Pedro still was somewhat unsure..but nevertheless, nodded "I believe you understand that the seat deals with the economies of all members of the Organization, not just your own country..but nevertheless!" Pedro sat back on his chair "We of the Brazilian Delegation place our vote in Mr. Silva and Mr. Kazadi...I'd like to personally wish both of you a prosperous term."

Mr. Silva would smile before speaking "
I'd like to start the talks about the current crisis that revolves the Middle East...I believe we have to discuss how our nations have been affected and decide on what action we shall take, id like to pass the word over to the Chairman of the Organization to start the discussion."

Pedro would pull out a couple of documents from the folder brought by him before awaiting his turn to speak.

"Thank you, Mr Silva. Now, I'm sure we're all aware of the situation in the Middle East. As far from what we have heard from friendly sources within Iraq, government forces were in the process of apprehending the embassy staff of multiple nations. Our embassies are intact to what I've known, and no embassy staff nor civilians were harmed. Although, I do have to bring up the concern of the safety of our diplomatic staff. While we were not targeted so to speak, we don't have a guarantee that it would stay that way. Nonetheless, I would suggest not arousing any suspicion towards our embassy staff, as this could violate the already uncertain peace."

Chairman Santana would place his hands on the table, resting himself upon it. He would then look around the room, calling the attention of everyone involved.

"Regarding Kuwait... It has long been a day after the announcement, and I fear that war has already erupted between the two countries. They have claimed that Iraqi forces were building up on the border, and were violating their sovereignty. I'm concerned over the fact that in a few days, the area would effectively turn into an active warzone, which would put lives at stake."

"As far as I'm aware, our Nations were not directly impacted in any way, shape, or form. Although, in terms of the political world, the event has sparked multiple responses from nations all over the world. The LOFS should take a stance on the event, whether it be to ignore, maintain neutrality, or actively cooperate with the nations involved. From what I have heard, Belgium and several other countries are starting a non-aligned movement, which at the same time, promotes neutrality towards the subject in question. We could decide and actively endorse this movement, which would, in turn, entice repercussions for those who decided to intervene. A New Coalition was founded by the United Kingdom, the United States, and Spain, nations who were struck with disastrous terrorist attacks just recently. I do not know whether they have started any outgoing operations as of now, but according to my Brazilian sources in the Middle east, paired with the Portuguese Embassy in Baghdad, these were the same countries whose Embassies were 'sieged.'"

He would ask for a glass of water before continuing, deciding to sit down as the topic was sure to take more than a few minutes to discuss. He would grab some documents which were vital to the situation, and assistants were ordered to distribute them to the parties within the room. In it were a collection of reports, news articles, embassy documents, and written accounts, all publicly available, on the Middle Eastern Crisis that was currently unfolding as they were speaking. This would help the parties understand and catch up on recent news.

"Now, as said earlier, I would reaffirm that we should stay out of trouble. As long as we are not affected in any way, we should not intervene in a chaotic environment without the proper reasons and knowledge to do so. Even then, we should still take caution in our actions, as a single mistake could trigger a 'domino effect' that would lead to a more unfavorable outcome. We may take up arms when viable, but we must remember that there are still other means to deescalate the situation. Nonetheless, what we would eventually do would lay on the hands of the very people in this council. I would first want to hear from the Brazilians, then the Congolese Representatives, and lastly, the Portuguese."

To add to what Chairman Santana said, I'd like to speak on Brazil's Situation, As of the current moment, Brazil's Embassy was located close to the Spanish one, which was a victim of siege by the Iraqi Republican Guard, one of our security personnel in the embassy noted the presence of Tanks in the streets of the city and loud noises coming from the Spanish Embassy, it could very well be that the Iraqi forces are using tanks to overwhelm the embassies.

Furthermore, the Embassy administration went forward with the security protocol, the most recent report was that the security protocol was activated without any opposition present and the security staff had finished entrenching themselves in the embassy, but still, no Iraqi troops have attempted to attack us.

Pedro paused for a moment, looking at the two delegations before continuing

Brazil's stance is one of Neutrality, we maintain trade and have worked to help Iraq's Infrastructure, but if any damage comes to our embassy, we will need to take action...I'd also like to add that the Imperial Navy has already drafted an Operation for if intervention is required. Brazil wishes for a peaceful resolution to be reached, but if Iraq attempts to trample over our sovereignty, we will retaliate."

The Brazilians finished, giving the word to the Congolense Delegation.

"I understand, yes," Jean answered blankly, furrowing his brow but deciding against speaking further.

Arnaud clapped as they were elected, but only for a moment before happily quieting back down and getting serious as the Portuguese began speaking. He remained silent and serious during the discussions, closing his eyes and nodding along when important. He clasped his hands on the table in front of him, humming to himself as the discussion finally came to him.

He cleared his throat. "The Congo does not have an embassy in Iraq as of now. We still lack diplomatic missions to a number of countries - excluding yourselves." He glanced at both delegations before continuing. "As such we are not personally concerned with this matter. Our country is hurting in more ways than a simple terrorist attack, and so even if Iraqi terrorists sought for some reason to stir us, I do not see any intervention in the Congo's future. We have done nothing to them, and I intend to keep it that way.

"I agree in some aspects, then, with the Brazilian delegation. However, enforcing neutrality is not something the Congo can afford to accomplish. As we develop trade with the world, we cannot simply dole out 'repercussions,' as you say. I believe in a full stance of distance and neutrality. However, I am an observer here only, and I will not stop you from attempting your own interventions."

"We would stand with the Brazilians on their stance on neutrality and the Congolese sentiments. Unless there was any serious reason to declare our support towards the Coalition forces, then we would request that we would keep out of this mess. We would suggest not actively enforcing neutrality, so to speak, but rather keep ourselves away from the volatile situation. We should not prevent Coalition forces in doing their operations as smoothly as they want but at the same time, we should not actively contribute to the war effort. So, Mr. Santana, I believe you have heard the sentiments of the three nations?"

The Portuguese representative would quip, darting her eyes towards the chairman. The Chairman would then breathe a sigh of relief before speaking.

"I believe I have, and at the same time, I'm glad that we are on the same page. So the LOFS would not endorse the non-aligned movement as of now, but we would also make ourselves neutral in nature, not deciding to intervene in any way, shape, or form. I guess we have addressed the situation as needed, and unless anyone else would actively object our current direction, then the organization would proceed to show neutrality unless provoked. I would like to hand over the table to our newly elected Chairman for the Economic and Trade Committee, to discuss any future economic projects and or interventions to aid each of our nations. These projects, if you have some in-store, would be discussed in the council for review., but any suggestions regarding trade would be upheld accordingly. After the discussion, I would like for the council to lend over their ears for the Chairman of Defense to discuss future prospects on the area of security."

After the measures of the Chairman of the Economic and Trade Comittee had been properly discussed, the Chairman of the Defense would nod respectfully.

Very well, I'd like to start by speaking on matters regarding both Military development and cooperation.

For starters, I believe that, for our militaries to effectively work together in times of conflict, we need to familiarize ourselves, and the best way to do so is through joint military exercises, I believe when and how these exercises shall occur could be decided in a meeting with the high command of all the participating Armed Forces.

On the topic of Development, I believe that the Organization can sponsor certain Research projects, allowing for a bigger budge to be spent on the development of equipment.

I'd like to know the opinion of all Delegations, Starting with the Portuguese, following by the Brazilian, and last but not least, the Congolense.

"I would say that Portugal is more than willing to participate in joint-military exercises, in order to help strengthen the resolve of the armed forces of both of our nations. In regards to the research projects, how big of a percentage of the Organization's funding will you put into this category? As far as I'm aware, member states should put in at least 2% of their annual income to help support the Organization, and I'm hoping that the Organization's funds would be budgeted accordingly. Portugal is willing to provide the Lince Research Facility for anything weapons systems wise, ranging from small arms to complex Aerial defenses."

The Portuguese Foreign Minister, leader of the delegation, would look to the Chairman of Defense for his response.

"I believe its for the best that we maintain a balanced budget so i'd say a small porcentage, the money directed towards research could be managed by both the Chairman of Defense and the Chairman of the Economic and Trade Comittee for better management. Of course, with the permission of the Chairman of the Organization."

The Brazilian Delegation awaited their turn, Pedro looking over the documents he brought regarding Defense and Research, the Chairman of Defense awaited a response from their portuguese counterparts.

"We have no qualms about your suggestion, and we support it even. Portugal sadly depends much on other nations for her defense equipment and her involvement in Research and Development projects would definitely help us. This would also open possible business ventures for the benefit of both of our nations once we make ourselves known in the industry. Nonetheless, Portugal supports your idea."

The Portuguese delegation would look to both the Chairman of Defense and the Chairman of the Organization to make their point clear. Santana would smile and proceed to respond in advance.

"I believe that you got your answer, Chairman Silva? If no one has any more issues to present to the council we may continue on to closing the ceremony. I will have my associates have this event announced to the public, if you may, so that other world leaders and organizations may officially recognize our newly formed organization."

We take the same positions as the Portuguese Delegation, we also can provide the Caxias Facility for research programs.

I'd like to also return to the topic regarding the Situation in Iraq, while I agree that we should maintain a neutral stance on the situation, I do believe that the Iraqi population shall suffer with the coming conflict, especially the civilian population. Hencefourth, I believe that we should deploy forces to the Middle East, in a Humanitarian Mission to aid those who shall be victims of the war.

"Interesting prospect... Portugal has no quarrel over anyone who suffers under the conflict, and we are offering our sympathies to the families involved. In war, it is indeed true that it's the innocent people who suffer the most. From what I have gathered, no one has voiced out their support in guaranteeing the safety of these people. The GA remains silent on the matter, although we can change that. Mr. Chairman of the Council, forgive me for our discussions, but we do support a possible humanitarian venture into Iraq. This may break the fragile veil of neutrality, but I do believe that something must be done. We may, if we so strive for others to call us neutral, voice out our stance on supporting no one of the war parties, solely being there for the people. We can reach out to both the coalition and Iraq so that they may recognize our intentions, although I am afraid that dealing with Iraq is futile."

Another member of the Portuguese Delegation would speak out, clearly surprising the Chairman. While of course, he strives for neutrality for the sake of the members of the organization, it is indeed true that many are suffering under the conflict. While obviously contradicting his own personal views of the organization, he had to support whatever the council believes to be good for them.

"I would firstly apologize, I do not believe that we have to intervene in the subject... But if we so wish, I will do my best in leading any LOFS forces tasked with humanitarian aid as the council had suggested. I would want your undivided support if we want this to succeed. I would like for Chairman Silva to help me in military matters, as I am not a military man by heart. Nonetheless, I would put forth the suggestion that I would firstly, contact the Coalition to state our intentions, and move forward to trying to contact Iraq as well. If no one has further inquiries I would hand over the table to Mr. Silva to discuss this possible intervention."

Very well, I believe that if we are to deploy on this mission, we should do so in waves, especially because of our capacity to transport troops and equipment.

So before we plan out this operation, we must first decide how many men and equipment are we going to send to the Middle East?

"Portugal has already planned for a possible intervention, and I would be sharing to you the units who are willing to enter the fray. Brigada de Intervenção, our Intervention Brigade led by Major General Eduardo Egídio Soares, would be the main land force that Portugal is willing to deploy. While lacking in the IFVs, it is fully capable of assisting in any humanitarian mission. These men are also capable of defending themselves when need be. Up next is the Frota Expedicionária Real, our main fleet for expeditionary matters led by Admiral Rúben Pimentel. The Fleet is capable of defending itself from any hostile aircraft, and we can retrofit some of them to hold extra troops, otherwise, we can always get extra help from our dormant merchant fleet. Lastly, Portugal is willing to send in the 502 Elefantes squadron, consisting of 3 C-141 Starlifters, and 3 of our AW 101 Merlins from the 751 Puma Squadron.

I prefer we establish contact from the coalition or perhaps a neutral country to stage our troops in preparation for deployment. When we can secure a forward operating base for our efforts,, we can send in primary equipment such as supplies and logistics vehicles along with the initial wave of troops. We can send in heavier equipment such as APCs and Tanks when we have secured a foothold in the region, or until we desperately require it."

We can offer the elements of our 1st and 2nd Armored Divisions, more specifically, the 1st Armored Infantry Regiment. they are already equipped with enough firepower to defend themselves against any threats to the mission.

For transport, the Imperial Navy can deploy the "Imperial Armada" to help the transportation effort, Our Carrier can help with the transportation of Equipment, Troops and even Helicopters if necessary.

We stand with the Portuguese, If I may, I believe the Chairman of the Organization should be the one to contact the Coalition or a neutral country to properly stage out our troops for deployment.

Very well, It should be the Chairman of the Organization to contact the foreign community of our intentions.

When it comes to the deployment, I believe that for a more Organized voyage towards the Middle East, the Lusophonic Force should converge at a location before moving towards the Middle East, we have two choices on where to deploy, through the Mediterranean, or the longer route around Africa.

Since Kuwait will be one of the worst victims of the war, I believe our deployment should begin there.

Depending on how bad the war becomes and the necessity of more troops becomes greater, we can deploy more troops and equipment to the operation as a "Second Wave".

Is there anything that should be added?

"So we'll deploy our troops to Kuwait then? I'm concerned that we may face... A more active warzone in which our men have higher chances of facing hostility from both sides. Nonetheless, it is a step in the right direction. Hopefully, all belligerents recognize our humble mission of humanitarian aid and refrain from initiating hostile contact. So we'll establish a forward operating base in Kuwait, and try to assist the local government in minimalizing civilian casualties. Once the war starts to push deeper towards Iraq, we should likewise follow suit and assist the Iraqi populace.

I would suggest that we deploy to Southeastern Syria first before going towards Kuwait. Syria, as far as our sources have known, is not an active combatant in the conflict, and thus gives our forces the guarantee of safety as of now. We can then move towards Kuwait, preferably by foot as all Anti-Aircraft Defenses in the Region may be placed on high alert. Our fleet can provide our forces with the necessary supplies and equipment that we may need during the mission."


Another would speak, seemingly in harmony with the other Portuguese delegate. He would place his hands on the table before continuing.

"We can also ask help from other neutral countries in assisting in supplying us with the materials, food, and water we may need. While it's certainly far from giving us active units to assist, every single canned food or bottled water would help in a long way. Monetary donations could also be asked from, and we should assure them that all proceeds go to helping the affected civilian populace."

I was leaning towards a landing in Kuwait due to the danger the civil population faced, but I do agree, we have to look after the safety of our own soldiers."

Pedro would chime in

When it comes to the converging of the Lusophonic Forces, I believe we can deploy our fleet towards Portugal, once there, we can sail the entire fleet through the Mediterranean and land troops in the coast of Syria once we receive clearance of course. Then we can move to Southerneastern Syria."

"We have no further suggestions nor comments on the matter. We would agree on your proposal."

The room would fall silent once more, as the Chairman of the council thinks on what he would utter before the council. He would take a sip from his glass of water before continung.

"Mr. Silva, I would suggest that we get the military council to handle our personnel in the Middle East. Being the Chairman of the Defense Committee, I would put you as the commander for our humanitarian forces. I would be responsible for handling matters diplomatically. After this meeting, I would go ahead and try to initiate contact with Syria and the Coalition to inform them of our efforts. In turn, I would also contact Iraq so that they may also recognize our mission. Gentlemen, if we have no more to say, I would move that the meeting would be adjourned."

Very well, I shall take command of the Forces, If possible, I'd like to meet with the commanders of both Armed Forces to relay the plans for the Operation if possible."

The Brazilian Chief of International Relations would nod. "
Yes, I shall contact the Chief of War and Defense as soon as I return to Brasilia.

I'd also like to say that this meeting has been an honor, and I look forward to the next meetings.
" The Brazilian delegation nodded in agreement, smiling.

"We have no quarrels Mr. Chairman, we second your motion. And likewise, we look forward to the next meetings as well. May our brave soldiers tend to the wounded and the sick, and may God help them in their journeys."

The Chairman of the council would rise from his seat, clasping his hands together as he waits for the room to be silent once more. While a bit nervous by the responsibility that the council had bestowed upon him, he had to do his best for the organization. He takes a deep breath and continues on.

"Very well. Gentlemen, this meeting is hereby adjourned. The next meeting's date shall be revealed when necessary and as acting chairman of the LOFS, I would set the future location here. Thank you everyone, for participating in this historical moment."





The aforementioned representatives would be accompanied by the previous security detail as they walk out of the room. The Brazilians would be asked if they want to stop by at any location before going to the airport. Once they arrive at the airport, the usual security checks would be made before taking the flight home.

The Brazilian Delegation shook hands with the Chairmen and their Portuguese Counterparts, following the security procedures as they made their way to the Airport, giving the Portuguese a wave of goodbye as they boarded their aircraft, which had been refueled for the voyage back home.


With the arrival back home, the Brazilians moved to relay the encrypted information to the rest of the Government, especially the Department of War and Defense regarding the coming Operations.
