Subject: Establishing Diplomatic Relations
Recipient: Albert Arnold Gore Jr., President of the United States of America (Odinson)
Sender: Keizō Obuchi, Prime Minister of the State of Japan
CC: N.A
Good evening Mister President,

My name is Keizō Obuchi, the elected Prime Minister of the State of Japan. I am writing to you to, as the subject matter of this E-mail suggest, re-establish diplomatic relations between our two nations. Since the end of the Second World War, the United States and Japan have been close allies and friends. We assisted the United States in its conflicts against Communism here in Asia and have, until recently, housed American forces here in Japan. Myself, the National Diet and His Majesty the Emperor have all come to the agreement that our friendship with the United States is one that matters dearly to us all. So with that said, I would like to invite you to Tokyo so that we may discuss matters that are important to us all.

I look forward to your reply.

Many thanks,
Keizō Obuchi,
Prime Minister of the State of Japan

THE WHITE HOUSE

ENCRYPTED MESSAGE
[TR][TD]

TO: Keizō Obuchi, Prime Minister of the State of Japan ( John )
FROM: Al Gore, President of the United States of America

Prime Minister,

I am excited to hear that the Japanese government is interested in reestablishing relations between the United States and Japan. The things made possible by a friendly, or even closer, relationship with our two countries is alone reason enough for us to want to work together. The fortitude and industry of the Japanese people is perhaps rivaled by almost no other people in the world. It would be my honor to travel to Japan and make such a historic visit, however I am needed here at home in the United States. The Vice President and the Secretary of State are both abroad at this time, and there have been several major domestic developments, some of which include leads on the attack at the United States Capitol. If your government would still be willing to host American officials for discussions of reestablishing relations between our countries, I would be more than willing to send the Secretary of Defense and the Deputy Secretary of State. I look forward to hearing back from you.

Respectfully,

Al Gore
President of the United States

The Secretary of Defense, John Glass, left his office at the Pentagon and boarded a privately chartered civilian flight from the United States to Japan. Twenty Diplomatic Security Service Agents, armed with their sidearms, went with the Secretary of Defense and his entourage to Japan. The Japanese would be informed in advance that Mister Glass would have armed security accompanying him, as well as various colleagues from the Department of Defense. The schedule of the Secretary's plane was also securely given to the Japanese, so that they would know when he was landing in Tokyo. Once his aircraft had landed, the Secretary would wait to be greeted by the Japanese.

At Haneda Airport, members of the Kōgū-Keisatsu Honbu would be waiting for the Secretary. Japanese and American flags would be raised along the carpeted walkway to the Secretary's vehicle. Once he was inside the vehicle, he would be escorted to the Prime Minister Official Residence. Where, at the steps to the front door, the Prime Minister would be waiting for the Secretary. Odinson

Secretary Glass walked into the Prime Minister's office. He would approach the Prime Minister and then respectfully bow, as was traditional Japanese custom. Because the Prime Minister was the most superior representative in the room, he waited for the Prime Minister to speak first. One of the Secretary's staff had a small bag with him which was a gift for the Prime Minister, but this would come later once they had greeted each other and had sat down. Secretary Glass was trying to remain respectful and calm, but internally he was excited to see what kind of progress he could make in bettering the relationship between the United States and Japan.

Because of the chaotic situations in Russia, the Middle East, and South Africa - and due to how long these diplomatic discussions were likely to take - Secretary Glass would have to return to the United States as soon as possible to assist the White House and the Pentagon in evaluating all of America's options. However, the United States Ambassador to Japan, Trisha Takanawa, would be able to take Secretary Glass's place. Secretary Glass would fly back to America via an American chartered flight first to Alaska, then the Pacific coast, and then finally back to D.C. where he would join the President's National Security Council. Meanwhile, Ambassador Takanawa had a battery of diplomatic discussions she was ready to begin with the Prime Minister regarding the geopolitical situation in Asia and the civil war in Russia.

As soon as Ambassador Takanawa arrived, Keizō Obuchi bowed and apologised straight away. Informing the ambassador that an Emergency meeting of the National Diet has been called and he must attend, and that the Minister of Foreign Affairs for the North American Affairs Bureau was enroute to take over the meeting.
