I hope you are well, I've been tasked by the Prime Minister in developing and expanding the defence cooperation relationship between our two nations. I'm hoping to discuss the possibility of both the procurement of four (4) Kongō-class Destroyers to bolster the Royal Netherlands Navy and the organisation of training exercises between our Armed Forces.

Dear Minister Holst

First and foremost thank you for reaching out. We are excited to deepen our ties with the Netherlands. We are more than happy to sell four Kongō-Class Destroyers. As you may know, they are one of the few vessels produced outside the United States that make use of AEGIS technology.

We are also happy to conduct naval exercises. Much of our fleet is currently deployed in Iraq but we have other ships that might participate or we can wait for the Iraqi situation to subside.

Minister,

We are aware of the vessels capabilities and are of course extremely impressed with the vessels specifications, which has led to our interest in the procurement of the vessels. If you send me the purchase cost per vessel then I shall work swiftly to authorise the transfer of funds.

We are aware of the Iraqi situation and agree that it would be best to hold of any exercises until such a time peace and stability has returned to the world. Though it should not hold us back from planning the exercises so we are prepared to initiate such operations at a more appropriate time.

Dear Minister Holst

Each vessel is typically priced at $730,000,000 per vessel for export. Four would be $2,920,000,000. However, given the size of this purchase order, we would be happy to discount the purchase to $2,820,000,000. We of course agree that plans may be made for a joint exercise. We would wish for a full blue water navy exercise.
