I'd like to suggest adding a new section to the National Administration forum specifically dedicated to non-state actors, such as insurgent groups, militias, terrorist organizations, resistance movements, or criminal syndicates. This new area, possibly titled something like Non-State Actors & Irregular Forces, would give players a centralized space to build out and manage these organizations. Similar to nation sub-forums, players could create detailed profiles for their groups, outlining things like ideology, structure, leadership, funding sources, area of operations, and known activities. Having a dedicated space for these entities would allow players to more easily reference and engage with them, whether in RP events, news posts, or diplomacy. It would also open the door to more asymmetric gameplay, underground alliances, and dynamic storytelling. Threads within this subforum could include templates for organization sheets, areas for incident reports or attack logs, alliance offers, and even optional planning threads for operations. This addition would enhance the RP opportunities, especially in regions marked by instability or conflict, while also providing a creative outlet for players interested in irregular warfare and clandestine politics. I understand we want a more cleaner forum spaces and this would add a 'fifth' section, which would be uneven. So open to suggestions where this forum would live, per say.

I support the general idea of institutionalizing non-state actors into MN gameplay. Indeed, it allows players to explore new avenues to roleplay. However, I disagree with the specifics that such a sub-forum should be located in the National Administration forum. This decision would imply a potential need for formalized registration of new entities. I suggest that we introduce a new sub-forum in domestic affairs, as it is unlikely that we are supposed to control non-state actors in other countries or NPC nations without explicit consent or administrative approval. Regardless, I am upvoting this idea.
