Mobilization and National Referendum on Article 9

The Prime Minister's words had been spoken only hours before reports of the Kuwaiti declaration. This action, was not expected to be so soon. Japan still had constitutional issues with sending soldiers to a potentially active warzone. Commanders of the Self-Defense Force were alerted and the country was placed on DEFCON 3. All soldiers, even those finishing the final days of their training, would begin to prepare for deployment. Police began 24 patrols in their districts. Military assets were brought in. The Navy was still partially at sea and had to be recalled from humanitarian efforts abroad. The newly formed Self Defense Force organizations would be put to the test in preparing to meet an actual threat.

Military assets were being transported to Tokyo harbor but would not be loaded onto any ships.

The Prime Minister called for an emergency session of the Diet calling for constitutional reforms. Ichiro Ozawa, the most outspoken member of the government about the Japanese Constitution led the charge in the session: "This constitution is unjust, invalid, and a relic of colonial powers imposing their will upon us. The Gulf War proved our disability in international affairs. We stood by and did nothing while a tyrant caused havoc in the world. Now the tyrant has taken the region back into conflict. Japan must take its rightful place in the world as a world leader. This includes the responsibility of ensuring world peace. We recently had a major hand in passing Global Assembly legislation around peacekeepers. We cannot be unable to participate. We must vote to repeal Article 9 of this constitution as the immediate first step. Japan must be a fully sovereign nation! Following this, we must work to fix the remainder of it."

Cheers went around from half the room, but the other side was extremely vocal. "Look at what happens when nations meddle in the world? The US and UK were major players in the Gulf War and were then hit by terrorists. We do not wish to invite the wrath of the world upon us!"

"COWARDS! Those are the words of cowards. A man cannot hide when his neighbor is being attacked in the hopes of protecting himself. A bandit unchecked will come for us all. We cannot side idly by while others ensure peace."

After raucous debates, the vote to repeal Article 9 passed in both houses of the Diet. Parties were divided wildly on the issue but the majority of the ruling party members voted in favor and some defectors from other parties voted in favor as well. Rumors spread that this would splinter almost all existing parties and trigger new elections. However, the measure passed. Now it would have to be put to a national referendum. Given the urgency, a one week voting period was opened. Many complained about the short time window. In response, all businesses were delivered a "Closing Day" over the next week during which employees would be allowed to vote.

With the military preparing and the referendum vote underway, the final step was to contact the Kuwaiti and Israeli government.

Voters were attending the polls according to their designated polling days. There were still a few days left for the referendum vote to be completed. Exit polls were mixed so far and depending on the news outlet consulted, the results were different. The referendum only required a simple majority, however.

Fundamentalist voters began sweeping campaigns to promote the referendum. Calls for full sovereignty, national pride, and Japan’s place in the world tang out. Counter protests started, as well. They said “NO IMPERIALISM” and “NO WAR!.” Tensions ran high as police were forced to monitor and separate protest groups.

As a subtle hint by the government, JSDF troops not involved in the training exercises were posted around Tokyo and other major cities at “ask me about my life” booths. Bases were opened at a limited capacity to the public to observe. The goal was to make the military accessible and connect with the averse age Japanese person.

REFERENDUM PASSED!

By a slim margin of 53% to 44% (with 3% abstaining or ineligible votes), Japanese voters have decided to repeal Article 9 of the Japanese constitution! Japan may now behave as a fully sovereign nation in military and diplomatic affairs. Japan may declare war, deploy troops and the like as any nation would be able to. With this referendum passed, the path is clear for the Japanese government to reform the military and engage in international affairs.

Opposition was tight and the vote has displeased many. Mothers Against War, an organization hastily formed to oppose the measure, has been gaining a great deal of traction and is now protesting outside military bases and government buildings.
