Defense Minister Bonny is modeling much of the armed forces on the Russian model, and we are purchasing about seventy-five percent of our hardware from you. Although we suspect any major military campaigns we may have in the future will be mainly bush wars, we are still in the process of developing urban assault tactics for small towns and cities. Maybe not urban in the Russian-sense in terms of population, but most of our small towns are mostly brick and mortar and our troops need to learn to fight in that atmosphere.

We are in the process of designing both a jungle training school and an urban fighting camp. We would welcome your input when it comes time to meet in two weeks."

If you are interested, Minister, there is a private company in Russia called Wagner Group that would be more than happy to structure the Nigerian armed forces modelling the Russian organization. They are relatively cheap for their services. Additionally, they also provide high-end training in various fields of warfare: asymmetric, guerilla and anti-guerilla tactics, mountain warfare, desert warfare, jungle warfare, urban warfare, and can also train your pilots. Purchasing their services would certainly give you more time to focus on other things to better your armed forces and perhaps we could also hire their services to aid us in training our forces in urban and desert warfare."

The Russian Ambassador would stand and go to shake the Nigerian Minister's hand, at this moment his phone would vibrate from a text. "Ah, Minister, it seems that Moscow wished for me to bring one last topic to you. As you know, Sweden has invaded and annexed South Africa and its people - something that is very dangerous for the African continent. The Russian government is currently in talks with the Congolese Empire in the hopes of assuring a bulwark against the Swedish. In doing so, my government has agreed to be the middle-man between a summit with Nigeria and the Congo in the hopes of having your nations sign a Non-Aggression Pact. Would Nigeria be willing to attend such a meeting in the Congo?"

"As far as the Wagner Group, our government is seriously considering working with them and Defense Minister Abacha to truly establish, well once again more Russian/Nigerian ties, but to also allow us to develop defensive needs that suit our unique situation in Africa and on the World's stage."

After shaking the Ambassador's hand....He would pull him aside.

"Mister Ambassador. I must tell you explicitly. The Congolese government and I already had a meeting. Without barely a formal introduction they wanted a defensive pact. This is not a South African issue. We are not going to simply work with them just because they are African. Anymore than you would work with Poland or Ukraine just because they are European.

They have proclaimed they want to be the African Superpower. So that makes them actually, my competition. If i understand the rhetoric correctly.

A few nights later Minister Bonny would be in his office. He has just gotten off the phone with Defense Minister Abacha to go over the details of the agreement with the Russian government and military. He is waiting for the final draft from his secretary to be printed it out so he can review it before he faxes it to the Russian ambassador. Minutes later she arrives and hands him a folder he opens it:

Context:

This treaty is to signify the tightening of relations and trust between the Imperial Throne of Russia and the Government of Nigeria and their armed forces. Contained within this treaty are agreements of both military and economic relations.

Article I

Nigerian Domestic Production Rights of Small Arms

According to this agreement the Nigerian military has domestic rights to the following small arms:
AK-101, GSh-18, PP-19 Bizon Sub Machine gun, Saiga-12 Shotgun, Dragunov Sniper Rifle, KSVK Anti-material Weapon, RPK-74, PK Machine Gun, RG-6 MGL, AGS 30, 9M113 Konkurs as well as rights to 6B45 Body Armor.

The Nigerian government will also receive 50,000 AK 101's s well as 10,000 Gsh-18 pistols and finally 9,000 of all of the other firearms listed and the ability to produce them and their ammunition.

Article II

Imperial Russian Navy Port Concession Agreement

This gives the Imperial Russian Navy access to the Naval ports at the Lagos Port Complex and Port Harcourt Naval Base respectively. This agreement allows for ships long-term stays of up to a year. This agreement also grants the IRN the right to construct temporary housing/domiciles for its stationed crew members upon review of the Nigerian Armed Forces. Modernization or refurbishment of said ports will done equally by both sides.

Minister Bonny would be in his office after just having finished his breakfast. He has a long day ahead of him. He asks his secretary to please make an encrypted call to the Russian Embassy and ask for the ambassador to meet him at his earliest convenience in this office. He would pore over his notes he had written down in longhand the night before. As he does, the red button on his phone lights up. It is defense Minister Abacha. He gives reports of the newly manufactured Russian small arms Nigeria is producing. Bonny thanks him for his diligence, but also reminds him of the upcoming Russian Naval visit. "Make sure the sailors and marines look sharp standing on the deck of the frigates."

On the dock of Port Lagos a large Nigerian military contingent would await for the Russian sailors and officers to disembark down the gangplanks. There is a a Nigerian honor guard as well as what it looks like to be a Nigerian Marine Company opposite of them dressed in their dress uniforms with black AK-101's proudly at port arms. Next to the marines and honor guard are a row of BTR-90's and BPM3's IFV's on the other.

At the center awaits Defence Minister Sanny Abacha and the Secretary of the Navy, Daniel Ocho. Just as the first Russian officers appear from their ships three Mig25's screech overhead bellowing white blue and red smoke, the colors of the Russian flag.

The Russians were disappointed they had not participated in the war against Turkey, but they were quite happy to have finally reached solid ground.

Counter-Admiral Apostol Egorov would be leading the officers of the newly established Atlantic Fleet. Upon approach, he would shake the hands of Minister Abacha and Secretary Ocho. "Thank you for having us, gentlemen."

Bonny would lead the admiral into a black dressed up Humvee with two more in the front and back and motorcycles on the side.

"This is a big deal, Admiral. We hope to learn from your force deployed here, obviously. But we also hope our arrangement could also influence Roxonsport to sell us weapon systems that greater increase our defensive capabilities. Our ground forces are sound and well-trained.

But we must expand our naval and air capabilities."

The driver turns and turns the vehicle past vistas of ordinary Nigerians doing work. Washing buckets. Repairing cellphones.

"Admiral, you are most welcome to stay as long as you want. I am most interested in a planned naval exercise when you are ready,"

With that the Russian delegation of admirals and officers are taken to the Lagos Hilton.
