NORWEGIAN GOVERNMENT
Security Classification: ENCRYPTED

Audun Halvorsen would make a call to the Ministry of Foreign Affairs in Spain with the intention of opening diplomatic channels with the Republic of Spain. He leaned back into his plush office chair as he awaited an answer from his counterpart in Madrid.

"Mr. Secretary, a pleasure to speak with you, sir. I hope things are going well in Madrid irrespective of the financial crisis which has unfortunately fell across Europe."

"Fortunately, we don't have a presence in the stock market, however it has hit us still as hard, we are taking measures to prevent further economic downfall. How are things in Oslo, as it affect Norway as much as other nations?" The Line would be cut, due to what was happening in Russia. Picking up the call again would be the Undersecretary of State.

"Sorry Mr. Audun, but theres a situation unfolding in Russia and the Secretary only contact is towards this Administration, sorry for rudely interrupting your conversation, know that I have all authority to speak with you about all the issues we face in the world. Especially now Russia, how do you view the sudden rise in communist riots?"

"No worries, pass on my regards to the Secretary and I hope we can speak again in the future. The rise in communism in Russia is quite concerning and we have placed a travel ban on those crossing into Russia and vice versa on the Norwegian-Russian border. What is Spain doing to combat the threat of Russian communism rising?"

"We have various tools at our disposal, and we hope to also have Norway's support on this, firstly we need to help the Russian economy, where we like it or not, its going to affect us greatly if we do not take swift action, and this crisis is being used as the main driving point by the Communist backed riots in Russia. Now, heres the thing, we cannot afford to act in a agresesive economic intervention with Russia, other wise it will escalate further. What we have to do, is to help them in a less interventive way, otherwise the riots will pick up steam using our help and distorting the truth. Right now, the Spanish Republic main goal is to prevent this from happening, one goal at a time. If we can foment the Russian Economy, and cull their skyrocketing debt, that I'm sure the riots will stop, and the Russian Government will be able to return to normalcy.

Now, if the Soviet Union does reappears born from these violent riots, we should follow the same policy as the Reagan Administration did, containment and non-appeasement. We do not want a second iron curtain falling in Europe. I hope we can also have the Norwegian support on these measures?"

"Of course, their debt is quite concerning and we are currently monitoring the situation in Russia and we're always looking to help out where we can. My main focus of this call was the purchase of military hardware by your government - Spain is a world leader in defence equipment and we're looking to improve our armed forces capabilities, is this something that you would be willing to help us with, sir?"

"Regarding that, we could, however it would very much depend on what equipment you are looking for, if its to advanced it could create a national security issue. We are currently very protectionist of our equipment, however we feel we can trust Norway. What do you have in mind regarding this?" he would pause. "I would also like to enquire regarding the Nordic Council and how does it work and function as we are interested in becoming an obvserver nation if that is possible."

"We're currently looking to buy the Fridtjof Nansen-class frigate which will become a key part of the Royal Norwegian Navy, the Nordic Council is a multitude of nations stretching around the world, from here in Europe to the newly appointed Republic of Korea as an observer nation. As a member of the Nordic Council, you will be able to appoint an ambassador to the Nordic Council where you can express your views on a number of subjects. We recently held a debate on the Russian and European financial crisis where we came to a conclusion on how to vote in the Global Assembly. Overall, we're a group of nations with the same-shared interests, global cooperation in a number of fields as we strive for a better and diverse world as we promote equality and fairness."

"The Fridtjof Nansen-class frigate? That is quite a valuable asset that we have at our disposal, especially with the AEGIS system in place, we will have to contact our US partners to know how do they feel about this product being sold to Norway, further more we will have to coordinate with our own interests, its mostly due to its capabilities with its surface to surface missiles. Hopefully we will return to you with an answer. Prehaps the removal of the AEGIS system from the ship alongside its Land attack missels, because we fear that it could pose a threat to our national security. Especially given that Norway and Spain don't have a very close relationship at this moment."
