Fax to the United States of Canada
Private & Encrypted

To: Al Gore, President of the United States of America
From: Michel Coulombe, Director of the Canadian Security Intelligence Service

Your Excellency

I hope this message finds you well. I am writing on behalf of the government of the Kingdom of Canada to bring to your attention a matter of concern regarding the ongoing situation in the Caribbean Sea.

Canada recevied a communication from Thailand, hypocritcally attempting to act as "mediator" between Canada and France. It's clear they picked a side as everyone on this planet knows that the Thai government is anything but neutral. It's thus our belief that they have a interest in getting involved in this conflict. Based on our assessment of the situation and considering Thailand's historical record, we believe there is a significant likelyhood that Thailand may actively become engaged in the conflict.

We deemed it necessary to inform you promptly. The Canadian government is deeply concerned about the prospect of open battle in the Caribbean Sea as shedding blood is the last thing we wish to have happen.

It is the hopes of the King and Prime Minister that the United States will join us in closely monitoring the situation and, if deemed appropriate, take proper actions to dissuade Thailand from taking any action that may escalate the conflict.

Thank you for your attention on this urgent matter.

Sincerly,
Michel Coulombe
Director of CSIS
Kingdom of Canada

Secret

While this was just a hunch from the Canadian government, the White House found that it was important to securely forward this information to the Secretary of Defense and the Secretary of State. The Secretary of Defense securely forwarded this information to the Office of Naval Intelligence. Secretary of State Jackson Fitzgerald decided that it would be necessary to contact the Thai government to ensure that they did not intend to interfere in the current conflict.
