Dear Minister Park,

I would first like to congratulate the Republic of Korea is unifying the peninsula and brining an end to an oppressive regime.

I have been authorized by the newly assigned King of Canada, Alexander I, and the Prime Minister, Peter MacKay, to contact you in the hopes that you would accept our invitation to Canada to perform a joint-exercise. We were thinking of either performing a mountain warfare or a winter warfare exercise and having the Korean Armed Forces joining us in doing so would be nothing short of an honor. If this is something that would interest you, please let me know which of the exercises you would want to send troops to exercise with Canadian troops for and I will send you more information regarding either of the exercises.

Furthermore, with the unification of the Koreas I would assume that you know have access to technology and equipment that North Korea once possessed, yes? If so, Canada has been looking to increase our anti-ship missile system capabilities and it is to our knowledge that North Korea once had the Chinese YJ-62 anti-ship cruise missile systems in their arsenal. If Korea would allow us to purchase these systems we would be looking for a total of 56 launchers.

Dear Minister Bull,

Thank you for your message, we are happy that the reunification of our peninsula was achieved. Now we must work hard to maintain and overcome the challenges our people face and ensure the division of Korea never occurs again and external powers have no say over the affairs of the Korean people. I am glad that we can continue our relationship from the previous regime and the new royal regime. I hope that His Majesty, King Alexander's reign will be prosperous and our brothers and sisters in Canada will grow. I hope that the rights and safety of the 223,322 Koreans citizens and Korean-Canadians will be maintained and be positive members of their communities and societies in Canada. While this falls under the Ministry of Foreign Affairs, we are hopeful to advance our relations beyond military relations and adopt a number of diplomatic proposal to better our communities.

We would be happy to commit to a mountain warfare as well as winter warfare exercise. Both are growingly new areas of importance of our armed forces in-line with our Strategic Defense Review. Now, our next threat will come from the mountainous terrain between our neighbor China and the small plain connecting us to Russia. Being able to re-organize our traditional doctrine of combat against the North we must address these future possible threats. Additionally, a robust amphibious fighting force to maintain our integrity and that of our islands is equally crucial and represents the future vision of our armed forces. We would be honored to participate in either exercise to demonstrate and showcase our mutual capabilities and help advance our vision for a dedicated mountain-combat division.

While we do have access to a number of North Korean weapons systems, we have decommissioned a large number of them for lack of serviceability as well as to ensure they do not end up on the black market. While I can not confirm whether or not North Korea had access to certain Chinese Weapons, I am certain that given our growing relations, based on an agreement we could discuss the sale of these advanced systems. Being able to help Canadians defend themselves after your service in the defense of Korea is something I hope I can achieve whilst in this ministry.

I would also like to take this time to propose an arrangement on general arms sales between Korea and Canada. Which I hope we could extend to other countries. Korea has been discussing proposing an inter-government agreement for the Sale of Defense Weapons where we could collectively set a price cap on export. While we would discuss the specifics and address each others concerns, I hope you would privilege me with allowing me to host you here in Korea to discuss all these items.
