The Government of Spain confirms that a formal letter has been submitted by Prime Minister Pedro Sánchez to the Secretary General of the Global Assembly expressing Spain’s unequivocal opposition to the recent deliberations regarding the constitutional situation in Catalonia.

The communication was made in response to reports that certain Member States have encouraged the Global Assembly to convene an Emergency Session on the Catalan issue which is a matter that remains entirely within Spain’s domestic constitutional framework. The Prime Minister’s letter articulates, in no uncertain terms, Spain’s legal and political position, grounded in the principles of sovereignty, democratic governance, and the rule of law.

The key points conveyed in the letter include.

Reaffirmation of Sovereignty and Constitutional Authority.
Spain is a fully sovereign, democratic state governed by a robust constitutional system. The situation in Catalonia constitutes a domestic constitutional matter not an international dispute and does not fall within the jurisdiction of the Global Assembly under its founding Charter.

Warning Against Political Overreach and Misuse of International Institutions.
The invocation of the Global Assembly in this context constitutes, as stated by the Prime Minister, “a gross misinterpretation, if not a deliberate distortion, of the Assembly’s founding principles.” Spain strongly rejects the politicization of the Assembly to advance the objectives of secessionist actors or third-party governments with no legitimate stake in the matter.

Defense of Territorial Integrity and Non-Interference.
The communication underscores that Spain is not in violation of any international norms, nor is it party to any inter-state conflict. On the contrary, it is Spain’s own territorial integrity and constitutional order that are being undermined by external efforts to internationalize what is a purely internal legal and political issue.

Call to Uphold the Assembly’s Mandate and Legal Boundaries.
The letter stresses that entertaining such matters on the floor of the Global Assembly risks setting a dangerous precedent whereby secessionist movements may seek to bypass lawful constitutional processes through foreign recognition and pressure. The potential destabilizing implications for Europe, the Americas, and beyond are explicitly noted.

Firm but Responsible Diplomacy.
While the tone of the letter is direct and resolute, it reflects Spain’s enduring commitment to democracy, human rights, and multilateral cooperation. However, the Prime Minister made it equally clear that Spain “will not allow a multilateral institution to be misused as a theatre for meddling in its constitutional affairs.”

The Government of Spain reiterates its expectation that the Global Assembly respect the principle of non-interference in domestic matters (Chapter 1 Article 2.7 of the Charter), and refrain from actions that may compromise the sovereign equality of Member States.

Spain stands ready to continue engaging constructively with international partners on issues of global concern. However, it will defend its constitutional order firmly, decisively, and in accordance with both national and international law.
