Your Excellencies,

The news of the conflict between your two nations hits deep within Korea, I would like to start off by saying the Emperor, myself, the Korean Government and people all wish for a peaceful end to this conflict. However, that is not why I am contacting you both. It is clear that other nations will be attempting to mediate peace and therefore it will be pointless for another nation to place their hand in the ring for that position.

It is clear to me that bloodshed in this situation is unavoidable and in that case, the Korean nation offers it's support to both of you. We have a plan in place to offer the HMKS Dokdo for use by both of your nations as a medical vessel and to transport injured personnel and civilians to neutral nations. We are planning to contact nations around the Caribbean if you both accept this offer of support.

I must make clear that if this offer is accepted, HMKS Dokdo will be an independent entity in this conflict and will not take part in any combatant duties but will be prepared to defend herself, we have also placed the HMKS Jeongjo the Great on standby to help support and defend her.

I hope for the sake of both of your people that you accept this offer of support.

The United States of America is currently blocking any third-party from sending any forces to the Caribbean. However, if the Korean Empire can receive permission from the United States government to sent this humanitarian vessel to the New World then we will assure its safety and will not fire upon it or its crew so long as its mission remains unchanged and its services will be more than welcomed in these trying times.

Your Excellency,

First of all, thank you for reaching out with your kind offer. The Office of the Prime Minister has forwarded your message to me as due to the current occupation of French territory, full authority of all occupied territory has transferred to my Ministry.

Like you, the Empire of France would like to see peace between our and the Canadian people as soon as possible. Both for the protection and preservation of our people and theirs.

It is French policy that properly marked and designated medical assets are given free access to war territory as long as such access can occur safely. We also remain a signatory to the Geneva Conventions and have included all their obligations into French law. This means that as far as the French state is concerned your vessels are not only allowed to join but in fact welcome.

However, currently we are not able to guarantee your right to access as we do not have any naval assets of our own in the combat area. This will change in the near future and once the Imperial Atlantic Fleet is deployed we will guarantee the protection of yours and any other hospital ships that may be in the area. Until that time we can however grant you permission to operate in any of the territories internationally recognized as French. We also have no objections to armed escort, however this may violate the United States' policies on the conflict and the area in general. I advice you to consult them to make sure.

Finally, while I understand that you are obligated to send military personnel to neutral nations or Canada as prisoners of war until the end of the conflict, I do request that any French civilians are sent back to the nearest free French territory. This is as the Empire of France is ultimately the best equipped to guarantee their safety and there is no requirement under the laws of war to send civilians to neutral or opposing nations.
