II. Schedule
Day 1 (November 18). Visit to Rome & Signing of the Cooperation Agreement
The Korean Delegation will arrive at Rome–Fiumicino International Airport. From here the President of Italy and the President and First Lady of Korea will travel by the President's Armoured Audi A8Ls through Rome. They will visit, in order: The Colosseum, Forum Romanum, the Pantheon and will then go to the Palazzo del Quirinale where they will be staying.
After a public appearance at the Palace they will sign the cooperation agreement with press present.

The Korean Minister of Finance will meet with his Italian counterpart at the Palazzo delle Finanze in Rome.
The Korean Minister of Defence will meet with his Italian counterpart at the Ministry of Defence in Rome, the Korean chairman of the Joint Chiefs of Staff will also be present as will the Italian Chief of the Defence Staff.​

Day 2 (November 19). Visit to Vatican City
The Korean President and First Lady will visit Vatican City.​

Air Traffic Control had received notification that Korean Air Flight 001 had left Incheon International Airport at 06:34, UTC+09:00 and would be arriving at Rome–Fiumicino International Airport around 09:45 local time (UTC+01:00).

On the airport, at 9:40, the President would arrive at the parking spots that had been assigned to the Korean Aircraft. A few reporters of local and national TV were also present with camera's, recording the arrival of the President as they all awaited the Korean arrival.

President Kim Daejung was escorted from the Blue House, entering his State Car and departing, with him in his vehicle was the Chief Secretary, Finance Minister, his wife, and the Minister of National Defense. They P.S.S. began cleaning the road, and the motorcade speed away to private terminal at Incheon International. On their way, the President was brought up to date on the current corruption charges against the opposition leader. It was still dark, the roads were mostly light minus trucks carrying goods and resources. The motorcade did not experience any hiccups as they passed through their route, the P.S.S. still vigilant as the motorcade swept through Seoul. Deafening their sirens as they passed residential areas and continuing forward.

Chief Secretary Kim Joongkwon: "Kakao, the Prosecutor General is pursuing the anti-corruption charges, including agains the opposition members. We are holding with our impartiality and remaining out of the investigation. We have ordered the 6 accused members in the Blue House staff, all mostly technical staff, no one we appointed, the press personnel are going to feed to the media that the visit abroad is a show of removal from the process, even if for two days. Hopefully, we can keep our non-involvement."

President Kim Daejung: "Good...The Prosecutor General is doing a good job. Clearing Korea of this disgusting disease of corruption...even if it costs us politically, we must maintain the course of cleaning Korea. We came in extraordinary circumstances Kim-Chief Secretary, let us ensure that Korea is remembered for a strong nation. A nation capable of withstanding the troubles within, and continue to remain strong, not trembling when the storms rinse our feet. We picked the right guy, right Kim-Chief Secretary?"

Chief Secretary Kim Joongkwon: "Yes Kakao, we picked the right guy. But...the other Secretaries are worried about the optics, especially with the view of Korea's democratic history. It may set a vary dangerous precedent of Presidents targeting their predecessors and the opposition. A...form of suppression and limiting the opposition, as President Park Chunghee did..."

President Kim Daejung: "Kim-Chief Secretary...I spent years in the 'opposition', facing every hurdle thrown at me. I was on a boat ready to be thrown into the water by Park's men...I am the last person to suppress the opposition."

Chief Secretary Kim Joongkwon: "Yes Kakao, but, the people may not see it like that."

President Kim Daejung: "Kim-Chief Secretary, if we live in fear of what the people think, we will never achieve anything. We must press on forward, for a better Korea. Even if the people hate us...at least their children will respect us for their. We only have one term, Kim-Chief Secretary, let's not waste it."

Chief Secretary Kim Joongkwon: "Yes Kakao."

President Kim Daejung: "Kim-Chief Secretary: "Minister, what are the status of the American & Germany negotiations?"

Minister of National Defense Park Hyunjin: "Kakao, we still trying to get a response from the Americans. We've pulled the Nexus offer as the Finance Minister requested, and have instead signed a vehicle contract with Italy and are pushing a vehicle contract for the P.S.S. from Germany. We may not get a response from the Americans, so...we've begun looking at Russian systems to purchase. Additionally, we have prepared a second purchase from Sparrows Industry, all outlined in page 3 of the briefing binder."

President Kim Daejung: "We must be patient with the Americans Minister Park. They are a little slow, and sometimes appear distant. But eventually, they come through. We are lucky the North has been quiet...but it makes me anxious what they are doing behind the darkness they've erected around themselves. We must ensure the nations security Minister, I know you do not like my policies or thought, but I respect your determination. Please continue the hard work."

Minister of National Defense Park Hyunjin: "Kakao, I will continue my hard work. I serve the country Kakao, and I have respect for the office you hold and your efforts to rebuild Korea. I just worry sometimes, that the rebuilding will only cover the cracks and not address the faults that caused the cracks. Still, we can not wait forever for the Americans. The Communists may be quiet, but it just means they are plotting devilish things. If we can't get American systems, we must evaluate alternative ones. Please forgive my frankness."

President Kim Daejung: "Usually you don't say sorry he laughed Thank you for your consolations. Minister Shin, what is this situation in Europe?"

Minister of Finance and Economy Shin Shinyoung: "Kakao, the reports I gave you outline how extensive the Russian Crisis may be unreported. Several European countries made major bids in acquisition, taking on lots of debt. In return they received access what I would describe as temporary Russian patent rights to produce and sell their military equipment. To be frank Kakao, we even considered a bid ourselves, however, the price was too high to justify. The problem Kakao is that Russian assets have largely been produced by rusAR a joint-venture by Argentina and Russia. Stripping most of the value that the acquisition partners may make. We don't know the exact terms of the acquisition, however, there are probably clauses protecting Russia's production rights and rusAR's powers.

Fundamentally the problem, is that the old system failed and the new system is being run by old professionals. Just like WWI was fought with 19th century war styles, the new system is exposing the faultiness in government strategies. We lack a continual supply of government bond and asset purchasing, high exports, and sustainable tax revenue. If you look at the India briefing, you can see how high government spending has led a major deficit unsustainable to be covered by simply tax revenue. The Financial Intelligence Unit suspects that its debts ate 160% higher than its credits, and their foreign reserves can not cover current debt levels. Their weak exports contributed, but, their high population allowed for larger domestic consumption levels unhindered by foreign competition and more tax revenue. Even if its population is poorer, they can collect more based on population. The same problem is true for the Europeans, minus the UK and Germany which had strong exports and credit inflow, the other countries have weak credit inflow.

President Kim Daejung: "Minister, what is the current crisis then, at least...how will effect our new trading partners and the regional economies?"

Minister of Finance and Economy Shin Shinyoung: "Kakao, with regards to Italy and Germany, it appears Italy's government has not taken any dramatic purchases upsetting their balance sheets, but, the new government is probably getting things in order. However, it seems, at least, they are following the German Model and attempting to build a strong-export scheme backed with taxes. Our biggest concern is if the US economy takes a hit. If the Dollar falls and the FED reduces supply, it'll hit our currency hard. As well as depreciate our foreign reserves, the BoK slowly been switching some of our dollar reserves for German Marks to balance out in the event of Russia's spiral into collapse. It doesn't help that the Russians are very secretive, the severity of the debt crisis could be much worse than we actually think it is."

The Finance Minister continues his statements as they boarded the plane and began to depart for Rome. The remaining ministers were waiting at the terminal alongside the President of Seouldae, the President and his wife took sometime to rest as the Ministers reviewed latest documents and work reviews. As the plane began to near its destination, Director Lee Baekjung began to brief the President on European items of agenda. The cultural packets were also reviewed by the ministers on how Italians were very skinshipy, and other culturally weird things for the Koreans. At least to anticipate possible actions, and avoid seemingly rude behavior. They began to descend into the airport in Rome, arriving at 9:45 and began taxing. The Korean Air Force pilots passed necessary ICAO information as they began to arrive and land.

As the Koreans touched down on the runway and prepared to leave the plane, the P.S.S. used the lower entrance to move the vehicles in the storage wing of the aircraft as vehicles from the Korean Embassy in Rome joined them. The Ministers lined up at the door as the President and his wife moved from their private suite towards the door, checking their clothes, aides wiped off any lint or fuzzy things. The President's Chief Bodyguard walked out first, stepping to the side of the upward staircase as the President descended. As the President descended, a handful of security personnel waiting already below fanned out to watch the permitter. The President walked to the reception zone at the mouth of the staircase, greeted by the Italian President. They shook hands and smiled to the cameras as they embraced each other, his wife standing behind him, also greeting the Italian President.

After the Korean Aircraft arrived at the designated spot an electric staircase was placed against the front door. The personnel locked the stair in place and the president stood next to it, waiting for the Korean President to disembark the aircraft. Around the are there were more armed Airport Police than usual, and a few police cars were parked with the Presidential car as they were part of the escort. "Welcome to Italy President Kim, it is an honour to have you here," the Italian president greeted, shaking hands and posing for the cameras with their hands together before a short embrace. "Everything has been arranged and I hope that everything will go well." He then greeted the First Lady of Korea, "That welcome of course also extends to you miss Kim," he greeted before gently kissing her hand.

The press had been informed that there would be room for questions at the Presidential Palace and not here, so they only recorded the short exchange between the Presidents and took pictures of the Presidents. They were escorted by the Italian president's guard to the Presidential armoured Audi A8L. All three doors would be opened by the driver, a member of the president's staff. The president himself entered the passenger seat, allowing the Korean President and First Lady to sit next to each other in the back of the car. The doors of the car were closed by the driver who then also entered. The main motorcade through the city consisted of two police motorcycles which lead the motorcade a hundred meter before the actual car to inspect the route, then two more police motorcycles followed directly by the Audi A8L of the president and a similar Audi A8L consisting of the police's presidential protection unit. Along the route there was increased police surveillance and at all three destinations there were also members of the Presidential Protection Unit.

The first stop was the colosseum which was closed of to tourists during the President's visit. The motorcade plus two additional Korean vehicles with guards would park at the Piazza del Arco di Costantino to escort the President's as they visited the Colosseum and the Forum Romanum. The doors of the car were opened and the Italian President stepped out, waiting for the Korean's to also get out. A guard received confirmation that they could enter and escorted the three of them to the entrance of the Colosseum where they went up the large staircases inside the structure to end up in the viewers ring.

The President shook the Italian President's hands as they both posed for the cameras and shortly embraced.
"Thank you President Scalfaro for inviting me and my wife, I am truly honored." The First Lady smiled as she was greeted by the Italian President, "Thank you Mr. President, I look forward to the summit and the cultural experience." As they finished speaking, they began moving towards the Audi A8L, the President's Chief Bodyguard and other P.S.S. agents following behind them as the embassy Tahoes joined the motorcade with Italian and Korean flags. As the motorcade began moving, the P.S.S. monitored the streets, but left everything in the care of the Italian security services as they sped through the city. The advance team at the Colosseum moved around the arrival area, looking for suspicious items and harmful substances as the motorcade arrived. The motorcade arrived at the Colosseum as the Presidents and First Lady exited the vehicle and walked inside, joined by their translator who explained what the Italian President and his staff were saying about the culture and history of the Colosseum as they walked up the steps. The President listened adding interjections which the translator relayed to the Italians, "President Kim says that the structures are very beautiful and much more larger in person... It is Truly magnificent an ancient civilians built such wonderful structures." The Korean President and First Lady took a photo together, and another with the Italian President in the colosseum through a Blue House photographer, allowing also an Italian photographer the opportunity to take pictures.

The guide and translator were doing their usual talk about the colosseum but went in depth because of the time they had. "Indeed, I remember coming here as a child and being so impressed with it, and even now after so many visits its still beautiful, and it keeps indeed amazing that people were, even back then, able to make such a wonderful piece of architecture." The President smiled for the pictures, and when the Korean photographer was done the Italian took a picture of the Presidents and the First Lady and of the whole group which included the guide and translator as well. The guide then walked them down the stairs into the catacombs underneath the actual arena, telling facts about the people that worked here as gladiators and other entertainers. After being guided through a few tunnels that were darkly lit the group once again surfaced back in the colosseum, and this time went higher up the stairs towards one of the higher rings so they could look down into the colosseum, but when they turned they also had a view of the city of Rome with the historical Forum Romanum in the foreground.

After finishing the tour inside the colosseum the tour walked them downstairs and they crossed the road towards the fence of the Forum Romanum terrain. They walked up a set of old stone stairs and were greeted by the large remains of the Temple of Venus and Roma. After a brief story by the guide they continued walking and passed the Arch of Titus. The arch was built in memory of emperor Titus to commemorate his victory against the Jewish Rebellion, also known as the First Jewish-Roman War.

As they continued walking and the Italian President reminiscent on his childhood in Rome, the President also began thinking of how own upbringing, remembering the traumatic experiences of the Korean people. "When I was younger, I remember being ruled by the Japanese and their reign of terror...being captured by the North Koreans during the war, and almost kill in exile...I am happy that you could enjoy these icons of culture and the proud history of Italy, unfortunately we did not have this in Korea, where we just tried to say alive for much of my childhood. My children will never know those struggles, and eventually, the future generations will forget the suffering of their grandparents...I hope that, President Scalfaro, I will be able to build a stronger Korea where children can walk up mountains and hills, take photos at cultural sites, and live a life of ease. Not one of fear, war, death, and anguish." He pondered on that idea, of building a better Korea and ridding it of the history of colonialism, and almost laughed, remembering Italy's own history of colonial subjugation of the Mediterranean and the Horn of Africa...shaking the thought as they continued to walk through the roman historical buildings. "The buildings are quite magnificent President, I hope Italy continues to build upon the legacy of the state, and pushes for global peace, security, and acknowledgment of the horrors of the past century, I believe that surly the move into the 21st century can only be welcomed with optimism. I hope that like these temples and buildings that stand, the work of our governments will stand for centuries to come."

Hearing the stories about the Japanese occupation of Korea was both terrifying because of what had happened in Korea, but it also reminded him of the tragedies that had occurred in his country during that period, especially world war II. "It's always so difficult to hear these stories, of course we read about them in our history books and saw it on the news but hearing how it actually affected people is something entirely difficult. Despite the difficult past your country has come a long way since then, and I am confident that one day the people of one United Korea will be able to visit historic sites and live peacefully." He nodded in agreement to the President's comment on the buildings, the wonderful architecture in his city from times long past were still amazing to this day. "I could not have worded it better, I hope that Rome will soon be known not only for its history but also as a city of peace and democracy. I am very looking forward to cooperating with your wonderful country, and also the world, for the good of all of us humans. Because in the end, we are all just that, humans and we can achieve great things if we work together."


The guide had gone quiet for a moment as the presidents had their little talk, giving them the time they needed to have a back and forth talk about the past and the future at this historic place. They then moved further, passing the remainders of the Bassilica of Maxentius before walking onto the Palatino Hill, one of the seven hills of Rome that was situated right at the Forum Romanum. From on top of the hill they could get a good view of the Temple of Romulus from above, and the guide told a short story about it. They then descended off the hill towards the central plaza, the actual Roman Forum where they walked towards the Curia Julia, the house of the Imperial Senate.

As they were walking around the forum they were constantly escorted by four agents that stayed within five meters of them, surround them from all four sides. The museum that was the Forum Romanum had been closed off and around the perimeter there were more agents patrolling. The motorcade that had dropped them off at the colosseum had gotten word that the route was cleared and drove around the colosseum towards the main entrance of the Forum Romanum where they awaited the presidents who were still being guided around the main plaza of the Forum, and could take as long as they wanted.​

The President had listened to his Italian counterpart, only being able to nod in the truth of the President's statements. "I look forward too as well cooperating with Italy, to develop humanity for the better. I think we will achieve a lot together, and I know we keep on saying this...but, I hope, we can put action to our words and take concrete steps together moving forward. I hope Italy too can move towards a global leader, while atoning for its faults, it should never attempt to cover its past, for even the darkest of days only makes the light of day the brightest we've ever seen." They continued walking as they took pictures, listened to the guides, and occasionally chattered about their own lives and their hopes, both eagerly excited to sign the cooperation agreement and develop strong relations. The tone for a healthy and progressive Korean-Italian friendship was looming.

The president nodded along to the Korean President's words. "Of course, words lose all value if it turns out they are not backed by actions, but I hope to show that we are willing to work together and that we will put actions behind our words. And indeed, the past is something to be learnt from, not something to hide away." As the tour guide finished her talk about the Forum they were escorted out of the main entrance to the Piazza del Campidoglio. The large square designed by Michelangelo housed the
Palazzo Senatorio, the Senate of the City of Rome and also the Mayor of Rome. Francesco Rutelli, the 30th Mayor of Rome had been informed of the passing of the Italian and Korean Presidents and the group walked towards them. The square had not been emptied, but the press was not informed so it was a quiet day being in the middle of November. Around the square was more police activity than normal, and the group containing the presidents still contained the police and personal guards. As they approached the Mayor he stepped towards the Italian president and shook his hand and embraced him. He then moved towards the Korean President. "Apologies mister President, I know this was not part of the official schedule but when I heard you were visiting my city I had to meet you personally," he said as he shook the President's hand. He then also greeted the Korean First lady and kissed her hand. "I hope that your stay in Rome is as pleasant as it can be, and that you can enjoy this beautiful city that I'm proud to serve as mayor." As this short meeting was taking place at the lowest steps of the Palazzo Senatorio the personal photographer of the President took some pictures.

They then walked down the large stairs of the Piazza del Campidoglio to the road where the motorcade had moved. The entire group entered their respective vehicles, the Presidents and First Lady again entering the Presidential Audi A8L as the entire motorcade began driving again and led them towards the Pantheon. The Pantheon was also empty, but the square in front of it was not. The motorcade stopped right on the square of the Pantheon, and parked there for the duration of the visit. The policemen and guards were first to leave their cars, followed by the presidents who were then let out of their car and guided into the Pantheon. In here a new guide was waiting for them, together with the Korean translator who had moved with the motorcade. Once inside they got the full tour of the Pantheon, including a long history of it. During the tour the Presidents did however have some time to discuss anything they wanted to talk about, and the guides would not interrupt this.​

The rest of the delegation had been moved to their hotel first from the Airport, and from there the Minister of Finance was taken to the Palazzo della Finanze to meet with his Italian counterpart Vincenzo Visco. Vincenzo was waiting for the Korean Minister in front of the building as he had been informed of his arrival time. Upon the arrival of the Korean colleague he greeted him by shaking his hand and embracing him before guiding him inside. "It's an honour to meet you Minister," he said as the two walked up the large stairs inside the building to the Italian's office. Upon arrival in this office they were greeted by one of the assistants who greeted them: "Welcome ministers, could I offer you a drink?" The Italian minister answered, "An espresso please, and some water." She then awaited if the Korean minister wanted anything and went to get both their orders.

"All right, shall we get to business minister. I think we both know what the main topic on the table is," he said as he offered the Korean a chair before sitting down behind his desk. "The Russian debt crisis has caused a collapse of the international stock market. Luckily our government does not have any major shares so we were not individually hit by this event, but the instability of the European economy is of course bad for everyone, but especially countries within Europe." The minister knew they also had a cooperation agreement planned but the recent crisis had caused him to work over hours every night and he was very eager to get a more distanced perspective from a fellow minister.​

The President nodded as the translator translated the statements and they continued walking. The Korean P.S.S. began monitoring the crowd as it had not been properly cleared, however, did not make any movements leaving this into the care of the Italian government and their security agency. As they continued through into the Palazzo Senatorio, the President smiled as the Italian Mayor spoke to the Italian President before shaking his hand after the Mayor turned to him and spoke. "Hello Mayor, thank you for the warm welcome to your lovely city, I hope the President has been doing this city justice with his explanation and tours." the Mayor and President had small talk before the Rome Mayor greeted the First Lady, responding to his query."Thank you Mayor, my husband and I look forward to our stay, your people have been very generous. Rome is a city of beauty and wonders on its own." After taking some photos with the mayor, the tour continued.




Ministry of Finance, Rome Italy

The Minister of Economy and Finance yawned as they drove to the Ministry of Finance. His aide handed him an iced coffee as they left the hotel and an Italian vehicle escorted them to the Ministry. They were debriefed on the current scenario, the Minister still tired from the emergency session the President thad ordered through a secure telecom earlier that day. His staff updated him on current news, still waiting to hear of the British would bailout Nexus and if Russia was moving ahead with the GA resolution negotiations. He had slowly begun to be irritated, but, he cooled himself as they approached the Ministry. The delegation pulled up in front of the Ministry, with Minister Visco waiting in-front of the building.He got up and buttoned his suit before shaking hands with the Italian Minister "Thank you for having me here Minister Visco, the feeling is mutual and I look forward to our discussion," the two walking forward and entering the building. After going into their room, and the Italian minister ordered a drink, Minister Shin only took some green tea with some honey. Listening to the Minister, and joining the Minister at the offered seat. "Minister, I think you know as well as I do that this situation is getting worse and it is getting worse quickly. Bad Investments is not what is driving this crisis, its bad fiscal policies. If I can contextualize it, as you are aware, under regular economic functions, capital is brought into the country and it is in-turn put into public projects, private ventures, etc...Government projects garner investors and are built on credit rather than cash, through loaned money. For many governments, they have healthy credit ratings giving them access to better loan at higher volumes. The problem is, the economic policies we're used to employing require...more or less... a strongly engaged America and a global system that keeps interest rates high enough to keep investors attracted. The reason we are here is because the system is no longer working. These old policies aren't working when governments take on massive debts and are unable to repay them. If investors and creditors demanded money immediately, some countries could not afford to pay it. Now, the concern for Italy and also Spain is the unemployment situation. When it comes to unemployment, we are significantly worried about Italy and Spain, both at 9% and 13% of the labor force being unemployed respectively, and the UK and Netherland's financial stability. We are significantly concerned with your current economic Health Minister. I must be frank Minister. Korea is worried. Your debt levels have risen significantly to approximately $11 billion this year, and your governments term is still just beginning. If you calculate government sales, and trade, you can shave off $4 billion, that still leaves a $7 billion deficit. Unfortunately...your reserves as far as we are aware is only $2 billion...which means you can not cover your current sovereign debt. If your government is worried about the trade agreement, it doesn't have to worry. The Cooperation Agreement will go ahead as proposed. However, I am significantly worried about Italy's health when the crisis hits them next. Sweden and the UK were the first because they had heavy investments in stocks...I hear the Swedes lost billions completely and the UK's assets have significantly been devalued. When the markets heal, they will eventually revalue over time. However, it may take sometime till investors feel confident enough to invest. We are raising these concerns because, a lot of countries have negative balances...it was only this quarter that we changed our balances and are on track for a positive credit balance over debts. I see the German model as extremely successful for Italy, with high exports and trade, while also generating cash flow through arms sales. If you can boost your arms sales and export services, I believe you can develop a healthy economic model as Germany has developed. Still, we trust your governments actions. You may be curious about the situation in Asia as well. He paused as he took a drink from the tea that had been delivered.

We've been monitoring the situation in Asia as well to keep ourselves prepared...and we think Rattanakosin is the next link that will break. The Economic Intelligence Unit believes the Kingdom only has 800 million in foreign reserves and their debts...stand at in negative of $17 billion dollars, with debt growing at a rate of 64% while credit inflow stood at 11% growth. The Situation in India will be of some concern, but, they have a large domestic consumer market...so we will have wait and see. With regards to Korea, please ask any questions and I will try my best to address them. But, I hope the current situation shows how we will need Italy's support in the GA to solve this crisis and to raise the concerns our government has.

After a tour inside the empty Pantheon that lasted about half an hour the group had learned a lot about its history and construction but they had to move on. They entered the motorcade again which now led them to their final destination of the day, the Palazzo del Quirinale, the Presidential Palace in Rome. Upon arrival at the Palace they left and entered through the main entrance, were ceremonial guards were waiting for them.

Once inside they could see the internal courtyard where the stand for the press moment planned after the signing was already built, but no press had been allowed yet as they had some time to get ready beforehand. The President walked the Korean President and his wife to one of the guest wings which would house them, and select members of their staff, for their stay. Their staff members of choice and personal belongings had already been brought over. "Mr. President, as per schedule we have one hour before the signing of the cooperation agreement, directly followed by the press conference. I will leave you two for some time alone and to prepare for the signing."

The President went to one of his own rooms to prepare himself, changing into a new, clean, suit. After an hour the President of Korea was picked up by a member of the Palace staff that would escort him to the large room where they would be signing the cooperation agreement. A large table with the cooperation in print had been set and a photographer was also in the room. The Italian President was standing on the balcony adjacent to the room smoking a cigarette. Upon arrival of the Korean he would put the cigarette out in an ashtray that was stationed on the large marble pillar that was the corner of the balcony. He walked inside and greeted the Korean again. "Glad to see you again President Kim, this is Antonio one of our photographers who will be capturing this historical moment of Korean-Italian cooperation in the form of this beautiful agreement." A few moments later the Ministers of Foreign Affairs of both countries and the Italian Minister of Foreign Trade and the Korean Minister of Trade, Industry, and Energy entered the room as well. They, and the Korean First Lady, were there for the large picture that would be taken once the deal had been signed by the two Presidents. They could all take seat on the chairs that were situated on the other side of the room.

The Italians all expressed their gratitude about the wonderful deal they had been able to discuss as they all talked with each other for a moment. The assistant responsible for the signing tested the pencil and informed the Presidents that everything was ready once they were. "Well President Kim, shall we get to it then?" He said as he walked over towards the table that had the cooperation agreement ready and looked it over one more time. He then took a seat and waited for the Korean to do the same. Once they were both ready he moved the deal towards him with the pencil as his name appeared first on the document. "I look forward towards a fruitful cooperation between our countries and I believe this agreement will start that off." After this he took the pencil and signed the deal. The photographer took some pictures of this before the deal was moved over towards the Korean President.​

The minister nodded along to the Korean's assessment of the worsening situation. "I agree. Our unemployment is definitely something that we were working on within my ministry to tackle, employing more people as we invest more in Italian production companies but our other plans have come to a sort of halt due to the current crisis." He further listened along to the minister and took some notes, especially on the numbers mentioned. As t he Korean minister continued speaking the assistant walked in, placed down the coffee and tea and walked out of the room again. "Our current administration has indeed been spending quite a large amount of money in the recent months, but over the coming months that spending is intended to change. And you mentioned Germany, our minister of Foreign Affairs and Foreign Trade are working very hard to set up new trade routes with other countries, adding more jobs in the export and transport sector. With these pros also comes the fact that Italy mainly exports high value goods, and imports goods of similar of lower value meaning that we are also gaining money from some tariffs." He then listened to the assessment of the situation in Asia, something that was admittedly not his expertise as he was usually focussed on the European market as it had the largest influence on Italy.

"The global situation is indeed getting worse only by the minute and these examples show how we are all interconnected and dependent on each other, and how one nations reckless behaviour can wreak havoc in the entire global economic system. I looked over some Korean statistics and I do have to admit I'm very impressed. Regarding the current situation in Europe, and you specifically mentioned unemployment, what sort of advice would you give me? Just an open ended question to start us off, seeing if we can envision a brighter future for us at least, and hopefully for the world as a whole as this economic crash needs to be stopped.

The Korean President having been given sometime alone would have taken a phone call with the Spanish President over the situation in Russia, as the talks continued, he would have to end the call due to the signing ceremony happening in under twenty minutes. The situation in Moscow had truly ruined the mood here in Rome as the backdrop of the signing ceremony had begun occurring as Russia descended into chaos. He was particular concerned with the 150,000 ethnic Koreans living in Russia whom were Russian citizens and thus not under his jurisdiction to evacuate them. Still, a good number were given Korean overseas Korean cards (issued to all ethnic Koreans living abroad from Korea) allowing them to return and some were evacuated with the Korean nationals. The First Lady would be taken around the city by the Korean Ambassador and his wife during the hour slot, showing her some very iconic historical sites from the partisan era and of Roman history. After being notified by the Italian staff it would be time soon, he would change his clothes and be tidied up by a stylists before being let out to follow the Italian staff where the signing ceremony would take place. Inside the room, the Korean Minister of Trade, Industry and Energy and a handful of aides would be waiting for the President to walk in first before following him. Noticing the Italian President coming in from the Balcony, and as the protocol staff directed them, the Korean President shook hands with the photographer as the translator explained the Italian Presidents words. "It is a pleasure to be acquainted Mr. Antonio, I hope you will take a good photo he said smiling. The two men stood together along with the First Lady and ministers standing to the side as the two leaders signed the agreement. They took their seats as the documents were brought to them. Two aides brought forward the treaty and placed them in front of each President. After the Italians signing the agreement, and the photos clicked away,President Kim received the agreement. As he signed it, he responded to the Italian President. "I hope this agreement is the beginning of a strong bilateral relationship, and that the well spoken words share this trip are put into concrete action. Today is a victory for us both."

Cooperation Agreement with Republic of Italy

Overview

The Republic of Korea and The Republic of Italy seek to advance and nurture a strong bilateral relationship, extending cooperation in the areas of technology, science, defense, culture, and trade. As growing partners, Korea and Italy have committed themselves towards implementation of the following articles of the Cooperation Agreement with the intent of expanding and cementing bilateral relations. The following Cooperation Agreement remains non-binding in its stipulated articles, and shall not be an enforced agreement upon both countries.

In the interest of the good faith established by the Ministry of Foreign Affairs for both Korea and Italy, both states voluntarily, shall ensure the commitment and maintenance of the Cooperation Agreement, in areas of non-contradictory with the national security prerogative of each state. By opening a strong Korean-Italy relationship, the prospects for a wider Asia-Europe cooperative relationship continue to grow. As outlined by the Korea-Italy Free Trade Agreement, both states shall take steps towards mutual removal of tariffs on all goods produced in Korea and Italy and opening of trade routes between each State.

The Republic of Korea and Republic of Italy agree to take and enact trade measures that promote a health and competitive market and one that does not discriminate against either party. Developing a cross-cultural economic environment that facilities the wellbeing of all citizens, while ensuring the producer and national industry remain healthy. These steps shall include efforts to expand subsidiary cooperation, research cooperation, and technological sharing between both countries.

In understanding of the growing bilateral relationship between Korea and Italy, both countries agree towards the improvement of diplomatic, security, and trade relations through mutually agreed treaties, agreements, and memorandums. Agreeing to take steps to support and facilitate the peaceful reunification of the Korean Peninsula. Ensuring healthy engagement on security and foreign policy to ensure stability in Eurasian. As well as building a cooperative network of intelligence, information, and data sharing when required, to the relevant party. Committing themselves to the development of peace, human rights, and democracy in the global community through tools at the disposal of the governments of each country.




Korean-Italian Cooperation Agreement
The Republic of Korea (herafter South Korea) and the Italian Republic (hereafter Italy) reaffirm their faith in the fundamental values of democracy, human rights and a vision to move forward as partners and friends commit themselves to the Korean-Italian Cooperation Agreement.

Chapter I. Trade
In line with the principles of the Korean-Italian Free Trade Agreement, both countries herein agree to the following terms for trade and agree to the good faith principle of removing tariffs on all goods for importing corporations.
  1. Two ships will sail between the Republic and Korea and Italy and on a weekly basis to provide the outlet for trade between Korea and Italy.
    1. One container carrier will sail and will be fully loaded by the Republic of Korea with:
      a. Molybdenum
      b. Tungsten
      c. Electronics
    2. On its return to Korea this container carrier will be fully loaded by the Italian Republic with:
      a. Jewellery
  2. One tanker will sail and will be fully loaded by the Italian Republic with:
    a. Refined Petroleum
  3. The governments of Korea and Italy, understanding the value that is added to their economies, and shall immediately upon signing this agreement remove any tariffs on these goods. This provision shall remain, and shall not be based on a quota-system, ensuring that the importing states may continue to import any quantities they wish.

Chapter II. Tourism
In line with the principles of the Korean-Italian Cooperation Agreement, both countries herein agree to the following terms regarding visas for national(s) holding passports of the respective states and shall agree to cooperate through sharing of information and intelligence on national(s) of concern. These actions shall protect the privacy of the individual, but shall respective in not undermining the security of the State.
  1. South Korean citizens wishing to visit Italy for a period of no longer than 90 days for tourist reasons can apply for a visa on arrival, requiring only a valid Korean passport.
  2. Italian citizens wishing to visit South Korea for a period of no longer than 90 days for tourist reasons can apply for a visa on arrival, requiring only a valid Italian passport.

Chapter III. Defense
In line with the principles of the Korean-Italian Cooperation Agreement, both countries herein agree to the following terms regarding defensive sales and shall agree to take measures to provide better pricing agreements through the Korean-Italian cooperation Agreement. Both States shall as well provide high quality export-variants with no differences to domestic variant used by the armed forces.
  1. The Republic of Korea Armed Forces and Republic of Italy Armed Forces commit themselves to a health cooperative relationship, providing training and qualification skills to the personnel of each respective military.
    1. Korea and Italy therefore agree to host when necessary, military exercises to strengthen the capabilities and skills of each others military
    2. Korea and Italy therefore agree to share when necessary, information and intelligence on threats to each others military infrastructure as well as equipment shortcomings
  2. Korea and Italy agree to provide better pricing options on arms purchases when agreed upon and shall not divulge the total amount, total price, and specifications of the arms purchase to any individual outside the required persons for the facilitation fo the arms sale: the Ministers of Defense, Heads of State, and Chief Government Export/Import Authority
Chapter IV. Foreign & Security Policy
In line with the principles of the Korean-Italian Cooperation Agreement, both countries shall take non-binding steps towards cooperation where able, in the areas of foreign and security policy. Both countries agreeing to inform the other party of relevant information when able, and putting each others national security priorities into perspective when making decisions in areas of relevant concern as outlined by the parties. In such, both countries are in no required capacity, forced to share information, and shall when imperative to the national security of the State, and its citizens, withhold or otherwise chose to indefinitely not consult the other party.

Often you'll find European countries rest between 5-8% unemployment due to the benefit system, and also the difficult to fire people. However, creating more jobs is crucial for future economic growth and development by increasing disposable income...Anyways, your outlined plans will be successful in ending the current unemployment issue. When you consider things, it is not as bad as some other European countries. As the aide brought in the tea and coffee, the Finance Minister while his Italian spoke would occasionally take sips from the tea."Trade is a good way of addressing the deficits, however, please do not mistake me. I mean to imply the having large debt is really bad. If you consider, what I've been monitoring in Asia, the Kingdom of Rattanakosin while still being an economically profitable location for investment, the government has relied on large amounts of borrowing. As a result, it can only cover a small portion of its debt with current reserves. This is ultimately the bigger and wider issue, and as you mentioned the global situation has begun to deteriorate. However, personally, I do not simply blame inter-connectedness and Russia, some European companies jumped at an asset that was by all margins very toxic. It is unfortunate what had happened, however, the value of the companies can not be understated in the long-term value. Hopefully, the markets will recover with the passing of the GA resolution and cash injections into Russia and market reforms...with regards to unemployment, I would suggest you consider your options. You have the option to reduce taxes and lower interest rates, however, I would object to these two measures at the moment. The problem with cutting taxes in this environment is that people will hold onto their money rather than spend due to panic. What you end up seeing is mild and temporary inflation during these times and by lowering interest rates, you can boost aggregate demand and public confidence to buy and take out loans, however, foreign investors are turned away. I would support taking steps to deregulate the labor market, put education and training funding to reduce structural unemployment and raise human capital levels, and consider minimum wage hikes which although causing sways of unemployment will generally raise standards of living and people's purchasing power...

"I completely agree with your words. If we work together we can form a very strong bilateral relationship and truly do great things together." He said, puting a very large emphasis on the word together. In these rouring times it was especially important to have others to back your interests.

As they finished the full text of the treaty would be sent to the Italian and Korean Press agencies which would publish it just before the press conference, giving the press present some time to prepare but the topics were already known to the press and public, it was now only the exact wording that they found.

The Italian President got up and shook the Korean President's hand before stepping in front of the table and taking the treaty, motioning to the Korean to do the same so they could take a picture with the signed treaty. Once this was done they did the same, but one with the First Lady and Presidents, and then one with the entire delegation of ministers, presidents and officials.

"Mr. Kim and Mr. Scalfaro, the press is ready for you." An aide of the President said. As they walked towards the press conference they were briefed about the schedule. The Italian President would speak first, followed by the Korean President and then the international press would be allowed to ask questions. Before they entered the room they were both given wireless earphones with a belt pack so they could receive a live translation of their counterparts speech and the press.

Inside one of the large halls two stands had been placed with the Korean and Italian flag standing behind them. Another aide was present together with members of the Italian, Korean and further international press. The large doors on the side of the room opened and the aide introduced the two Presidents who then entered the room. Once they both took their place behind the stand the Italian spoke into his microphone.

"Ladies and gentlemen, we stand here today to make history. But let me start of by expressing what a pleasure it has been today showing President Kim and his Wife our beautiful city Rome, and how wonderful it was to work together with the Korean administration to achieve this deal.

Today the Republic of Korea and the Italian Republic have signed a historic deal that will bring our nations closer. This deal will begin a strong cooperation between our countries focussed on promoting tourism, trade and political and healthy military cooperation between our governments. By working together I believe that our countries can achieve great things for our communities, and for the world as a whole.

I now want to invite President Kim Daejung to also say a few words and after that we will be answering some questions."




The Minister of Finance carefully listened to his Korean counterpart. "Indeed, our unemployment rate is not at levels that are very difficult to manage and we have healthy systems in place to make sure these people can survive. I agree that currently trying to increase spending through tax cuts will only hurt our bottom line as we will lose out on money and people will still be afraid to spend the more money they now have."

"As for the global situation, the stock market is indeed in a very bad place and we will have to see what happens to this, luckily we do not have any cash in that so we are not directly affected. And the main companies affected will get on top of it I believe, but it remains to be seen. I hope that the Russian crisis will be dealt with as soon as possible, and I believe that a fair GA Resolution can help with that."​

After the signing ceremony had been completed and photos were taken by the Italian and Korean press agencies, the First Lady joined the Presidents for a photo, before the ministers and invited officials took a family photo. After the photos were taken, they moved outside the press room and waited for the room to be readied. As they waited, the President received two notes, which he read informing him about Sweden's offer to become a Nordic Council observer member and America's terms for the Korea-America Cooperation Agreement. He signed as he read the American note, knowing well the political battle he would face by his party and the North. He still, was happy overall with America's engagement and willingness to return to Korea, and was extremely happy with Sweden's offer. The two notes moved away his sunken mood from the Russia Situation and the hostage situation with Spain's Secretary of State. He wrote that the Vice Minister could proceed to discuss and ask questions about the Swedish proposal, while asking the Foreign Minister to make no indication about airbases at this stage. After giving it to the uniformed Korean military officer with him, the notes would be encrypted and faxes back to the sending locations.

"Mr. Kim and Mr. Scalfaro, the press is ready for you." The aide of the Italian President said. After hearing the schedule, the two men nodded as they stood behind the podiums, the President put in the listening device given to him allow the translators to translate what the Italian President was saying and whatever questions the press would have before taking the podium.

"Thank you President Scalfaro. Please allow me to give you my personal thanks to you and the Italian people for your kind reception and hospitality. The President and I have long shared the same sentiments over how to proceed in the wider context of regional security, trade, and human rights. Today, in signing the Korean-Italian Cooperation Agreement, our two countries take a leap forward together. I share the statements of President Scalfaro when he says together we can achieve a lot. Korea and Italy today reaffirm the global principles of multilateralism and community efforts to addressing our issues and concerns. Together, we shall take the step forward together in ensuring the freedoms and liberties of our citizens, and the Korean people will continue to protect the values we hold dearly with the hand of cooperation and the sword of determination. By genuine and candid conversations, our two countries have moved forward in developing a healthy relationship. Korea and Italy have continued this open relationship with sharing of economic and trade data and in doing so both Korea and Italy have worked to keep our countries and economies intact. I have learned that, in the end, what empowers Korea to move rapidly on the global stage is the very values cultivated by humanity and championed by both Italy and Korea. The future lies in moving towards a more inclusive world through multilateral action. The far-sighted leaders in the past created the UN, dreaming of a better world, and achieved a brilliant feat of promoting universal values of humankind, today, we must look back on their vision and develop our own as we make the changes the Global Assembly needs.

The momentum behind the signing of the Korea-Italy Cooperation Agreement can not be lost as we harness it to propel our countries into the next century. Whilst the challenges ahead will only grow in scope and magnitude, together with our global partners we will overcome them. The table for global peace and development remains much more closer today than it did tomorrow, and with Italy, Korea is reassured of the shared mission we have undertaken to develop humanity into the 21st Century. He turned to President Scalfaro...Thank you. Thank you for taking this leap of faith and thank you for being a partner in this mission. I believe a robust regional engagement by European powers will have a positive impact on peace and prosperity within Europe and has inspired Korea to take initiatives to develop a regional consensus amongst Asian countries to help unify our diverse and unique continent. And while peace on the Korean Peninsula remains an ongoing challenge, the peace on the Peninsula and in the whole world are inextricably linked to each other. The Republic of Korea will continue dialogue with North Korea and will find and make a way toward complete unification and permanent peace, and I thank the President for his commitment to help Korea in our quest for reunification."

The President listened to the translation of the Korean's words, nodding along and smiling as he heard the translation of the speech. After listening to the Korean President's kind thanks and finishing remarks about Korean unification he turned and gave the Korean a firm hand. "We will now be answering questions from the national and international press about this Italian-Korean cooperation agreement."

The press had been informed that they were free to ask a question if nobody else was asking one and no question was currently being answered, not having to wait for permission.

"First I would like to ask a question for President Scalfaro Tim , In the Treaty, it is specified that Korea and Italy will engage in trading with their resources, what measures will Italy take with the current piracy acts in the North African coast and near the Gulf of Aden which may threaten this deal? And how will the this affect Tourism which is on a all time low and unemployment in the nation?.

Furthermore for President Kim Jay , will Korea take measures to guarantee that the South China Sea is safe for passage for international trade or will it avoid it by going through the Panama Canal, which could make the trip longer and more costly. And how will this effect the current level of the health services which have noticed a drop in quality in recent years"

President Kim: "The Republic of Korea Navy has begun its transitory phase towards independent maritime operations. If you compare where we were two months ago and where we are today, you can see there is a wider need for Asian countries to work together to secure the mutual and free space of the South China Sea. Korea has made this a point of priority in our bilateral discussions with Rattanakosin & Indonesia. We hope global legislature will develop a framework for global cooperation to combat piracy. If you could please rephrase the second part of your question on health services?

The Italian President would answer first.

"Our Minister of Defence and Minister of Foreign Affairs are working on plans to ensure, together with the foreign authorities, safety to the sailors passing through the Mediterranean and Gulf of Aden. Within the Mediterranean this will take form in regular patrols by the Italian Navy and coastguards to stop piracy, and working together with other countries so we can form larger more efficient anti-piracy patrols. Within the Gulf of Aden we are looking to cooperate with local governments to support them in stopping piracy as this is not something we are currently capable of regularly patrolling, however if it is deemed to dangerous for sailors we will reconsider this and look into options to patrol here as well. As for tourism, this deal makes it easier for Italian and Korean citizens to travel to the other country as tourists. We hope that this will lead to an increase in tourism for both of our countries. And lastly you mentioned unemployment, we hope that with the increase of import and export we are able to provide more jobs in the transport and retail sector to lower our currently high employment rate."

Will the electronics be applied to South Korean hospitals to help nurses and doctors make their work much faster and better?" Jay

With the Italian President Answer it woulds seem that the press member would nod in agreement and happy with the answer. "Which countries is Italy looking to work with? Also are you aware that brining in trade from other nations might hurt local industries which cannot compete with the Korean products? Can you reassure the small business that they will still be able to compete with Korean Products?" Tim
