After our call I sent out some internal memo's in my ministry and to the minister of foreign trade an we have come up with a first draft of a possible cooperation agreement between our countries focussing on trade and tourism. This draft can be found as an attachment to this mail. Since I want this treaty to be publicly available as a sign to the world of our cooperation I believe that any discussion of arms acquiring should be left out of it, and should be privately discussed by our respective ministers of defense. The attached version is a very rough draft and contains some decisions yet to make and might contain mistakes, so please contact me with any amendments, additions or deletions you would like to propose.

Also some details like the ships used are not specified in this treaty and are something that need to be worked out. I know that Korea has quite a large amount of commercial container carriers, do you perhaps have one that you think is best of this route? And does Korea have any tankers available for purchase for this route?

Korean-Italian Cooperation Agreement
The Republic of Korea (herafter South Korea) and the Italian Republic (hereafter Italy) reaffirm their faith in the fundamental values of democracy, human rights and a vision to move forward as partners and friends.

In line with these values Italy supports South Korea in its aims of peacefully reunificating the Korean peninsula into one democratic country.

Chapter I. Trade
  1. Two ships will sail between the Republic and Korea and Italy and back every (week/month/two weeks).
  2. One container carrier will sail and will be fully loaded by the Republic of Korea with:

Thank you for the prompt response, I apologize for the hold off on our end, we've been coordinating amongst the various ministerial agencies. The Ministry of National Defense has concluded that Italy's ground vehicle offers are financially reasonable, as well as ensuring high quality while maintaining affordability. As per the cooperation agreement, we have made a handful of changes, both to the language and actual document. We hope you will find them acceptable.

H.E. President Kim is happy with the progress being made by our negotiators and we hope that we can push through and finalize the agreements in time for a signing ceremony. Current negotiations are ongoing with a handful of other European countries on cooperation agreements, so, we have been quiet busy at the Foreign Ministry. Korea does have a commercial fleet for cargo vessels, while our LNG and Chemical vessels have been temporarily halted for maintenance and review. We would be willing to purchase fuel tanker vessels from another state to temporarily provide coverage for our petroleum agreement.

Overview

The Republic of Korea and The Republic of Italy seek to advance and nurture a strong bilateral relationship, extending cooperation in the areas of technology, science, defense, culture, and trade. As growing partners, Korea and Italy have committed themselves towards implementation of the following articles of the Cooperation Agreement with the intent of expanding and cementing bilateral relations. The following Cooperation Agreement remains non-binding in its stipulated articles, and shall not be an enforced agreement upon both countries.

In the interest of the good faith established by the Ministry of Foreign Affairs for both Korea and Italy, both states voluntarily, shall ensure the commitment and maintenance of the Cooperation Agreement, in areas of non-contradictory with the national security prerogative of each state. By opening a strong Korean-Italy relationship, the prospects for a wider Asia-Europe cooperative relationship continue to grow. As outlined by the Korea-Italy Free Trade Agreement, both states shall take steps towards mutual removal of tariffs on all goods produced in Korea and Italy and opening of trade routes between each State.

The Republic of Korea and Republic of Italy agree to take and enact trade measures that promote a health and competitive market and one that does not discriminate against either party. Developing a cross-cultural economic environment that facilities the wellbeing of all citizens, while ensuring the producer and national industry remain healthy. These steps shall include efforts to expand subsidiary cooperation, research cooperation, and technological sharing between both countries.

In understanding of the growing bilateral relationship between Korea and Italy, both countries agree towards the improvement of diplomatic, security, and trade relations through mutually agreed treaties, agreements, and memorandums. Agreeing to take steps to support and facilitate the peaceful reunification of the Korean Peninsula. Ensuring healthy engagement on security and foreign policy to ensure stability in Eurasian. As well as building a cooperative network of intelligence, information, and data sharing when required, to the relevant party. Committing themselves to the development of peace, human rights, and democracy in the global community through tools at the disposal of the governments of each country.

In line with the principles of the Korean-Italian Free Trade Agreement, both countries herein agree to the following terms for trade and agree to the good faith principle of removing tariffs on all goods for importing corporations.
  1. Two ships will sail between the Republic and Korea and Italy and on a weekly basis to provide the outlet for trade between Korea and Italy.
    1. One container carrier will sail and will be fully loaded by the Republic of Korea with:
      a. Molybdenum
      b. Tungsten
      c. Electronics
    2. On its return to Korea this container carrier will be fully loaded by the Italian Republic with:
      a. Jewellery
  2. One tanker will sail and will be fully loaded by the Italian Republic with:
    a. Refined Petroleum
  3. The governments of Korea and Italy, understanding the value that is added to their economies, and shall immediately upon signing this agreement remove any tariffs on these goods. This provision shall remain, and shall not be based on a quota-system, ensuring that the importing states may continue to import any quantities they wish.

Chapter II. Tourism
In line with the principles of the Korean-Italian Cooperation Agreement, both countries herein agree to the following terms regarding visas for national(s) holding passports of the respective states and shall agree to cooperate through sharing of information and intelligence on national(s) of concern. These actions shall protect the privacy of the individual, but shall respective in not undermining the security of the State.
  1. South Korean citizens wishing to visit Italy for a period of no longer than 90 days for tourist reasons can apply for a visa on arrival, requiring only a valid Korean passport.
  2. Italian citizens wishing to visit South Korea for a period of no longer than 90 days for tourist reasons can apply for a visa on arrival, requiring only a valid Italian passport.

Chapter III. Defense
In line with the principles of the Korean-Italian Cooperation Agreement, both countries herein agree to the following terms regarding defensive sales and shall agree to take measures to provide better pricing agreements through the Korean-Italian cooperation Agreement. Both States shall as well provide high quality export-variants with no differences to domestic variant used by the armed forces.
  1. The Republic of Korea Armed Forces and Republic of Italy Armed Forces commit themselves to a health cooperative relationship, providing training and qualification skills to the personnel of each respective military.
    1. Korea and Italy therefore agree to host when necessary, military exercises to strengthen the capabilities and skills of each others military
    2. Korea and Italy therefore agree to share when necessary, information and intelligence on threats to each others military infrastructure as well as equipment shortcomings
  2. Korea and Italy agree to provide better pricing options on arms purchases when agreed upon and shall not divulge the total amount, total price, and specifications of the arms purchase to any individual outside the required persons for the facilitation fo the arms sale: the Ministers of Defense, Heads of State, and Chief Government Export/Import Authority
Chapter IV. Foreign & Security Policy
In line with the principles of the Korean-Italian Cooperation Agreement, both countries shall take non-binding steps towards cooperation where able, in the areas of foreign and security policy. Both countries agreeing to inform the other party of relevant information when able, and putting each others national security priorities into perspective when making decisions in areas of relevant concern as outlined by the parties. In such, both countries are in no required capacity, forced to share information, and shall when imperative to the national security of the State, and its citizens, withhold or otherwise chose to indefinitely not consult the other party.

The Ministry of National Defense wishes to open discussions with the Italian Government to discuss an arms purchase of 270 items, namely armored fighting vehicles and military-grade ambulances. Primarily to equip the Korean Army with motorized and mechanized capabilities, as well as experimentation with the B1 Centauro. The modified version of the B1 Centuaro we hope can be designated KB1, with maintenance licensing given to the KDIA to be able to provide maintenance for the KB1 as well as the Iveco VM 90 & LMV, and PUMA AFV. The Republic of Korea Army would like to, before purchasing the B1 Centauro be able to be given two B1s for testing. Additionally, the Korean Army would like to be given a demonstration by the Italian Army in the capabilities and skillsets for the B1.

With regards to pricing, the Korean Government hopes that the application of a 5% discount price would be acceptable to Italy, bringing the total cost to $133,622,886. We find this much more acceptable in terms of our ability to make this purchase during government budgeting constraints. We hope that this at least is a starting round for negotiating the pricing. Additionally, we are hoping that the Italian Government will apply necessary cosmetic changes in terms of camouflage and ensure that the quality of the export-variants are as high as possible.

Dear minister Baek,

No apologies required. Coordinating such a deal that spans ministries is expected to take time. For fuel tankers our administration was looking at buying a small fleet of German made tankers so we can export the petroleum to not only Korea but also other countries, so I propose that Italy will pay for that ship and Korea will pay for the container ship?

As for the cooperation agreement the changes made look good to me. The added Defense section also looks good. Italy is looking for potential military allies and this is a step towards that while still allowing both our countries the freedom of control over our military with no binding contract in place over our militaries.

As for the acquisition of military goods, a 5% discount sounds more than reasonable to us to get started. For each of the wishes of your administration I had a product expert provide information which will follow. For the testing, would the Korean Army prefer two prototypes of the KB1 or to borrowing of two Italian B1 Centauro's?

[Puma 6x6] The Puma 6x6 is only equipped with welded steel armour, meaning it will be able to provide protection from small arms and shell splinters but is not guaranteed to protect against missiles.
[Iveco LMV] The LMV is equipped with STANAG 4569 Level 3 armour so it is resistant to up to 8kg mines under the centre or wheels and smaller explosives.
[Iveco VM 90 Ambulance] Can be provided.
[B1 Centauro] A 120 mm main gun is possible and has already been produced before. It has a laser warning system which can be set to trigger smoke. It would be possible to produce the KB1 Centauro with reactive armour.

Please let us know if this fulfils your requirements and let us know how you want to go further with the deal. Payment is only needed upon the commencing of production.

I believe this is an acceptable arrangement. The Port of Incheon is available to receive Italian Goods, which Port of would be in use by Italy so we can set up the registered trade route through the International Maritime Services. We were also looking to purchase German vessels, but since you are willing, we see this as a fair sharing of financial capital investment to set up the trade route. The Ministry of National Defense looks forward to pursing a strong cooperative relationship with its Italian counterpart and expanding security cooperation is a step forward, we are glad Italy is also eager to extend military and security relations between both our countries.

As per the testing, if it is possible to deliver 2 KB-1C's, we would be eager to experiment with that. However, if it'll take a longer period of time, the ROK Army is content with borrowing two Italian B1 Centauro's to experiment with. They would be returned after testing is complete of course. With regards to the listed information, we find the terms acceptable for armament, understanding the armor limitations for the Puma 6x6, we find the other armor specifications to be what we were looking at.

We believe that the negotiated arms purchase is in its final form and are willing to proceed with the initial production and processing of payment.

The Korean Ministry of Finance has approved a SWIFT transfer to Italy for the listed goods. We are thankful for the considerations, and look forward to hopefully buying the KB-1 upon final trials to be completed. With regards to transporting the KB-1, the Korean Air Force can send a HC-130 to transport the Centauro's to Korea. We approve of the trade route, would Italy like to submit the routes to the International Maritime Services? Please confirm with us when the SWIFT transfer has been received.

With regards to our Presidents meeting, I believe we can have a phone call sometime tomorrow if that is okay with your President. President Kim will be hosting the German President sometime in the coming weeks, and the Korean Prime Minister will be hosting the Ukrainian Prime Minister in the same timeframe, so squeezing in a possible visit may be difficult, however, we are willing to hopefully have a physical meeting between our Heads of State. Additionally, it would perhaps be possible to release a statement to our media corporations to signify the start of our strong relations. However, we can also wait until the state visit to have a statement released.

Thank you for the updates, we look forward to receiving the Centauro. As discussed prior, would Italy deliver the prototypes with other purchases, or will they arrive separately? The Ministry of Trade has registered the trade route to leave from Incheon and arrive in Italy, dual-trip. We look forward for the opening of the petroleum route in the near future.

I believe we can have the phone call, and then feed our media agencies the agreement. For Korea, we will have KBS release it first. We are always open to having a state visit, perhaps we can have an in-person signing of the cooperation agreement by our Trade Ministers in Rome? If the Italian Government would be willing to host the event. We would like to have hosted it, however, with two high level visits within the same timeframe, we think the agreement signing may get overshadowed if they are held in Seoul.

Apologies for missing that question, the Centauro's will arrive with the shipment. That sounds good, they have a formal phone call discussing this agreement and it gets publicized together with the date of the signing in Rome. For the Italian news ANSA will release it first.

The President should be able to host his Korean counterpart in the Palazzo del Quirinale, his official residence. As for rest of the state visit, did you already have a list of attendees in mind and a duration for the stay and a list of public/private appearances. The state visit can be as simple as one public appearance at the Presidential Palace on the day of the signing to a few visits in Italy over a few days, depending on your administrations preference. And of course we will also need to decide on a date. We find this acceptable and we will respond with the verdict on the procurement of the Centauro based on performance during the trial testing of the vehicle.

With regards with the visit of the President, we hope that we can have a quick visit lasting at most two days, with a delegation consisting of the: H.E. The First Lady of Korea, The Minister of National Defense, Chairman of the Joint Chiefs of Staff, the Minister of Trade, Industry, and Energy, given the current economic situation in Europe, the Minister of Finance and Economy would like to have a side-meeting with his counterpart in Italy, and finally the President of Seoul National University will also be attending in hopes of signing an agreement with Italian universities.

Due to the need for the President to be available to host his German counterparts in the next couple of weeks, we'd like to host this meeting as soon as possible. We agree with the listed planning for a public appearance at the Presidential Palace, followed by a signing ceremony after a visit to a few sites in Rome. The Delegation would like to visit the Colosseum, the Roman Forum, and The Pantheon. H.E. Kim Daejung, would also like to spend a day in the Vatican City with H.H. the Pope.

Lastly, with regards to security arrangements, the Presidential Security Service hopes to be in strong coordination with their counterparts in Italy. 40 agents from the P.S.S. will be joining the delegation armed with C2-Carbines, MP7, and UMP submarine guns, and Beretta 4x4. The P.S.S. will also be bringing vehicles with them, however, the President if being received by his Italian counterpart will be willing to ride in the Italian President's car.

Dear minister Baek,

Thank you for filling in some of the details. Could you let me know with what aircraft the delegation will travel, and if it will have any escort and require any escort once in Italian air space?

We could plan a joint military exercise together, however this will have to be coordinated between our ministers and senior military staff. They could coordinate it now over email or perhaps plan it while in Rome, which would be easier to coordinate. They can then stay longer and the troops can arrive later? But this is something open to discussion.

I have arranged a meeting between our ministers of finance on November 18 as well. As for the President of the Seoul National University, I could put out a message to the major Italian universities hosting a message on the 18th and 19th so they can discuss Korean-Italian academic cooperation.

Attached is the new version of the State visit schedule. Let me know any mistakes/changes. And please also let me know if you want to redact the military exercise for now, or want to make it public together with the rest of the state visit with the chance of us not going through with it.

H.E. Minister Dini,

The President will be arriving via a chartered Korean Air Flight leaving Incheon International Airport and will be carrying the Korean Delegation including security and technical staff. They will not require any escorts, however, this is ultimately at your discretion to produce air escort upon arrival as we have no indicated aerial threat from Europe at this stage.

The schedule looks acceptable, we'd prefer if mentioning of a drill is removed as it is not yet fully confirmed. However, I do hope the security meetings will be fruitful. The Korean Military Chiefs would like to inspect Italy's airborne and airmobile capabilities and strategic in-depth airborne assault capabilities. As the Korean Army begins development of a robust airborne strike policy to expand mobility, response time, and penetration of hostile entities. We hope Italy would be willing to share certain aspects of their strategy in air assault and air-based operations. We would like to discuss the possibility of the drills, and then begin the actual implementation of the exercise.

The President of SNU would be happy with meeting with Italian university for advancing Korean-Italian academic cooperation, hopefully expanding linguistic and cultural engagement and opportunity.
