Greetings, It was to my great dismay that I noticed that somehow my offices have failed to yet make contact with yours, I express our apologies for this tardiness and wish to express our thanks to Prime Minister Abe on his statement of solidarity with Japan. We are most appreciative of the support of the world community.

Further we would be most interested in the formal opening of trade relations with Japan as well as a signing of friendship and cultural exchange. We would also like to discuss the procurement of a naval equipment contract ensuring a supply of Japanese hardware to our navy.

I would like to intruduce myself. I am Kono Taro Minister of Foreign Affiars. You don't have to apologies we all had our meetings with other nations that kept us busy.

First I would like to announce that Japan has closed the Japan Defense Industries. Due too recent events that happened in the world.
All governments have to contact the Ministry of Defense before being able to purchese military equipment from Japan.
But with your current relationship with Argentina and China. Nigeria is on the "white list" and is able to buy any military equipment/vessel without any restriction.

What kind of ships are you looking for the Nigeria's Army?

We are looking specifically to acquire nine more Akizuki Class Destroyers as soon as possible.

As for infrastructure, we would be looking to contract a Japanese Company to build a High Speed Rail connecting Kano to Abuja and Abuja to Lagos and then Lagos to Port Harcourt, we believe such a project is feasible with Japanese Engineering, and we would welcome representatives to come and inspect potential sights for the lines as well as give our government details on what we can expect to pay for such a project.

The Akizuki class costs 803,000,000$ each. So that would be in 7,227,000,000 in total. Due to the quantity of the order you won't have to pay for the VAT.
The order can also be paid in 3/6/9 months.

There are currently some of our architects and Engineers on the way to Lagos to discuss the details about the project.

We are most happy with this price and we are most grateful for the exclusion from the VAT, truly Nigeria and Japan are destined to be great allies. This ship, while expensive is indeed an impressive vessel, and will make up the backbone of several of our blue water fleets, we are most happy that you have allowed us to acquire such a number of them. We would hope to pay for the ships in three equal installments, one per month if possible.

We are happy to await your engineers and your proposal for creation of the high speed rail, we believe the contract will be most lucrative.
