A private and encrypted diplomatic cable would be sent to the office of the Bureau of African Affairs, Assistant Secretary of State for African Affairs, Eva King from the office of Nigerian Foreign Minister, Ochuko Bonny.

Dear Secretary King,

Please allow me to introduce myself. I am Ochuko Bonny, the newly sworn in Foreign Minister of Nigeria, equivalent to your Secretary of State. I have been tasked by my newly elected President Mr. Akuwhukyu Acho to bolster Nigeria's diplomatic ties around the world. Nigeria is a burgeoning nation born from the sins of colonization and the horrors of civil war. President Acho has several plans to right our economy and prepare Nigeria for the 21st century. I am looking to establish a trade agreement and from there seek US guidance on several of our newly planned infrastructure projects.

Foreign Minister Bonny,

I am happy to hear from you. As one of the most populous nations in Africa and also one of the nations with the most potential, the United States holds the Republic of Nigeria in high regards. I would be more than happy to negotiate the opening of economic and political relations with Nigeria. Firstly, I hope that you would welcome an exchange of ambassadors and opening of embassies in each other's capital cities? The United States is prepared to appoint and dispatch an ambassador from Washington. Also, we are very much open to assisting your nation in economic and infrastructure development, as I'm sure it can be beneficial to both of our countries, and most importantly the Nigerian people.

I was also wondering if your government has kept you up to date on the Swedish occupation of South Africa? Our government and the Republic of Korea have submitted an emergency resolution to the Global Assembly that will require Sweden to leave South Africa and end its colonial ambitions there. I hope that we can garner the support of the Nigerian Ambassador to the Global Assembly for this resolution. Colonialism is entirely unacceptable in this day and age, and is an affront to international law and basic human dignity. Our only motive is to ensure that Sweden leaves the African continent and does not maintain any kind of political control over the nation of South Africa and her people. It is our hope that with assistance of the other members of the Global Assembly, we can allow the South African people to have their own representative government and, for the first time, elect their own leaders and their own head of state. I hope that you will support us in this mission.

Dear Madame Secretary,

I truly thank you for such a warm and generous response. Nigeria would certainly like to establish formal diplomatic and economic ties. I will be sure to appoint an Ambassador Immediately from our growing foreign service, many of whom have studied in the States, in particular at your prestigious Tufts University.

As for economic ties, we would like to open up several channels to your numerous ports especially Nigerian Cocoa and oil seeds. Nigeria itself would be most interested in American foodstuffs, medical instruments and circuits.

As for infrastructure projects, perhaps I could have the newly appointed Ambassador from Lone Star INC. as Nigeria has two aging ports that must be completely refurbished or scrapped and have two newly built.

With the Swedish situation in South Africa, my government, is quite concerned, being a former colony ourselves. We consider the Swedish occupation to be quite drastic, even with the disgusting South African Apartied regime, war and furthermore occupation should be the last resort. So, yes, you have Nigeria's backing at the UN.

While we are unable to appoint ambassadors who are engaged in private industry, as this may cause a conflict of interest, the Nigerian government is more than welcome to contact Lone Star to restore its ports. I’m sure they would be more than happy to help your country in its next stage of development. We will be dispatching Abraham Musa to be the American ambassador to Nigeria. Also, I am happy to hear that your government is against colonialism in Africa. We will decidedly stand with African nations to stand against this kind of subjugation.

I anxiously await for the arrival of Ambassador Abraham Musa. I hope once he gets settled he will set up an appointment with me. There is much to discuss, as I hope for robust economic ties between our two countries. I have appointed Amobi Okoye as Ambassador to the United States. He has B.A and M.A. degrees in International Relations from the University of Michigan. He has served in our foreign service in different capacities, his latest stint at the GA as an assistant to our representative. I look forward to a fruitfull relationship with the United States.

Ambassador Amobi Okoye and his diplomatic entourage would be welcomed to the United States and shown where their embassy would be in Washington D.C. Meanwhile, Ambassador Abraham Musa would travel to Nigeria in order to establish the American Embassy in Nigeria. After a few days of getting things organized and appointing a staff, Ambassador Okoye would agree to meet with Foreign Minister Bonny at his earliest convenience. He would bring with himself a few members of his staff as well as some unclassified diplomatic paperwork to help him answer any questions on topics they may want to discuss.

Ambassador Abraham Musa waited to be able to meet the Foreign Minister at his earlier convenience, as there was an important topic that he wished to discuss. He was prepared to head to the Nigerian government quarters. With him he had a number of diplomatic papers and further information which he wished to go over with his new Nigerian colleagues. The Ambassador waited in the embassy to receive information from the Nigerians so that they could start to make some progress and have further discussions.

Foreign Minister Bonny would be notified of Ambassador Musa's arrival in Nigeria Though he had several things on his agenda this morning, the American ambassador is the American ambassador. He patched through a call to his secretary. "Clear my schedule at once. And call the American embassy through this line. I will wait. Make sure it is a secure line as always." While waiting for the line to clear, Bonny would pull up his file on the USA on his laptop. He had prepared questions along with other facts and details about the USA that he wanted to have ready. Finally the secretary would bark into the phone, "Minister Bonny, the call is ready."

"Hello, Ambassador Musa. This is Foreign Minister Bonny. I hear you have arrived. Would you like to come in for a meeting?"

Ambassador Musa answered the phone on his side through a secure and encrypted phone line. "Good morning, Foreign Minister Bonny. I would be more than happy to come over to the Foreign Ministry for a meeting with you. Does this morning work?" he asked.

If Foreign Minister Bonny agreed, then the ambassador would immediately head over to the Nigerian Foreign Ministry to meet him. A few members of his staff traveled with him, as well as two Diplomatic Security Service agents. Once they arrived at the Foreign Ministry, Ambassador Musa would produce his diplomatic papers and say that he had a meeting scheduled with the Foreign Minister. He would patiently wait to meet with his Nigerian colleague.

"Yes, absolutely. I am happy you are finally on the ground here in Abuja. There is a side entrance on 3rd Avenue for higher profile visitors. The street will condoned off. I will notify the Foreign Ministry's guards of your imminent arrival. They only open the street upon my authorization. Just present your Diplomatic Credentials. I look forward to seeing you soon. I will meet you at the doors of the courtyard"

With that Bonny hangs up the phone and dials his personal security officer. "Have extra guards posted on 3rd avenue immediately. The new American Ambassador, Abraham Musa, shall be arriving soon. Ensure you work efficiently with his security staff. That will be all."

Bonny then dials his secretary. "Yes, have my private meeting prepared at once. Laptop. Overhead projector. Snacks for an American. It must be spotless."

If he was allowed in, Ambassador Musa arrived and would meet the Minister of Foreign Affairs. He would appreciate the cleanliness and professionalism of the staff. Once he and the Minister were alone he would shake his hand and, if offered, take a seat in the Minister’s office.

“Thank you for allowing me to visit on such short notice,” the Ambassador said. “There’s a few topics I wish to discuss, and I’m sure you have some as well, but right now the most pressing for us is the situation in South Africa. The President has instructed me to ask you if the United States can lease Port Harcourt International Airport for a year. We would use this in the event that the United States participated in an effort to liberate South Africa. If your government is willing to do this, we would ask that the airport is fully turned over to us for the duration of the year and that we be permitted to fully staff it and have security posted, and have exclusive use of it. Would you be willing to allow us to do this, so that we can help with the South African situation? If we can, I can’t stress enough how this must be kept secret.”

After welcoming the Ambassador to his office Minister bonny would offer him a chair across from him in front of a large coffee table, neatly stacked with news periodicals and magazines.

"Again, it is good to meet you on such short notice. And I would first like to state that everything said here will be in full confidence."

He would listen intently as the Ambassador spoke, sometimes nodding in agreement, more than once jotting down some notes. When the Ambassador would finish Bonny would nod his head and smile,

"Mister Ambassador, I of course, cannot speak for the President and we will have to have a cabinet meeting before a decision, but sure there will be unanimous approval with some guidelines of course. When do you need to know the Nigerian position?"

"I am very happy to hear that your government will most likely be willing to go ahead with this," he said. "I trust that if your government does approve of this measure, they will not publicize it," he said.

"I would like to know, specifically, if your government supports the liberation of South Africa and if your government would be willing to send peace keepers once we have troops on the ground in South Africa? I think that it would be important to have an African nation involved with the struggle," he said. The ambassador leaned forward and listened carefully to his Nigerian colleague.

Minister Bonny leans back in his chair and brings his hands together, his fingers touching. First at his chest tapping all but the thumbs as he contemplates what this offers means for his nation. He brings his hands to his face, his index fingers to his mouth as he swallows the information. He then leans back forward to the Ambassador.

"To answer your first question, no. This, um, operation will be known amongst the inner cabinet, a total of 5 men. To answer your second question and third, most definitely yes. We support the liberation of South Africa, and as our Ambassador to the GA but it oh, so ineloquently at the GA....."If this were 2001 Nigerian troops would be on the ground in South Africa as we speak."

Minister Bonny would lean back in his chair again and collect his thoughts.

"However, Our newest troops the formation of this government have only just finished their first eight weeks of boot camp. They still have another four months of specialist school. That puts us in the autumn of ninety-ninety. Even in a support role we would love to be there.'

"There are three other things that come to my mimd right at this instant that will need to be addressed. First, how does Nigeria shut down its third largest airport serving close to a million passengers a year? Without causing any suspicions? We are in discussions with a third part nation, someone you may close with, about developing a brand new international airport in Lagos suburbs of Ibadan. We want to use the Lagos land for other projects.

Nigeria could simply say we are shutting down one airport to save on the new budget for the 21st Century in Ibadan.

Two, there is also an actual port at Port Harcourt. And coincidentally our new Director of Infrastructure and Development has been assigned the renovation of the Port for both commercial and military use. I believe he was supposed to contact Lonestar. Perhaps an independent contractor could be brought into this for consultation. Because we were thinking a port rivaling Singapore.

"Third, but I guess this is more our problem, but it is the elephant in the room that most be spoken of. We were already colonized once. Many of the cabinet we either young children, or not alive when we were a colony. The same goes for the Civil War, save for some in the Defense ministry, most were either young children or diaspora.

I have no doubt President Acho can explain to the Nigerian people why he allowed the US to use Nigerian soil as a staging ground for war. I have no doubt he will say it is a staging ground for freedom. But," he let that last syllable hang in the air. "If this is agreed, upon. We do not want it to get out anymore than you.

Let's have a drink, if you do not mind. I hope you like strawberry Daiquiri's." Then Bonny would burst out laughing. "Just kidding, Mister Ambassador. How about a Remy Martin?"

Minister Bonny would rise from his chair and move to a mini bar in the corner of the room. Musa would hear chinks of ice being tossed into glasses and drinks being poured. Bonny would come back a drink extended in his hand.

"Tell me, Mister Ambassador. What have they told you besides coming over to ask for permission. President Acho is having a high-level meeting but I can get him pulled out by 2100 local time and have Cabinet meeting tonight. But I would like a little more to go on. Size of deployment, etcetera."

"Remy Martin would be wonderful," the Ambassador said politely. "I think your idea of saying that you are temporarily shutting down the airport is a good idea... If you would indeed be willing to lease us the airport, and you were interested in using an American company to construct your port, I think that we could come to an arrangement where the United States would be willing to provide a portion of the funding. We could offer $300,000,000 as a... 'Grant' for your government to use on the port. I imagine that the port would cost more than that - you would need to contact Lone Star - but I am sure that would help offset the cost. I imagine the United States issuing such a substantial grant for Nigerian development may help convince President Acho and his cabinet," he said.

"In regard to the size of the deployment... I'm afraid that is information that is not directly shared with me. I can tell you that the United States would use the airport to bring medical supplies, food, water, troops, and equipment. I am unaware of how much would be passing through the airport, but I imagine it would be significant in the beginning. We would probably also station some tanker aircraft, for emergency fueling, at the airport as well just in case," he said.

After handing the glass to Ambassador Musa Minister Bonny holds his glass slightly up in the air, he is not celebrating yet. "To high expectations." And with that he takes a pretty strong sip from his glass lets pout a little sigh and places the glass onto a coaster made of seashell fragments.

"Three hundred thousand is a good number to start with Lone Star and I ensure you I will tell the President personally and someday he will be able to thank you in person in kind."

Bonny would pause and take another mighty sip from his glass, almost finishing it.

"As far as the Lease," he would pause on the word, "As far as the lease is concerned, were you given an opening figure I could take to the President tonight on how much you would be willing to lease the airport for for a year? In this regard, I know I can speak for the President when I say, he will not look at this venture, not as a strategic partnership, but the groundwork for a great friendship. But a lease is, still a lease.

"Our offer for the lease of the airport is $100,000,000, and also the value of the lives of the thousands of Americans who may die, and the tens-of-billions of dollars that we will spend on liberating fifteen-percent of the African continent.... If you ask me," he said as he sipped his drink, "I think that is quite the bargain." The Ambassador removed a document from his briefcase and reviewed it, before looking up at the Foreign Minister.

"Do we have a deal, Foreign Minister Bonny?" he asked.
