To whom it may concern,

The recent rise of violence in the heart of Belgium has come as a shock to both my government and Dutch society as a whole, never could we of imagined such violence too occur in the heart of the Benelux. However, with the dissolution of the First Soviet we are unaware of the current situation in Belgium and wish to reestablish a solid line of communication between our two nations. We hope that this desire is shared within Belgium as we believe that strong cooperation between our nations will result in stability and prosperity for our peoples.

I am aware of the fact that the presence of such unrest on your border does give your country's government reason to take certain precautions to ensure political stability and security in the Benelux region so as to avoid a most unpleasant spillover. This we understand with great clarity and are willing to accomodate wherein it is possible for us to.

The people have demanded the resignation of 3 government ministers and a new constitution, to meet these demands the first Soviet of People's Representatives has sacked the 3 ministers in question and is due to hold a constitutional referendum and not longer after that a general election.

We are pleased to here that those responsible for the unjustified killing of civilians are being held to account.

Would you be willing to inform me of the process for both the constitutional referendum and election, what will happen if the constitution passes or fails and how exactly will the elections be held?

While I wanted to bring up the topic of bilateral relations and future cooperation, it may be worth holding off on such talks until after the elections.

Foreign Minister Theunissen,

Those responsible for the unexpected crackdown on demonstrations have since been sacked from their positions in the Brussels Metropolitan Police and are currently being taken to court by members of the conservative opposition.

The intention behind the referendum is the reformation of the constitutional order to reflect the opinions of those seeking to implement a programme of radical democratic socialism, the process of which shall be put to a vote by the public and for review by communal assemblies and soviets after which if approved shall result in its passage into law. If for some reason, the purposed constitution is rejected in the polls and at the local level the document in question shall be revised to best suit the needs of the people. Elections will be held as soon as there is a constitution in place and stability nationwide.
