The following note would be submitted to the Ministry of Foreign Affairs of Ukraine by the Russian Embassy in Kyiv, it would be handed by the Embassy's protocol staff to the Ministry for delivery to the President. It would read the following:

The Ministry of Foreign Affairs of the Russian Federation extends to the Ministry of Foreign Affairs of the Republic of Ukraine its sincerest compliments and wishes to extend its congratulations to President Yushchenko on winning the Ukrainian presidential elections. It is our honor to present President Nemstov's Letter of congratulations attached below. I extend my heartfelt congratulations to you on your recent election victory and forthcoming inauguration as the President of the sisterly people of Ukraine. Your election, despite its circumstances, is a testament to the resilience of the Ukrainian people. Perseverance through hardship is a value not foreign to Ukraine. Your people, though divided at times, have placed trust and confidence upon you to achieve peace, prosperity, and progress for them. It is my hope that peace, justice, and the welfare of humanity will guide you forward as our two sisterly nations chart a path forward.

The serious regional challenges that have emerged in recent years underscore the crucial role of the relationship between Russia and the Ukraine. Ukraine plays an important role in maintaining stability and security in Eastern Europe. It is my hope that our two nations will continue our long history of cooperation and co-existence in peace. While there are voices that call for our two sisterly nations to fight and shed the slavic blood that runs through our veins, my vision for Russia is one of peace and prosperity. I hope you share that vision for your people as well.

Your election was not without its own controversies nor has the rise of neo-Nazis gone unnoticed. There are those, in both our nations, who would rather see we hold onto old grudges or use the other as a cheap political punching bag. However, the Orange movement has shown, the Ukranian people want change. Deriving its popularity from a vision that seeks to uplift the nation I hope that you will truly embody that origin. The office of the President is the highest office in both our respective nations. The office you are about to assume is filled with poison as much as it is filled with luxury. It is filled with dangers as much as it is filled with opportunity. It is filled with strength just as much as it is filled with constraint. I have no doubt you will be a great statesman, as you have proven in your dedication to the Ukrainian people.

I am hopeful that we can engage in a constructive and pragmatic dialogue to restore and enhance the framework of bilateral cooperation between our countries. It is my belief that by working together, we can achieve meaningful progress in improving the lives of our people. As President of the Russian Federation, I extend my heartfelt desire for you to visit the Federation and extend an open offer to you and your family to visit. I hope you will pick Moscow as your visit foreign visit, I am eager to see the continued positive relations between our nations and wish you well and good health.

In this spirit, I extend my sincere wishes to you and your family. May you enjoy good health, happiness, and success in all your endeavors. I look forward to the opportunity of working together and advancing our mutual interests for the benefit of our nations and the global community. Your Excellency,

I extend my gratitude for your congratulations and warm wishes following my election to serve the Ukrainian people as their President. The path ahead is indeed filled with challenges, but I am resolute in my commitment to the peace, prosperity, and progress that my nation aspires to achieve.

Your letter underscores the important of fostering constructive and pragmatic relations between Ukraine and Russia. While we share a complex history, it is my sincere hope that our nations can find common ground based on mutual respect, sovereignty, and the well-being of our citizens.

However, I must address certain points in your message with clarity. The accusations regarding the presence of neo-Nazis in Ukraine's elections are unfounded and misleading. Ukraine is a vibrant democracy, and its people have decisively rejected extremism in all its forms.

In the same spirit of addressing extremism, I encourage Russia to focus on its internal challenges. Organisations such as the "Memory" movement, the All-National Union, the National Union, the Freedom Party, People's National, the Slavic Union, "Unity," New Russian National Unity, Sovereignty, the Socialist Society, and the Northern Brotherhood continue to pose significant concerns within your borders as they preach anti-semitism and white nationalimt. These groups perpetuate ideologies that threaten social harmony and stability. Addressing these domestic issues is essential before turning attention to alleged concerns in other nations.

I value your expressed interest in bilateral dialogue and cooperation. Constructive engagement based on respect for each other’s sovereignty will always remain a cornerstone of Ukraine’s approach to international relations. Should circumstances allow, I look forward to the opportunity for open and respectful discussions in-person that serve the best interests of both our nations.

Finally, I extend my wishes for the health and prosperity of your people. May our nations find a way to coexist in peace, guided by mutual respect and a shared vision for the future of Europe.
