We recently received an anonymous email contacting us about a new flag design for your country. Is this something you would like to go forward with? Since we would be starting from scratch on a new and unique flag, our fee would total $300,000,000 USD—We require one quarter of the payment (in this case that would be $75,000,000) to be paid up front. The rest shall be paid once the design is finalized. We do not consider a work to be finalized until the patron is satisfied.

Before we begin our work, we would like to ask what the new ambitions of Romania are, so that we can best embody that in the design. You said you would like to depart significantly from the previous flags of Romania and stand out from others in the world, do you have any additional criteria?

We would like to find some way to reduce the cost of this commission. As I'm sure you understand, a nation now breaking into international politics cannot afford to spend 300 million dollars on a flag. If it is necessary we will allow you to take inspiration from other nations flags- but please avoid making exact copies. We are looking for a price of around 200,000,000 dollars.

Our ambitions are to expand Romania, through armed or other means. As you well know we are an openly socialist nation and are now expanding our arms industry. If you could somehow show our new militaristic and socialist nature in the design we would be greatly pleased.

We would be willing to compromise on price, however, the first payment would then need to be a greater percentage. We have written up a brief contract, if you find it agreeable then please fax us a copy with your signature. As soon as payment is agreed-upon and sent we shall begin work on your new and glorious flag!

Contract

The Government of Romania and Narbut Studios hereby enter into a commission contract under the following terms:

Article 1:
The Government of Romania is commissioning a piece with the following description: A design for a national flag for Romania which differs from the flags of other countries and which departs from the designs of previous Romanian flags. The flag shall reflect the militant and socialist values of Romania. Inspiration may be drawn from the flags of other nations, but the Work should not be a copy.

Article 2:
Narbut Studios will consult with a representative of the Government of Romania concerning the piece's layout, coloring, design and materials. Narbut Studios will use their own materials and workspace. Narbut Studios will provide drafts for the Government of Romania to approve.

Article 3:
The Government of Romania will pay Narbut Studios a total of $250,000,000.00 for this piece. The Government of Romania will pay a nonrefundable deposit of 50%, or $125,000,000.00 before the project begins. The Government of Romania will pay the final amount of $125,000,000.00 upon reception of the finished piece. If the Government of Romania chooses not to purchase the art piece at the end of the commission, Narbut Studios will keep the piece and the nonrefundable deposits. The Government of Romania will have no claims or interests on Narbut Studios. Narbut Studios, in turn, will owe the Government of Romania nothing further.

Article 4:
The first drafts of the art piece shall be delivered to the Government of Romania no later than July 12, 1997 (OOC November 12, 2020). The Government of Romania may either approve these as the final product or request changes.

Narbut Studios regrets to inform you that we are shutting our doors and closing our business. We apologize for the inconvenience, and given the extreme unpunctuality of your requested product, we would like to offer you a full refund of your initial $125,000,000 payment, plus a $11,250,000 reimbursement for your time (0.5% per ooc day it's been over due). This amounts to a total payment to your government of $136,250,000.00 USD. Again, we apologize for any inconvenience this has caused you.
