Running costs are a managerial cost in the background of the forums game Mechanics. They ensure the safe running of your country without you manually managing every aspect of it.
*The Running Costs will be a percentage figure. There are minimum amounts based on your countries population. You will need to divide your running costs into sectors, for example:

Ministry of Defence: 2.5%
Ministry of Transport: 10%
Ministry of Health: 15%
...etc.

Please find these minimums below for the total running cost:

30 Million Population or below: Minimum of 20% in Total
50 Million Population or below: Minimum of 40% in Total
70 Million Population or below: Minimum of 60% in Total
90 Million Population or below: Minimum of 80% in Total
Any country exceeding 90 million will need a minimum total of 90%.
