A Private and Encrypted diplomatic cable would be sent from Nigeria to South Korea

Greetings President Kim,

I am Akuwhukyu Acho, newly elected President of Nigeria. Our nation looks upon yours with great envy and admiration. I wish to propose a meeting between us at your earliest convenience to discuss economic and trade possibilities as well as infrastructure and military projects. Perhaps our Ambassadors could hammer out the details first, but it would be an honor to meet you on my first trip abroad as President.

Sincerely,

President Acho

Dear Your Excellency,

Thank you for your kind initiation of relations between the Republic of Korea and Nigeria. As Ambassador of the Republic of Korea to Nigeria I am hopeful to act as an intermediary between our countries to advance economic and trade ties and offer our deep knowledge in infrastructure, development, and military projects across your country. I am certain President Kim would be honored to host you, however, H.E. President Kim is currently attending the Jeju Summit.

I would be honored to meet with you in stead in your residence to formulate our ideas on the possible agreements we may sign and allow for a smoother transition for a Korea-Nigeria Summit in the near future/

Signed with sincerity,
Ambassador Lee

A Private and Encrypted diplomatic cable would be sent from the President's office to the desk to Ambassador Lee's Office.

With a look of glee President Acho would dictate to his private secretary the following message:

Greetings Ambassador Lee,

First and foremost, I hope your posting in Nigeria has been pleasant. Despite the May heat and rain, Nigeria can be a most hospitable place. As newly elected President of Nigeria, it is my utmost duty to enrich the lives of my citizens. "Build Dreams. Restore Hope."
Was my slogan and I aim to do that. I have an outline of infrastructure projects I would like to share with you that perhaps Korea could help with.

First and foremost is a dual track national railway. We must upgrade our roads, as we do not have a national highway system. We must renovate our schools. All of this can be done with your technical assistance.

Please do not hesitate to request a meeting.

Yours,

President Akuwhukyu Acho

Dear Your Excellency,

Thank you for your kind words. I am indeed enjoying my posting in Nigeria. I have been following the elections and I am honored to witness this vision for building dreams and restoring hope. We would be happy to begin construction on a dual track national railway and can provide both technical and material assistance. We can also assist with construction materials for schools and roads and are willing to bring KOICA (our overseas development & assistance agency) with us to these discussions.

We would also be willing to send technical staff to Nigeria through an agreement to assist with Nigerian engineers and architects in their projects. We would also be willing to offer at a discounted price trains and vehicles to Nigeria to assist our brothers and sisters in the de-colonized world.

Ambassador Lee

Another encrypted cable would be sent to Ambassador Lee's office.

Greetings once again Ambassador Lee,

I would like to formally invite you to the Presidential office for a formal discussion. In the state room we can do a simple meet and greet with the Nigerian Press. Perhaps you would like to invite Korean Press as well. After the short news conference I would like to adjourn to my office for our formal discussions. Laptops and large screens will be provided for Power Point or video presentations.
I would also like to invite my Foreign Minister Ochuko Bonny, who also acts as my Financial Advisor as well as my Sany Abacha, my Defense Minister. Discussions may take longer than a day so during breaks we can chat informally at my local residence nearby.
Please feel free to take a few days if you need to ready yourself or your staff for our discussions.

I look forward to hearing from you soon.

Yours,

Yours,

President Akuwhukyu Acho

Greetings once again Ambassador Lee,

I am glad to hear of your countries serious interest in Nigerian affairs. Let us arrange to meet in the first week of June. I have already arranged for Defense Minister Park and Chief Secretary Han to stay in villas at my private residence. Plan to stay several days. Your entourage will be taken care of in all aspects of security and hospitality. From the moment you enter Nigerian airspace you will be treated like royalty. And that, word, royalty. Is not thrown around in a former colony often. We are truly doing groundbreaking work here.

Sincerely yours,

President Akuwhukyu Acho

Greetings once again Ambassador Lee, I am happy to hear the news that the Ministers can indeed join us. Yes, having your own armored vehicles is of course acceptable to the Nigerian government. I understand your need for security, especially on a first visit. For the day of the visit I would like to ask that you come to the presidential office first and then accompany me together to the Nnamdi Azikiwe Private Wing Terminal, Abuja International Airport, to meet your delegation. The Aso Villa where I work and stay is a little too ostentatious for my liking, but I can work on that later. Just inform your delegation when they are about to enter Nigerian airspace, so that Nigerian jets can accompany them to the airport.

Look forward to finally meeting in person,

President Akuwhukyu Acho

The ROK Aircraft would leave Seoul on Friday evening. The days prior, the ROKAF airlifted 3 Chevy Tahoe armored vehicles and 1 Cadillac premium vehicle. The ROK Minister of National Defense and the Chief Secretary would be joined by 2 junior foreign affairs aides, 3 army aides, 2 blue house aides, and the Vice President of KOICA. Alongside their detail of 15 P.S.S agents armed with the standard Beretta 4x4 sidearm, bullet proof armor, and each having a specialized rifle or submachine gun either a K2 rifle or a UMP submachine provided, the aircraft would make its departure and landing according to the norms of international travel.

As the aircraft neared Nigerian Airspace, the Ambassador would join H.E. President Acho in his office and join him to welcome the delegation. Once arriving in Abuja International inside the private terminal, the aircraft would taxi while the previously brought armored vehicles would be taxied into a motorcade nearby. After completing the necessary checks and safety standards, the aircraft would come to a complete halt and the Koreans ready to meet their hosts. Inside, a number of gifts, offerings, and items were being unloaded and checked in for the President.

As the plane comes to a stop a staircase would be moved to the plane. Once the door opens and the Korean delegation emerges from plane the Nigerian Army band plays the Korean national anthem. President Acho leans over to Ambassador Lee and says, "This is such a beautiful moment for my country. I am happy you a a part of it."

President Acho would shake hands with each of the delegation and turn and wave as the crowd that has come to meet the delegation as he escorts them past the Honor Guard.

President Acho would grab the Defence minister by the crook of his arm and point at the Cadillac Premium, "Allow me to show you the way." An aide would open the door for the two men to enter, joined by Ambassador Lee and another Nigerian man. "This is Ambassador Ogbah. I think you will get to know him well." Ambassador Ogbah would slightly bow as he shakes hands with the Korean delegation.

The Cadiallac would move forward flanked by Nigerian Special Unit Police on motorcycles and three Humvees painted black to lead the convoy with the remaining Korean vehicles in the rear. President Acho points at one of the several K500 Defender helicopters circling above the motorcade, "Next time they will be F-16's."

The motorcade finally arrives at the Aso Villa just moments later. President Acho would lead the Vice President and Defense Minister to a small room with two podiums and a press corps of around fifty, camera flashbulbs blinking.

"President Acho, why would the nation of Korea be the first for a state visit?" a female reporter from ITV would shout above the many voices in the room.

"Very simple," Acho would reply with a shoulder shrug. "Korea sets the standard for a once small nation, divided by war and by Western powers. What this nation has done in such a short time, is nothing short of a miracle. But a miracle with a plan. And one we will try to emulate here in Nigeria."

A BBC reporter would ask Korean Ambassador Lee. a question. "Mister Ambassador. This is quite the delegation. What are your goals for this conference?"

Ambassador Lee: "As am I your excellency. I look forward to this day. May we both see prosperity for our people." He said as the plane opened and the aircraft walk extender descended. National Defense Minister Park would be the first to get out as he was was greeted by President Acho, having been raised in Virginia, The National Defense Minister would be able to converse confidently with the President. "Your excellency, it is a pleasure to meet you. President Kim extends his deepest regrets he could not make this visit. This is Chief Secretary Han, he is President Kim's point man and respected confident" He said pointing to the man in the dark blue suit, as the two followed the President to the Cadillac. "It is a pleasure to meet you Ambassador Ogbah." The Minister and Chief Secretary spoke with Ambassador Lee and exchanged some words in Korean. "We would be happy to send you a squadron of our KF-16 pilots to help your air force train." The National Defense Minister said as they discussed the K500 and F-16s.

Inside Aso Villa, Ambassador Lee listened to the BBC reporters and President Acho's statements and when prompted he added,
"I thank the his Excellency the President for his kind words. Our experience under Japanese colonial rule was both traumatic and consequential. However, just like the Nigerian people, the Korean people have risen up to the occasion to the development of their nation.

As for our goals, we hope that we can advance our relations and build a strong partnership. Helping the African continent is a crucial part of President Kim's foreign policy objectives. We hope to launch similar programs conducted in Pakistan and Thailand to assist in educating and training specialists, finance construction of infrastructure, discuss security cooperation agreements, and help develop the Nigerian state."

After a few more polite exchanges between the Nigerian and Korean press corps President Acho would thank the press for coming and welcome them to return after the Summit. He would then ask The Korean delegation to follow him and Foreign Minister Bonny into the the Private Area of the Aso Villa to a round dining table were assorted Korean and Nigerian snacks have been prepared. "I had the Korean Embassy Chef and my personal chef prepare the dishes." On the table would also be a few bottles of wine and whiskey. "My new friends," President Acho would say, "I know you have had a long journey, let us dine a little as we go over the broad strokes and then we can do a deeper dive when we are all better rested."

He would gesture to an aide he would spring towards a wall and pull down a projector screen. The room would darken. President Acho would hit a button on his laptop and the screen would light up:

The Korean delegation followed their Nigerian hosts into the round table where they accepted their hosts kind offer to sit and eat. Sharing their meal over Nigerian and Korean food. Chief Secretary Han, the more senior of the Korean delegation would speak on behalf of the Korean Government. "Thank you President Acho for your hospitality. In Korea, the our family unit is built around the idea of sharing a meal together. I hope that this cultural exchange is reflective of Korea and Nigeria as brothers in the desire for building a better future for our citizens. Your Government has shown an interest in one goal, a future for the Nigerian people. Our Government finds it most admirable and respectable. H.E. President Kim on the occasion of the independence of the Korean people reaffirmed his commitment to the basic idea of a dignified life for all peoples.

I believe firmly that your Government embodies this basic idea in all that is wishes to do. Please, consider Korea a friend in your quest for this goal." He paused before proceeding. "Around the world nations act line hyenas waiting for their prey to be at their weakest before seizing them. Without a developed nation, no one can expect to stand up to these thieves. The Korean Government with its own experiences is more than ready to offer a hand to help your Government in your rightful desires to build a better future. I likewise look forward to our talks tomorrow. H.E. President Kim prays for the day when Korea can look to its side in the International forum and see nations such as Nigeria, Vietnam, and Brazil to its side as equals with the powers of the past. Where we stand firm and no longer the pawns on a chess board. May we all live to see this goal." He raised his glass in cheers as well, Geonbae! taking a sip from his drink in a rather informal occasion of cheering.

President Acho is smiling as he clinks his glass with Chief Secretary Han. He gazes around the room, surprised. Surprised by just a shockingly short time ago he was not even President. Surprised by how shockingly fast this Summit has come together. And then has he takes another sip from his glass and sighs deeply, as if his body knows how much work lays ahead. For his resolve. He takes another breathe before he speaks. "My dear friends, I must say again how wonderful it is to have you here in Nigeria. I know it has been a long flight for all of you." He checks his watch. It is 1830 local time. The Koreans have probably been in the air for nearly a day with stops. Even staying in first class that is a long haul.

"Why don't we meet at 0900 tomorrow? You can have a private breakfast together and discuss some of our proposals in our adjacent conference room."

President Acho once again raises his glass/. "Gentlemen. to the friendship and prosperity of our great nations."

With that there are handshakes amongst the delegations and the Nigerian wait staff politely escort their Korean guests back to their villas.

"I look forward to meeting you tomorrow and discuss the proposals more in depth. To a prosperous friendship!" The Chief Secretary said a little drunk as he and the rest of the Korean delegation left for their lodging in the villa complex and waited for their meetings the next day. The Chief Secretary would sit in the evening and overlook proposed legislation on the CCASA and the Refugee Resettlement Bill. In the other room, the National Defense Minister would communicate through secured communications in his private room with the Joint Chiefs of Staff and the National Security Council regarding the upcoming deployments and issues to be addressed. After which the Korean delegation would get much needed sleep.
