[KoC] Declaration to France

A member of the Canadian government's courier corps quickly stepped into the French Embassy in Ottawa and handed a seal letter with the seal of the King of Canada to the secretary. "This letter is for the eyes of the Ambassador of France only. I've been told it's extremely urgent and of the upmost gravity. Please see that the Ambassador receives it immediately." With that, the courier departed.

The contents of the letter are as follows:

Your Imperial Majesty and Excellencies,

It is with deep regret and a profound sense of duty that I, as the King of Canada and Its Territories, must address you on a matter that pertains to the relations between our two nations. Recent events have compelled us to express our concerns and intentions in this matter.

Whereas the Empire of France has provided assistance including material and financial support to the Heritage Front to support the terrorist organization in their goal to destabilize the nation and overthrow Canada's government; and

Whereas the Empire of France has provided assistance including the use of its territories to the Heritage Front to support the terrorist organization in their goal to overthrow Canada's government; and

Whereas at the nature of the ongoing hostilities necessitate the Kingdom of Canada to act decisively to eliminate the threat posed by the Empire of France's territories in the New World from being used for aggression against the Kingdom of Canada; and

Whereas France through its support has entered into hostilities against Canada in its support for the Heritage Front and enbaling their aggression and attempts to overthrow Canada's government; and

The Kingdom of Canada is in a formal state of war against the Empire of France and shall prescribe a zone of conflict over its New World territories and shall recognize military assets which operate in North America, South America, and the Atlantic as legitimate threats and act accordingly.

The Kingdom of Canada demands that:

• The Empire of France cease any and all support, overt or covert, to groups involved in acts of terrorism within Canadian borders.
• The Empire of France cedes its New World territories of St. Pierre and Miquelon, the West Indies, and Guiana to Canadian authority for the purpose of demilitarization.

While normally a government would close its diplomatic missions upon the declaration of war, it was determined that given France's open and international position of innocence on the accusations and its commitment to a non-violent method to resolve the conflict, it was important to maintain open communications channels. As such French diplomatic missions in Canada would remain open while no over measures would be taken against Canadian missions in France. The only change would be that the DGSE would begin monitoring the movement of Canadian embassy and consular workers outside the embassy and consulates to guarantee that they did not engage in espionage or sabotage against the Empire of France.

A message would be sent from the Palace of Versailles to the French embassy to be sent by courier to the Canadian King.

Your Majesty,

I have taken note of your declaration and hereby express my most vehement condemnation. You have not 'expressed your concerns', you have committed an illegal attack against the Empire of France and her innocent people.

While we find the loss of Canadian lives to horrific terrorist attacks tragic and despicable, the Empire of France did not supply them with weapons. We did not supply them with currency reserves, we did not supply them with anything.

No member of the Heritage Front has been given home or sanctuary on French territory. At no point have Canadian authorities reached out to the French state that any Canadian who did visit our territory was wanted for any crime. If they had said individuals would have been detained and deported to Canada to face justice.

Territories of the Empire of France are not being used in any hostile action against the Canadian or any state. Your forces would be much more effective in fighting for Canadian security by fighting against these terrorists on your own territory.

The Empire of France has performed its own investigation and managed to trace a shipment of weapons to a private organization operating independently from the then High Kingdom of France. This shipment occurred six years ago, was destined for Québécois and not any Heritage Front, and was immediately seized by your own government. The Empire of France is not the High Kingdom of France, in fact we have fought a civil war to free ourselves from their oppression amongst others. The High Kingdom of France itself did not ship these weapons to Canada. At no moment in time anytime after your government seized the shipment did you reach out to any French government. You did not seek to bring those responsible for the shipment to justice and you did not even inform the French state of their crimes so that we could have performed our own investigation there and then.

You claim that your need for this sudden attack against innocent Frenchpersons was motivated by some urgency, yet you will have to explain how it is urgent when the last time any French territory was involved was half a decade ago, and even then had no involvement with the group responsible for these attacks. Perhaps your resources would be better spent investigating how weapons that your government has owned for half a decade now ended up in the hands of terrorists that attempted to overthrow your government. It appears the phone call is coming from inside your house.

Seeing as the Empire of France has no involvement, the Kingdom of Canada has been the custodian of these weapons for years, and you at no point in the past half decade attempted to address these concerns with the French state your declaration of war is groundless, illegal and an international crime.

While we would be more than in our right to activate our network of allies and friends to defend French sovereignty, my government has only ever had the goal to end the bloodshed. As such, we are willing to extradite any individual involved with the shipment of weapons six years ago into Canadian custody and discuss a lasting peace agreement at the negotiating table. For the record I wish to also inform you that we have reached out to neutral international powers seeking their role in an international investigation and may file a similar request with the International Court of Justice.

What we will not do is surrender people into foreign occupation that have time and time again voted freely and independently to remain part of the French state. We have no interest and never had any interest in interfering with the Kingdom of Canada and our only stake in this is the safety of our people and the stability of the international legal order.
