Kenyan Minister of Housing and Infrastructure Raila Odinga, would place a private and encrypted phone call to the head of the Japanese Civil Export Association.

After screening the call, the minister would be put through to Kochiro Tanka, VP of Sales. "Good afternoon, Minister Odinga. This is Kochiro Tanka, VP of Sales here. Thank you for your call. How may I assist you today?"

"Good afternoon, I am contacting you on behalf of my government. President Moi would like to lead Kenya onto a path of rapid but sustainable modernization. We would like to begin by inviting Japanese engineers to modernize the road system within Nairobi, as well as build a large transit network linking Mombasa and Nairobi, complete with High Speed Rail. Further we would be interested in hearing bids for expanding the harbor at Mombasa.

We would also like to know if your organization would be capable of overseeing the 1.6 billion dollar police infrastructure upgrade edict."

"It would be our utmost honor to assist in any way we can. Our simple answer is that we can assist with all of those things. If we are to help, we would want Kenyan observers to participate to learn every step of our methods so that your people can replicate our actions on their own. We have recently completed harbor expansions here in Japan and have a great deal of experience with what works and with what doesn't. Finally, we can certainly assist with the police infrastructure upgrade. What form will it take? Is this simply an equipment purchasing plan, station rebuilding, combination of both plan?"

"We are happy to hear of your eagerness to work with our government on improving the quality of life within Kenya. We would also be interested in installing a mass metro transit system within Nairobi and Mombasa. Having your advisors work with Local Kenyans will be vital to ensure efficiency and continued maintenance of these projects. We are happy to hear of your eagerness in this regard as well, and we would perhaps also be willing to negotiate an educational agreement to send Kenyan students to Japan to help learn modern engineering, architecture, politics, and medicine.

As for the Police Modernization, the 1.6 billion is earmarked for the modernization of police infrastructure, specifically police and fire stations as well as the telecommunication system used for emergency reporting.

A further 800 million is planned to be earmarked for the purchase of modern police equipment such as vehicles, firearms, vests, other support equipment, and helicopters.

We would be eager to hear and meet to make specific plans to spend these funds effectively and efficiently."

Genki Esaki, 江崎 元気, flew on a plane from Tokyo to Kenya. Alongside him was Kochiro Tanka. Genki was the newly appointed ambassador to Kenya. Given the high level of government involvement, this meeting was determined to need an actual diplomatic presence. Escorting them was a small team of 4 soldiers from the JSDF. When they arrived in Kenya, they would put a call through to their government contact to let the Kenyan's know that the diplomatic team had arrived.
