all come to the agreement that a possible future friendship with Imperial Russia is one we all have high hopes for, and I would like to invite you to Japan to discuss this further.

Yes we were observing the civil war closely. Let me say that I want to extend my sincere condolences to those mothers who's sons didn't return. I also want to applaud your efforts in stopping the terrorist state of Turkey in it's mission to murder minorities.

I will be more than glad to host Deputy Putin in Tokyo at a time that is convenient for him. Please keep us informed when he wishes to visit.

As stated, Vladimir Putin and his entourage would depart via private plane from Moscow, stopping at Vladivostok for refueling before departing again and arriving at Tokyo.

They would give all necessary papers to the airport staff before departing to the Russian Embassy where various papers and documents would be privately faxed to them from the Kremlin. They would then await the invitation from the Japanese.

Outside of the Russian Embassy, a convoy of vehicles from the Tokyo Metropolitan Police Department would pull up. Two black Mercedes-Benz S-Class from the Security Bureau would be provided for Putin and his entourage, driven by agents of said Security Bureau. It would be escorted by two Subaru Legacys each with two officers and a Toyota Previa carrying six members from the Special Firearms Squad, each of them carrying an MP5.

Once Putin and his team were inside of the vehicles, they would set off for the Prime Minister's Official Residence. When they arrive, Prime Minister Obuchi would be waiting at the entrance for them. Besides the door would be a Japanese flag and a Russian flag.

When the Deputy Minister exited his vehicle, the Prime Minister would offer a bow, before offering his hand to shake. "Mister Deputy, I am so glad you agreed to meet with me. I hope you had a pleasant journey?"

Putin would bow in return and shake the Prime Minister's hand. "The journey was comfortable, thank you for asking." The two men that made up his entourage would disembark from the vehicle behind him. "It is an honor to be here in Tokyo, Your Excellency. We have much to discuss, I imagine. Shall we begin?" The Russians would follow the Japanese's lead.

"It is an honour to have you here." The Prime Minister would respond, before leading the Deputy inside of the residence and to his office. Upon entering the office, the Prime Minister would motion to the sofas that faced each other, with a coffee table inbetween. "Please, take a seat."

After the two men sat down, the Prime Minister would cough slightly, before beginning to talk. "I would like to start with a serious topic. A few weeks ago Thailand declared war on, and invaded Laos. We have been monitoring the conflict as best we can however have remained quiet. Can I ask, what is Russia's stance?"

The Russians would follow the Japanese inside, taking a seat on the sofas and mixing sugar and cream into their coffees.

Putin would obviously be the one to lead the discussions. "Yes, we've heard. Our Ambassador had a front row seat as the Thai forces entered the Lao capital. While the war is over, if my information is correct, this war was still completely unprovoked and a risk to the stability of peace throughout Asia. If the war does continue, however, we will certainly be stepping in one way or another, just as we did with Turkey.

I assume Japan is against this war as well?"

The Prime Minister nodded away as he listened to Putin, before taking his turn to talk. "Yes, we are absolutely against the war and occupation. We are planning to make an official statement soon. As you know, the Japanese constitution prevents us from being able to take part in foreign conflicts, apart from the involvement in a peacekeeping force." he paused for a moment. "If I may sound a little hypocritical, we are concerned that no major Western country has spoken out against the conflict."

"It's good to hear we're on the same page. That's a start.

And I agree. I believe Australia made a comment regarding it, but I'd barely classify them as a regional power in Oceania. Russia is currently remaining silent on the matter, until the peace talks are over, that is. If the peace talks succeed we will support it, but if they fail and this war continues we will take action. Though I must admit, my peers wouldn't mind seeing another communist state fall.

If the war does continue, however, I believe it to be paramount to work with local nations of Indochina and put pressure on Thailand. If they ignore this pressure, we will have to take steps similar to what happened with Turkey.

While we're on this type of topic, however. What is Japan's stances on this 'Korean Empire' and the People's Republic of China? We find it extremely suspicious that Korea was recently a center of East Asian democracy and suddenly a 'monarch' appears and changes the entire nation. As for the PRC, we have had extreme tensions with them in the past. We have strong belief that they supported the communist terrorists during the civil war and we have more than enough evidence to prove that they attempted to arm the Turkish nation during their genocide of Israelis and other minorities and whilst they were under sanction by the Coalition."

"I agree, the fall of a communist government is always beneficial for the world." The Prime Minister paused for a moment, thinking about what he has to say next. "I must admit, we were taken by complete surprise when we heard of Korean Unification under democratic rule. Overjoyed that is, but surprised. However, now that a "monarchy" has suddenly taken power, we are little concerned, especially if they chase closer ties with the PRC, who as you know, has been a thorn in our side since the end of the Second World War.

The fact they they willingly and willfully supported and armed a nation that subjugated and murdered minorities is just another black mark on their long sheet of bad decisions."

If this 'Korean Empire' decided to begin taking up after their northern half, I believe they would be easily contained. China, however, would be a different problem entirely. Russia alone would not be able to contain them, neither would Japan alone. This brings me to a major topic we wished to bring forward to you." As Putin finished his sentence, one of the men sitting beside him would pull out a thick folder from his briefcase.

"Russia beliefs it paramount that we begin working together as early as possible to assure that we are prepared for anything China may attempt. We, of course, don't expect you to accept right away, but here is our proposal: the once American military bases in Okinawa are now vacant and have been for years." The folder would be handed to the Prime Minister. "If Japan agrees, Russia will move naval infantry, air force, and naval assets to Okinawa's various military bases. In return, Russia will offer Japan a commitment to defend your nation from aggressors alongside handing over various domestic production rights to your nation and offering you 10% discount on all partnership products on Rosoboronexport's storefront and producing all non-partnership products for catalogue price.

I believe such an alliance would assure that if China attempts anything in Asia, we will be prepared. Or, if China attempts to invade Japan, we will be prepared."

As you know, we regard Russia as probably our closest partner in the region, possibly in the world, because Russia is the biggest exporter of military equipment to Japan. And we would love to pursue a stronger relationship, however this is not a decision I alone can make. I will put your proposal forward to the Diet as soon as possible."

TREATY FOR THE UPHOLDING OF ASIAN PEACE
(TREATY OF TOKYO)

between the

Imperial Throne of Russia

and the

State of Japan

on the date of

May 2000​

Declaration
The Treaty for the Upholding of Asian Peace is made and ratified between the governments of the Empire of Russia and the State of Japan as of May 2000. This treaty is signed for the purpose of bringing lasting peace and stability within the Asian world and containing the influence of the People's Republic of China.

NOW THEREFORE, it is agreed as follows by the signatories:

Article I: Political Affairs

Article Ia: Recognition of the Republic of Taiwan
As per the purpose of this treaty, the Russian Empire and the State of Japan will take various measures to diminish the influence of the People's Republic of China. The first of these measures will be to officially recognize the Republic of Taiwan as the successor of the Republic of China (1912-1949) and the rightful claimants of mainland China.

Furthermore, in the events of the Republic of China re-entering the global stage, the Empire of Russia and the State of Japan will actively attempt to ally with the nation and attempt to build a bulwark around the island of Taiwan against the People's Republic and actively support the influence of Taipei over Beijing.

Lastly, the signatories of this treaty will actively use the name of 'Republic of China' as opposed to the name of 'Republic of Taiwan.'​

Article Ib: Deny All Territorial Claims of the People's Republic of China
Another step to be taken by the signatories to contain CCP influence will be denying all territorial claims made by Beijing. These include but are not limited by the following:

The signatories will officially recognize the settlements of Darchen, Labrang Monastery, Gartok, and the several former Bhutanese monasteries and villages near Mount Kailash as Bhutan and their occupation by the People's Republic of China illegal.

The signatories will deny all Chinese territorial claims in the Kashmir region and their claim on the Indian state of Arunachal Pradesh.

The signatories will deny all Chinese claims on the Senkaku Islands, the Diaoyu Islands, and the Tiaoyutai Islands.

The signatories will deny Beijing's claim on the Republic of China, including but not limited to: the Island of Taiwan, the Kinmen Islands, and the Matsu Islands.

The signatories will deny all claims of Beijing over the Paracel Islands and the South China Sea.

The signatories will deny all Chinese claims on the nation of Mongolia.

The signatories will deny all Chinese claims on the nation of the Russian Empire.

The signatories will deny all Beijing claims on the nation of Tajikistan.

In the events that Beijing performs human right violations in the regions of Tibet and East Turkestan, the signatories will actively promote the liberation of these territories from the People's Republic of China.

Article Ic: Promotion of Positive Relations With Other Asian Nations
It will be the duty of the signatories to promote positive diplomatic relations with the nations of Asia to promote peace and assure the pause of CCP influence over other nations.

The nations which the signatories will have the duty of promoting positive relations with are the following: Central Asia (Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, Kyrgyzstan), Mongolia, Korea(s), Vietnam, the Republic of China, India, Pakistan, Nepal, Bhutan, and Burma/Myanmar.​

Article II: Russo-Japanese Relations

Article IIa: Military Exercises
To assure readiness of the Imperial Russian Armed Forces and the Japanese Self-Defense Forces, the signatories will hold yearly military exercises for their Ground, Naval, and Air Forces alongside their specialized forces including but not limited to: Airborne and Naval Infantry.

Ground exercises will be held in Primorsky Krai, naval exercises will be held in either the Sea of Japan or the East China Sea, air exercises will be held in Primorsky Krai, airborne exercises will be held over the islands of Hokkaido and Sakhalin, and the naval infantry/marine exercises will be held in the Okinawa Prefecture.

Article IIb: Mutual Defense
Upon the ratification of the treaty, the signatories will officially enter a mutual defense pact against the People's Republic of China. As such, an unprovoked attack performed by Beijing on a signatory will be an attack on both signatories and a declaration of war against the People's Republic of China will be made by Tokyo and Moscow.

Article IIc: Russian Military Bases
To better assure mutual defense and prevent Beijing influence in Asia, Japan will transfer control of the following ex-American military bases to the Russian Empire: Okuma Rest Center (Kunigami, Okinawa), Yaedake Communication Site (Motobu, Okinawa), Kadena Ammunition Storage Area (Onna, Okinawa), Kadena Air Base (Kadena, Okinawa), Tori Shima, Idesuna Jima, and Kume Jima Rangers (Kumejima and Tonaki, Okinawa), Gesaji Communication Site (Higashi, Okinawa), Torii Communication Station (Yomitan, Okinawa), Naha Port (Naha, Okinawa), Army POL Depots (Uruma, Okinawa), Tengan Pier (Uruma, Okinawa), Camp Shields (Okinawa, Okinawa), Awase Communications Station (Okinawa, Okinawa), White Beach Area (Uruma, Okinawa), Kobi, Sekibi Sho, and Oki Daito Jima Ranges (Ishigaki and Kitadaito, Okinawa), Northern Training Area (Kunigami, Okinawa), Ie Jima Auxiliary Airfield (Ie, Okinawa), Camp Schwab (Nago, Okinawa), Henoko Ordnance Ammunition Depot (Nago, Okinawa), Camp Hansen (Kin, Okinawa), Kin Red and Kin Blue Beach Training Areas (Kin, Okinawa), Camp Courtney and Camp McTureous (Uruma, Okinawa), Camp Kuwae and Camp Zukeran (Chatan, Okinawa), Air Station Futenma (Ginowan, Okinawa), Makiminato Service Area (Urasoe, Okinawa), and Tsuken Jima Training Area (Uruma Okinawa).

All military bases will remain joint-operated with Russian and Japanese forces, supplies and maintenance of the bases will be carried out by Russia, and all forces sent to the military bases will be placed through Japanese Customs. In the events of a crime being committed by a member of the Russian armed forces on Japanese soil, said member will be placed through the justice system of the State of Japan.

If required, Russia will contact Japanese authorities to make necessary upgrades and modernizations to all bases listed above. All upgrades and modernizations will be funded by the Russian Empire.

Article IId: Mutual Aid in Military Acquisition
In the same aspect as military bases, the signatories will actively work together in the field of military acquisition:

The Russian Empire will offer domestic production licenses for the following equipment: Ulyanovsk-class Nuclear Supercarrier (upon its completion of research and development), T-90S Main Battle Tank, T-55M6 Main Battle Tank, BTR-80 Armored Personnel Carrier, BMD-3 Airborne Infantry Fighting Vehicle, BMP-3 and BMP-2 Infantry Fighting Vehicles, S-300PMU-2 Long-Range Anti-Air Missile System, S-300V Long-Range Anti-Ballistic Misisle System, Kamov Ka-50 Black Shark Attack Helicopter, and the Alligator-class Landing Ship.

The State of Japan will offer the domestic production licenses for the following equipment: European Highway Ro/Ro Vehicle Carrying Ship, Type 78 Tracked Snow Vehicle, Type 94 Shore Minelaying Device, and the Yamaha Grizzly 600 ATV.

All equipment offered through the form of a domestic production license cannot be sold, built, traded, or given to any other nation without the approval of the equipment owner. Breaking this ruling will result in the domestic production licenses being withdrawn.

Rosoboronexport will offer a 10% discount on all equipment alongside producing any fixed-wing aircraft for a 0% mark-up.​

Article III: Signatory Withdrawal
This treaty shall remain enforced until a time in which one or both of the signatories wish to withdraw. A six month notice must be given to the signatory before a withdrawal can be fully enacted. This is to offer singatories enough time to remove all personnel, equipment, and other assets from overseas bases.

We have been made aware of escalations in the conflict and we are growing more increasingly concerned for the lives of civilians. Our biggest concern though, is the possibility that both Vietnam and China may seek involvement in the conflict - which is something I would hope to be avoided as I would not want to see a multi-national conflict right on our doorstep. We have been discussing the possibility of raising the issue in the GA, and hopefully enabling the use of a peacekeeping force in the region to ensure the safety of civilians"

"Wonderful, that is good to hear. The sooner we get this treaty ratified, the better. Especially with news of China mass modernizing and mobilizing.

If the rumors are correct, I believe China has already dipped their toes in the Thai-Lao conflict. The rumors don't state just how much they're involved, but any Chinese involvement is a negative. I believe the GA is a good choice, however, perhaps not the best choice. I believe Vietnam, with its past with the Chinese, and Thailand with their clear anti-communism, may both be potential allies for us. Of course, Thailand invading Laos is a negative, definitely, and we should attempt to have that conflict come to an end. But perhaps Thailand would see us going to the Global Assembly as a type of 'punch' and may push them further away from us.

Perhaps we should plan a type of summit to bring the Thai closer to us and end the conflict. What do you think?"

"The issue behind that is, if other nations see Thailand as the aggressor in this conflict - which I'll admit is how we see them - it could say to the world that we are supporting unwarranted conflict and put us on the back end of diplomatic discussions and relations"

"With all due respects, if we have to take into account the feelings of diplomacy with other nations around the world—we'll get nothing done. Sweden annexed South Africa and the world does not care. The Global Assembly did nothing for South Africa and did nothing when Turkey began its genocide. The Global Assembly will do nothing for us but complicate things. Turkey was taken care of through the actions of nations, not the Global Assembly, and South Africa could have been liberated had a similar coalition been formed. If we go to the GA now, we can guarantee that Thailand will be alienated from us—permanently—and the chances of us actually getting the GA behind this is slim.

Thailand's King, Rama IX, has informed the Tsarina that China has already begun involving itself in the conflict, with force. The GA may take months, if not longer. If we expect to get anything done, we must—as usual—take it upon ourselves personally. We will not allow Thailand to take Laos, but neither will we give China the time window to get involved any more than they have already. I understand that you fear being shunned by the world, Your Excellency, but this conflict has been known publicly since the Coalition liberated Turkey. If the world cared, a GA resolution would have already been sent, don't you think?"
