This is Ochuko Bonny, Nigerian Foreign Minister. I have been tasked to bolster Nigeria's political, economic and defense ties around the world. I need not look further than Russia. I have been told it is imperative to appoint an ambassador do your empire as soon as possible. I hope you are willing to do the same. Nigeria has already spent close to three billion dollars on Russian military hardware and we plan on spending more.

But there is much more we want from this relationship. We would also like to open trade ties. And we would like to tap into Russian expertise in, shall we say, policing matters. A new era is upon us. Once a Russian ambassador is confirmed, please do not hesitate to arrange a meeting with me personally.

It is good to hear from you.

Russia would be nothing more than happy to assign an ambassador to your wonderful nation. However, I must warn you that with the current events in Russia it may be best if we held off on receiving a Nigerian ambassador, my nation would be greatly ashamed if anything happened to them under our protection. I hope that once the current events have been settled Russia will be in a proper state of affairs to receive such an honorable diplomatic guest to Moscow. Until then, however, we would be happy to send Gennady Ilyichev as an Ambassador to Abuja.

We have been informed of Nigeria's order through our state-owned Rosoboronexport storefront, we have also been notified that all ordered equipment is currently undergoing manufacturing in our factories. We are always happy to aid another nation in building up its national defense and deterrence, especially in times like these.

As for a meeting, I am sadly already assigned to one and will not be able to attend another for some time, however Russia's ambassador should be in Nigeria within a few days. Would you be open to a meeting between Ambassador Ilyichev and yourself?

First and foremost, I wish you the utmost safety during the tumultuous times in your country. I wish for nothing but a quick resolution.to the crisis. I am thankful that even through the strife, Rosoboronexport is still able to churn out our orders as it has. Self-defense is a nation's #1 priority, just look at what Sweden is doing in South Africa. I can assure you the orders for Rosoboronexport will continue from Nigeria.

Not only would I be open to a meeting with Ambassador Ilyichev, I am looking forward to it. This is just the first step in what we in Nigeria expect to be a fruitful partnership.

With Ambassador Gennady Ilyichev having arrived in Abuja, the capital of Nigeria, he would contact the Minister of Foreign Affairs of Nigeria to hold a meeting between the two in the city. The Ambassador would ask for the date and time, alongside the location of the meeting.

Ambassador Gennady Ilyichev, upon the given time, would leave the new Russian embassy and make his way to the Nigerian foreign ministry via a private car to meet with the Minister of Foreign Affairs. Upon his arrival, he would give any required identification papers to whomever greeted him.

At a checkpoint on a side street manned by what appeared to be two military police. The ambassador would have his credential's checked. The Ambassador is told a guard would meet the ambassador and escort him to the foreign ministry after he passed into the gate.

At the gate, his car is stopped before a large metal pole. A guard approaches and opens the door.

"Welcome Mister ambassador. I will take and park the car for you in the civilian lot."

He hands him a paper with four numbers on it. "When you finish your meeting just hand this to a guard and they will retrieve your car for you."

Another guard standing next to him points to two large steel gates on the first floor on the Ministry. "Right this way, Mister Ambassador." At the gates he would punch in a security code at a security box next to the door. A bell would sound and a door would be opened from the inside by another guard. The guard would salute. There was a general buzz in the air. People moving about, going about their work, not in a rush, but with a sense of purpose.

The Ambassador would be lead to an elevator that takes him to the fifth floor. Soon he would be lead to a rather modest, plain office. A rather modest plain but sharply dressed young woman was sitting behind rather modern desk.

"Mister Minister, Ambassador Ilyichev is here."

Within seconds an ebullient Minister Bonny would bound out of his office and offer a firm handshake. "It is good to finally meet you. How has your stay been so far?'

The Ambassador would take the paper from the guard. "Thank you." With that said he would follow the guards as they lead him through the gates and into the building.

Once inside the Minister's office he would accept the handshake. "Likewise, Minister Bonny. My stay has been very good thus far, thank you for asking. I imagine we have a lot to discuss, shall we begin?"

With a heart handshake Minister bonny welcomes Ambassador Ilyichev into his office. As is his custom Minister Bonny has the two men sit in chairs nearly adjacent to one another behind a large coffee strewn with magazines and periodicals. The chat will be formal, but have an informal feeling to it.

"Here, Mister Ambassador, please have a seat." A uniformed waiter enters the room and brings the men a coffee pot and milk and other assortments and places it on the coffee table.

"Help yourself Mister Ambassador. Please allow me to excuse the precautions. Given that we are a new government and well as you know,"

Minister Bonny would then point to the Tv in the room. CNN International is playing a tape of the Swedish Ambassador speaking at the GA.

"There is a lot going on in this world. I first want to say the Nigerian government would like to extend much gratitude for your country's swift response to our nation's military needs with defense sales. We have another proposal."

"Yes, the world is a uh... shit show, as they say. War and misjustice everywhere you turn. While Russia is not currently in any place to pick sides, we certainly won't sit aside and allow nations to take advantage of each other. Which is why we offer military sales to any nation that asks. What is your proposal, Minister Bonny?"

"Yes, it is as you say, a shitshow right now. Don't worry about expressing yourself freely in this room. I grew up in the States. And, well, Nigerians at heart are not really apprehensive when it comes to speaking their minds."

With that Minister Bonny presses a button on his desk phone.

"First off, we have a project we would like to introduce to you. We want to buy the rights to produce only here in Nigeria, all of the Russian small arms industry. A plant that can manufacture the latest Kalashnikov's, like the AK-101 and all of its variants.

We would also like to straight up purchase the following. Minster Bonny would then open his laptop.

"Excuse me, so much going on and all of this new technology."

Would you be willing to build a plant in our Northern city of Kano? We could set up a plant that builds and or refurbishes Kalashnikov's as well as other Russian weapons manufacturers."

"Uh... well, I suppose a domestic rights production license could be discussed. However, we certainly won't allow all Russian small arms to be produced only in Nigeria. I'm certain a deal could be come to where DPRs are given to Nigeria for a hand-picked small arms that you desire for your armed forces to use and perhaps in return we could aid funding the plant that would construct these small arms. You stated the AK-101 assault rifle to be produced, did you have any other choices in mind?"

"Yes, in fact we do. And apologies, when I said ALL, I meant we just want arms production to be done All in Nigeria."
With that Bonny would produce a list.

"Here is what we are seeking."

"Ah, that would clear things up. Let me see from this list you have sent me here..." The Ambassador would take a few moments to read over everything. He was no military genius but he did serve in the Soviet military at one time. "I believe we can agree to all but one of the listed items, Minister. That being the PP-19 Vityaz sub-machine gun. Unfortunately, this weapon is still in the development phases if I remember correctly. Instead, perhaps I could interest your armed forces towards the PP-19 Bizon sub-machine gun? If you'll excuse me for just a moment, I'll send a message to my contact at the Ministry of Defense so that he can give your government a quote on the things you wish to acquire." With that said he would go onto his phone and send an encrypted e-mail to the Ministry of Defense.

It would take only a few minutes for them to reply. "Ah, wonderful. For your order of 50,000 AK-101s, 10,000 GSh-18 pistols, and 9,000 other firearms the total would come to approximately 360,000,000.00$. For the domestic production rights of each of the firearms would bring the price to 400,000,000.00$. Of course, the price would become steeper with the need to construct factories to produce these firearms. But, alternatively, the Russian Ministry of Defense has offered Nigeria an alternative: We are willing to offer Nigeria the domestic production rights for all the listed firearms for free and pay for the construction of the factories to build them. In return, Moscow would like to discuss the possibility of signing a lease for Imperial Russian Navy ships to use Nigerian naval ports as permanent ports and resupplying stations to give Russian ships a direct port to the Atlantic Ocean. Do you think this could be discussed?"

"By all means this can be discussed. As a matter of fact, we were hoping for such an arrangement. Your ships and seamen would be most welcome. Once our new fleet is christened and our newest seamen have graduated from their basic training it would be our honor to conduct training exercises with your fleet. We have little Navy tradition and we would be fortunate to train along side your sailors.

"As far as the military hardware and prices all are acceptable as well is the PP-19 Bizon sub-machine gun. We believe, given the amount of small arms that will be produced we will construct two factories, both in the northern regions of Nigeria as a way to boost local economies with both permanent and temporary jobs. We can work out the price of the factories after we conduct a survey of sites.

"I also must send warm regards from Defense Minister Abacha, as he is pleased with our purchases from Rosoboronexport and would further like to fill out orders submarines and multi launch rockets, so he has asked to be on the lookout for that. He will also be the point man to contact regarding impending naval deployments.

"Minister Abacha has also asked if you would be willing to have a military exchange for ground and air forces as well. His desire is to have a regiment sized training center for allies to come and train with our troops on a rotating basis. Your defense minister can speak more to him about this, but his goal is to have a training base for urban combat, as well as terrorist/hostage scenarios. And lastly he mentioned body armor, which we are sorely lacking in. He asks for any assistance or advice on this.

Expect the 400 million to be sent to you in minutes. I have the authority to do so."

"That is wonderful news, Minister. I believe the Imperial Armed Forces wish to send two destroyers and a submarine if that's alright with your government. The Ministry of Defense will have a document faxed over regarding porting rights.

In the meantime, Rosoboronexport has recently began selling naval products once again, including submarines. I'm certain you'll be able to find something that suits the Nigerian Navy. As for a military exchange, I am certain the Tsarina would allow for our armed forces to train together. I assume this training base will be located in the north of your country? Regardless, training exercises for urban warfare and counter-terrorism is something that the Russian military would be greatly interested in, especially with the situation in Chechnya.

For body armor, we do have the 6B45 body armor available for export, it is currently the one used by all Russian soldiers in the army. We can offer you the domestic production rights for this armor free of charge, considering you are already purchasing 400,000,000.00$ worth of equipment. Once that payment is done then all blueprints and rights will be faxed over to your Ministry of Defense.

Is there anything else you wished to discuss or shall we begin to delve into the joint-exercises?"

"Delve, I love that word especially as it pertains to the Navy. We are very shortly after this meeting is over going to purchase 3 Project 630 Kilo submarines as well as 3 Gepard Class Frigates. For the time being we are going to be a Littoral Navy, so all the benefit goes to us if we are actually using the same ships. I am curious which destroyer you plan to deploy here?

As it just happens, our first group of sailors and submariners will be graduating from their naval in two weeks. We would love for it to have a speaker from Russia to come and speak at their address before our joint exercises begin.

We will also purchase several of the Bal Coastal Systems and at least two 4K44 Redut-M Anti-Ship Missile System's.

It will be just in time for your sailors to hit the shores here in November and possibly stay for a Y2K New Year's Eve they will never forget.

If we were to send them off to Nigeria now, they would arrive in time for the graduation of your sailors, surely. Additionally, we can have the command of the three-ship fleet, Counter-Admiral Apostol Egorov be the speaker at your sailors' graduation. Or alternatively, I could act as speaker if you wish.
