Growing tensions across Mexico as Drug Cartels begin their usual operations once more. With the help of the United States back in the 80s and early 90s, the drug problem in Mexico and the United States came to a near stand still. Since the departure of the United States new crime families have emerged to fill the power vacuum. Marijuana and Cocaine have begun running rampant near the boarder as traffickers are figuring new ways to smuggle their drugs into the United States. The problem doesn't stop at drugs however, human trafficking has also been on the rise and many cartels have been attempting to smuggle humans across the boarder as well. Mexican Federales have been sent to the boarder to establish a presence and discover the cause of this sudden uptick in organized crime. With Mexico reestablishing itself in the Global Community recently it is hard to combat such a huge crime wave. A new Anti-crime Bill is being drafted and a huge recruitment surge will be implemented to stop the cartels before they become to powerful. In the event the the cartels do become to powerful, outside agencies may need to be contacted for assistance, such as the United State's DEA and FBI.

Recruitment has begun for the Guardia Nacional, Policía Federal Division. Currently there are 15,000 personnel, with an additional 55,000 personnel in training. The United Mexican Socialist States (UMSS) has further plans to purchase equipment for the Guardia Nacional, to include: Rifles and other Small Arms, Tactical Vehicles, Aircraft and Patrol Boats. A forward notification will be made to the United States Government to remain on standby at the border and to possible deploy Federal Agents to Mexico. A map will be provided of the known carved territories of the Cartels. Current reconnaissance of the border has shown tunnels that lead into the United States but appear to have not been used in months. Due to lack of manpower the Mexican Government can not keep guards on these tunnels. Frequent checks will be made and pictures will be taken. All evidence will be forwarded to the United States Government.

Currently crime is on the rise in the regions of: Guerrero, Sinaloa, and Sonora.
Local known leaders of each area are as follows:
Guerrero: Homero González Rodríguez
Sinaloa: Zambada Garcia
Sonora: Fausto Isidro Meza

Other regions remain unknown, however local officials report no rise in crime.

Somewhere near the United States border in Mexico
Despite it being January the sun was high and temperatures were hot. Before a group of 4 men lies a vast desert surrounded by mountain ranges. On of the men was wearing blue jeans and had a flannel shirt with the sleeves rolled to his elbows. He began to walk down the hill that he was standing on and into the desert valley that was in front of him. He would reach the foot of the hill, where nothing but a large sand valley, he would crouch lower to the ground and take a handful of sand, letting it slip from his palm.
"Nada más que arena de mierda. ¿Cómo diablos vamos a cultivar nuestra marihuana aquí?"
English Translation: "Nothing but f*cking sand. How the f*ck are we going to grow our marijuana here?"

Another man would come down the hill behind him. This man was wearing brown leather pants and a blue v-neck t-shirt.
"De la misma manera que lo hicieron el señor Félix y su cuñado a finales de los 70 y principios de los 80. Construimos una pipa de agua. Los manantiales naturales corren desde las montañas hasta los valles fuera de este desierto. Solo necesitamos hacer fluir el agua aquí. hay más de 400 acres de tierra aquí, la ganancia de esta tierra será de miles de millones de dólares estadounidenses. Ten fe hermano."

English Translation: "The same way Mister Felix and his brother in law did back in the late 70s and early 80s. We build a water pipe. The first man would chime back.

"Por eso traje estos dos."

English Tanslation: "That is why I brought these two."
The second man said. The other two men began to make their way down the hill. One was wearing tan slacks with a black polo shirt, the other was wearing blue jeans, and a red and blue flannel shirt on with his sleeves also rolled to his elbows.
"Les presento al señor Juan López y al señor Jorge Ríos García. Son de Sinaloa. Tienen la mejor marihuana de todo México. Pronto, Estados Unidos se enganchará a nuestro producto."
English Translation: "May I introduce, Mister Juan Lopez, and Mister Jorge Rios Garcia. They're from Sinaloa. They have the finest Marijuana in all of Mexico. Soon the United States will be hooked on our product."
The second man stated.

López: "Buen día, este sitio nos dará un estimado de $ 6,000,000,000.00 en ingresos para la primera cosecha y un estimado de $ 40,000,000,000.00 durante la próxima cosecha. Le mostraremos cómo configurar su operación. Espero $ 50,000,000,000.00 a cambio de esto. Te doy 2 años para pagar tus deudas. Si hace que esto funcione, quizás le dejemos entrar en nuestras operaciones. Quédate con nosotros y te haremos rico. Estados Unidos ya no está involucrado como solía estarlo. The man in slacks would say as he reached out his right hand.

"Sí, tienes un trato. $ 50,000,000,000.00 en 2 años es caro, pero podemos hacer que funcione. Tienes un socio para escuchar en Sonora."
English Translation: "Yes, you have a deal. $50,000,000,000.00 in 2 years is steep, but we can make it work. You have yourself a partner hear in Sonora."
The first man would say as he reached out his hand and shook López's hand. López would shake his hand in return and smirk while gripping his hand and leaning in close.

López: "Si me jodes con mi dinero, asesinaré a toda tu familia, amigos y cualquier otra persona con la que te asocies. Pongámonos manos a la obra ... compañero."
English Translation: "If you f*ck me on my money, I will murder your entire family, friends, and anyone else that you associate with. Let's get to work...partner."
Over the next few weeks, irrigation pipes would be dug out to prepare the ground work for a vast network of pipes that would carry natural water from the mountains to the desert valley below. The project would cost the Sinoloan Cartel an estimated $3,000,000,000.00 to set up the operation. The first harvest was scheduled for April. The two Sonoran's would work hard to get their operation established.

"Hey Pablo, get the pig!" a man called out from the front door of a residence.
A pig was being chased in the street, in an urban town of Navolato. A young boy named Pablo was chasing him because he got loose from their fence. Things appeared typical in their little town.
"GOT HIM!" Pablo yelled as he picked the pig up and began walking to his house.
5 vehicles could be heard in the distance. Pablo turned his head to see what was going on. A bell rang out in the town center as people began to panic.

*BOOM* *BANG* *CRACK* *BOOM*

Gun shots could be heard, echoing across the town. Pablo dropped the pig and ran to his house. His dad slid the living room rug to the side and opened a hidden hole in the floor board. He pulled out a 12 gauge shot gun, and 2 .45 caliber pistols. He handed a pistol to his wife and one to Pablo.
"If they open the door, start shooting." His wife and Pablo looked nervous. "DO YOU UNDERSTAND ME!" he yelled. Both nodded their heads, shaking in place. Pablo's father pushed the couch up to the front door, and placed the entertainment stand in front of the windows. He took position near the stairs, his wife went to the kitchen and kept an eye on the back door. Pablo was in the closet, hidden for the moment.

The sounds of the vehicles got closer, so close that it sounded like it was right outside their door. Finally the engines stopped and it became quiet.
*CRACK**CRACK**CRACK**CRACK**CRACK**CRACK**CRACK*
Sounds of an Ak-47 rang out as the front of Pablo's house was being torn apart.
*CRACK**CRACK**CRACK**CRACK**CRACK**CRACK**CRACK*
"CEASE FIRE....CEASE FIRE!!!" A man outside yelled out.

"FOR F*CK SAKES CEASE FIRE!"


Pablo heard the gun shots and then a loud thump in between the shots. His mother cried out in terror. As the next iteration of shots came out Pablo heard more shots, and another thump. His mother stopped yelling and crying. Pablo slowly opened the closet door to see his house was torn apart by the bullets. Down by his feet he saw a puddle of blood. As he walked around the corner into the living room, he saw his mother dead on the floor, and his father dead at the bottom of the stairs. Pablo began to have many emotions running through him. Fear, sadness, sorrow, but above all else rage. Pablo heard his front door bang as the men outside were now attempting to break in. Pablo emptied the magazine from his gun into his front door. He then dropped the gun and ran to the back door. As he opened it and took his first step outside he was bashed in the face by a rifle and fell unconscious.


Pablo awoke confused and dazed, he felt his head pounding and a warm liquid on his face. The smell of cigarettes' filled the room. All Pablo could see was a mesh over his eyes.
"You put on quite the show back there, 3 of my men are dead. You got some guts kid. I like that. Tell you what, let's be friends. You see your Papa owed me money. Money that he had no intention of paying me. I am sorry about your mother. You and her... complicated things. Now I could have killed you, hell I still can... but you killed my men and now they need to be replaced. Congrats you work for me now. Got it?" a mysterious man spoke.
"F*ck you!" Pablo chimed back.
"Hehehe see what'd I tell you, he's got some balls, and a temper." Chuckling could be heard in the room. "Look kid you'll either learn to respect me, or..." A gun could be heard cocking. Pablo then felt the barrel press against his head. "Or I can just kill you now. What'll it be kid?"
Pablo froze and thought for a moment.
"Fine but mark my words, I will kill you and I will destroy everything you own."
More laughter could be heard.
"Guavas, torch the kid."
"With pleasure." Pablo felt two pinches on his sides and then locked up and froze, as the electricity ran through his body.

This went on for hours. Pablo felt on the verge of wanting to die and just accepting his fate. After intense torture Pablo finally passed out. When he came to he woke in a bed. Pablo attempted to rush out of bed, but fell to the floor, due to the immense pain. Pablo picked himself back up and shuffled over to the only door in the room, using the wall as leverage. As he touched the door knob, Pablo was shocked and fell to the floor.
"I'll do it! Please just make this stop!" Pablo cried out. "What do you want with me!"
"A soldier." said another voice from the other side of door.

Mexico needs a council of Cartel Lords leading to make a brighter future. While the Gringos crumble we will strive off their money. We just need to unite the regions."

Garcia: "And how do you propose this? Hmmm? Like you said there is an uneasy truce. People don't like certain people. I'm happy to play along. I like your idea, but not everyone will agree. Also how will the profit be shared?"

Vardos: "Isn't it simple?" *Garcia shrugs his shoulders* "Either they join or we replace them with someone that will play ball. This is the way we have always done things here and everyone knows this. Come on don't play dumb. The profit will be an even split between the regions. With this income think of what we can accomplish for Mexico that the Federal Government can't or won't do. New roads, better irrigation, schools, factories, we can provide so much for our people."

Garcia: "Okay, Okay...let's get get to work."

A meeting was set up between the 5 plaza's: Juárez, Tijuana, the Gulf, Sinaloa, and Sonora. The 5 cartels worked in relative peace, however certain cartels had bigger ambitions.

"Gentleman, Gentleman, please. You are all here today to discuss a union. The Federal Government has reinstated it's task force to take us down. However they know that if we are working together then there is no way for them to stop us." A man chimed in.

"Si, very true, but last time one man lead the plaza's, it meant we didn't get paid properly." Another man said.

"You think I will work with those Juárez dogs? They're butchers." Said the man from Tijuana.

"How about I cut your balls off and feed them to my dogs, eh?" Said the man from Juárez.

"ENOUGH! We need to work together for our survival." Said the first man.

"The hell with that, Juárez doesn't need any of you. We work fine independently. But if a union is to take place, it'll be by that mans head on my table." Said the man from Juárez, *pointing to the man from Tijuana*.

"You wanna go right now? Tijuana has fought you many times and we have always drove you back!" Exclaimed the man from Tijuana.

"Yeah but you never had the balls to come attack us in Juárez... what? To afraid of bloodshed?" The man from Juárez asked.

"No! I'm afraid of losing profits!" The man from Tijuana chimed back.

"I'm with Tijuana on this. Juárez is a bunch of butchers and would never agree to such a union." The man from Sinaloa finally said.


The room got quiet, everyone eyeing each other. Finally the man from Juárez stood up, taking a look around the room.

"You should be afraid of death, not profit." A brief pause of silence would happen. "F*ck this!" He pulled out a gun and shot the two brothers from Tijuana, following in suit, his men stood up and shot the men from Sinaloa.

Everyone else ducked for cover.

"Now this is a room I can work with. Make no mistake, I'm in charge now, and if you don't like it, you'll end up like them. GOT IT!" Said the man from Juárez.

The room erupted. "Si, Si, Si, Si, Si!"


On the ride back home

The day was once again hot and long, Fuentes thought to himself on establishing an empire. Tijuana was going to be a problem for Fuentes, they were after all the second largest cartel. The Gulf Cartel still controlled a large portion of the Country, but they didn't pose much of a threat, their income mostly came by scamming the Gringos of their money, by means of tourist traps. Sinaloa would also pose a threat, they had the best farm lands in the country, but again their cartel was small in comparison. A mysterious message also appeared before Fuentes. After hours of looking at it he finally deciphered it and made a response. He was playing the waiting game. The Federal Government wired him 3 billion in USD, to fund his operation, although still acting like they were opposed to him. The gangs geared for war, grabbing assault rifles and explosives. Fuentes had hoped that this turned out to be a peaceful negotiation between the territories, but deep down he knew they would never cede power to him. It would have to be taken by force.

"I have an idea" Fuentes said to his closest members. "A sure fire way to win, and make it decisive."

"What's that boss?" A man across the room asked.

"El Chapo." Fuentes said in a low tone.

"El Chapo? Are you F*cking nuts? That man can not be trusted and he's in Federal Prison."
Gonzalez said.

"So we spring him out. He's the leader of the Sinaloa Cartel, even while in prison. If we get him out of prison, he'd have to help us. He'd owe us. Look Sinaloa has been our biggest rival, Tijuana is a joke in comparison to profits. If we could somehow make peace with Sinaloa, then Tijuana would have to surrender and cede to us." Fuentes said.

"It could work boss, but it's risky. Do you think it could be done?" Gonzalez asked.

"Not yet, but lets see what our mysterious stranger wants first, then we work on busting out Chapo." Fuentes stated.

"F*ck you, I'd kill you now if I had the chance."

Fuentes would pull out a gold plated 1911 .45 pistol, pull back the slide to reveal hollo points in the chamber and put it on the Presidents desk.

"Take it, shoot me now. I won't stop you." Fuentes would slide the gun over to President Zedillo. President Zedillo would pick up the gun and inspect it, then put it back on his desk and slide it back over to Fuentes.

"You're crazy, if I shoot you my nephew dies."

Fuentes would pick the gun back up and put it in his belt behind his back. Fuentes would look President Zedillo dead in his eyes, with a cold look.

"$4 Billion, on the 1st, transferred to my cartel. If it's not there. I'll kill your nephew, f*ck your wife in front of you, then shoot you." Fuentes would walk out of the Presidents office.

It was a hot July morning, Fuentes was sitting in an abandoned warehouse in Mexico City, awaiting his funds to arrive. $4 Billion in unmarked bills to be paid to the Juárez Cartel. Fuentes waited the full day on the first with no payment received. Midnight on the 2nd of July, Fuentes made his phone call to the President's office with no answer.

"Do it." he muttered to a man standing next to him. The man scurried off towards the garage door that was connected to the warehouse. He opened the door and a large flash of light peered through.

Squads of soldiers came pouring into the warehouse. "HANDS! HANDS! DON'T MOVE!" The soldiers yelled, aiming their rifles at the chest of all the cartel members inside. Outside Police and Army vehicles were awaiting the Cartel members for transport.

"You're making a mistake, don't you know who I am? You'll all burn for this!" Fuentes said as he was being taken out in zip tie cuffs. Meanwhile an officer was on the phone. "Sir we have him. Taking him to confinement now." The cartel members were loaded up and began being transported. They drove for what felt like hours. No one said a word on the drive. They past all the street lights and began down a dirt road. Fuentes knew this was the end for him. There would be no trial, just execution. The Army quit following them once they left Mexico City Limits. Finally the vehicles stopped. The police offloaded the cartel members. "LINE UP!" one of the officers said. "DO YOU PREFER TO BE HOODED OR SEE YOUR FATE?" he said. No answer came. "I'LL TAKE THAT AS SEE YOUR FATE!" The cartel members starred down their firing squad. "READY!" "AIM!" "FIRE!" The police turned their rifles on each other and shot. In one massive corradiated firing the cartel members still stood, and multiple police officers lied dead.

"Your orders sir?" a police officer asked as he cut the zip tie off of Fuentes.

"Caracara." Said Fuentes.

"Si Señor."


Back in Mexico City, President Zedillo was reunited with his Nephew, who didn't speak a word and was rescued by Federal Police in Juárez. He was at President Zedillo's private residence, on the outskirts of Mexico City. His house was protected by a small security detail of Federal Police, the Presidential Guard was away in central Mexico City. All seemed quiet and President Zedillo received word that the operation was a success and that Fuentes was dead. He breathed a sigh of relief and went to bed. Hours later, a crash came through his window, followed by a loud explosion. The Federal Police outside began shooting. The fighting raged on for about 15 minutes and then silence. The door creaked open and the wooden floor squeaked. Three men went upstairs.

*BANG* *BANG* *BANG*
Three gunshots echoed from down the hall. The first man fell down the stairs, bleeding with three gunshot wounds to the chest. The other two men ran up the stairs and open fired with AK-47s.

"I suppose, but you better be right! I don't want to look foolish."

"This is ridiculous. Support of the People Mr. Hernandez? The people don't respect the PRI, they fear it. They want a free and prosperous Mexico. One that PRD can offer them. Unlike PRI, PRD has no quarrels with the other parties. Sure our difference may be minor, but I know and the people know that any one of us are a better choice than the PRI. Gentleman, PRI has had known ties to the cartels in the past, how is it any different now?" Mr. Rodriguez stated before Congress.

"Objection! What proof do you have that the PRI are working with cartels as of right now?"

"Well none right now."

"Exactly, Gentleman if it pleases this Congress I'd like to have Mr. Rodriguez's statement removed from this hearing."

"Approved." One of the Congressmen states.

"Today is the day, we are finally ready." Fuentes said to his men, prepping them for the mission to come. The month of July was busy for the Cartels, deals with remnants of the North Koreans, fending off the Federal Police, and one of the largest hauls of Marijuana and Cocaine Mexico has ever seen. With a new puppet as President for them, they knew now was the time to strike.

Fuentes used unmarked bills to purchase a house that sat only 100ft from the Puente Grande Super Max Prison that sat just outside of Guadalajara. His men began digging the tunnel. With nearly 100 workers, the tunnel only took about 2 weeks to complete. They used informants working inside the prison to obtain schematics and figured out right were their target was. 7 workers would die during the construction of this tunnel, however the tunnel was a marvel of engineering. Fitted with support pillars, lights, a railway, and a modified motorcycle that was built for driving on tracks. On the night of the 10th of August, security guards, working for the cartels, would turn off the surveillance in B Block, C Block and D Block. Prison guards would rush to those areas. No alarms were raised, so as to not surprise the Prisoners. After they would disperse the cameras for A Block would go out as well.

Small cracks would begin to appear near the shower of an inmates room. As the whole widened a bright light would appear from the ground. 3 men would climb up from that whole and approach the inmate.


"Señor come with us, your time here is served."

The inmate wasted no time following the 3 men, he had a big grin on his face. The inmate hopped into the whole and the 3 men would follow him.

"The bike is for you sir. Take it to freedom." One of the 3 men would say.

The inmate quickly hopped on the bike and rode down the 100 foot tunnel. On the other side was an ordinary house, with the exception of a giant hole in the floor. Men on the other side would help the inmate up and give him a fresh set of clothes.


"Change quickly sir, it won't be long until they find out what is happening."

The inmate would waste no time changing. Outside would be a truck waiting for the men. The men inside the house would rush the inmate to the truck and begin to drive off, while the 3 that were in the tunnel remained to slow the police.

"Señor Guzmán or should I say "El Chapo" welcome to Juárez, I'm..."

"I know who you are Señor Fuentes, but why you? Why break me out, what happened to 'MY' men?"

"My reputation proceeds me then. Your men aren't exactly our friends Señor. However it is with the hope of breaking you out that we can change that and build something greater. An alliance of sorts."

El Chapo would let out a feign laugh.

"You're funny for a dead man. Perhaps we could make that a reality. Or perhaps we could have an alliance. But there is a problem Señor Fuentes... I don't share power. I lead, and people follow, such is the way of a Alpha Wolf Señor Fuentes. You strike me as a wolf but not an alpha."

"And here I thought we could be friends, after all are we not the same? Are we both not Mexican Men? Our blood and heritage is the same. Look Señor things have changed since you've been locked up. The times of King Pins are over, now is the time of Politicians. I'm a politician. If you wanna be boss then fine, proclaim you are the boss, but my men are loyal only to me, much like your men are loyal to you. Or so you would think. It was I that broke you out, not them. This can work, but only if we do this together. For to long has our cartels been at war. We need peace, and with peace comes profit. With our cartels combined, we would have access to Texas and California. Then with that, Sonora will comply as they are insufficient to fend both of us off, then we get access to Arizona and New Mexico, we would control the U.S./Mexico border."

"You are ambitious Señor Fuentes, you are ambitious. How long have you been planning this?"

"My whole life."

"Very well, I shall return to Tijuana, and inform my men. Together, the 'Border Cartel shall run Mexico."
