Dear President Hafez al-Assad, I would like to offer my congratulations on behalf of the Kingdom of Norway on your election victory, it is good to see that democracy has prevailed which has lead to your election. I have been watching your victory speech here in Norway and I am glad to see that Syria is back on the world stage and you are looking to the future as you invest in your national economy and look to rebuild leading into the many years ahead. I would like for a member of my government to visit you in Damascus to meet with yourself so that we can begin a relationship between Norway and Syria. I look forward to hearing from you. The Minister of Finance was a devoted Muslim and had been given the task of leading a visit to the Syrian Arab Republic, a first for any Norwegian official so all eyes were on the Minister of Finance. Hadia Tajik was to be joined by various officials from the Ministry of Foreign Affairs and departed Damascus onboard a Scandinavian Airlines flight which was bound for Damascus International Airport.

The Norwegian Police Security Service had deployed thirty agents alongside the delegation due to the high risk environment that the politicians were heading to, they each wore a bulletproof vest under their suits and each agent carried a fully loaded Glock 17 with three extra magazines which was declared to the Syrian Arab Republic before landing in Damascus.

The Minister of Finance was chosen to welcome the incoming Norwegian Minister as they were counterparts in their respective governments. Along with him was a representative from the Foreign Affairs office as the Minister of Foreign Affairs was currently occupied. For security the Army deployed the 1st Regiment, 1st Infantry Division to secure the airfield and set up check points along the route from the airport to the Foreign Affairs building to ensure a smooth direct drive.

Both government representatives would be waiting at the bottom of the aircrafts door with a honor guard contingent holding both the Syrian and Norwegian Flags.

Hadia Tajik touched down in Damascus early in the morning, stepping out from the plane was extreme due to the heat from the local weather had met her when she left the confines of the Scandinavian Airlines aircraft as she made her way down to meet her Syrian counterpart as she offered a warm smile. Security was tight as the agents took in their surroundings incase anything was to happen during the course of the visit, for the same reason it was decided that the pilots and crew onboard would stay with the aircraft incase a quick departure was needed.

"As-salamu alaykum, it's a pleasure to be here in your wonderful country Minister. Prime Minister Stoltenberg sends his regards and hopes you and your fellow cabinet members are doing well, shall we head to the Ministry of Foreign Affairs building so that we can begin talks?"

Khalid al-Sioufi would return the warm smile.

"As-salamu alaykum Minister, we are happy to welcome you as the first foreign government official to visit our nation in recent years."

He would gesture to the representative to the Foreign Affairs office quickly introducing him as a representative for the Minister of Foreign Affairs. After that he would lead them to the motorcade which had several empty vehicles to allow the Norwegian Security detail greater mobility as they were the most capable force of the group given Syria's lacking capabilities. Thanks to the work of the military the motorcade would find no issues in getting quickly to the Ministry of Foreign Affairs (Though everyday drivers would be highly upset at the delays). After arriving the party made its way to a conference room where the respective parties would take their seats and be served light refreshments.

"So Minister I assume you didn't come all the way down here for just a cup of tea" Khalid al-Sioufi would say smiling.

Hadia Tajik and her delegation made her way into the confines of the conference room whilst security took up positions around the building as they made light chat with their Syrian counterparts which was all the more difficult due to the Norwegian, English and Arabic language barriers. Hadia took the time to sip on a cold water after taking her seat at the table.

"Of course not Minister. It's a pleasure to be here in Damascus and the Norwegian Government is excited to hear of your President's election and hope that Syria can start to rebuild its economy, infrastructure and armed forces. What are the plans of your President across his term as President?"

"It is a pleasure to have you. As is said at the airport you are the first foreign government official to arrive in our nation and I hope that signals a return to normalcy."

The minister paused to take a quick drink of water before continuing.

"As you may now after the start of the world wide economic crisis we as a nation came as close to a failed state as possible and we are lucky our country came out in a better shape then many would have thought. Our president was in power before the collapse and remains in power after the recent hardships, he has seen what lead the nation down that dark path and he wants to take this second chance to fix the mistakes of old. At this moment in time we have two priorities, economic recovery which was the first thing we worked on by pushing out an economic relief package to our nations businesses shortly before your arrival. Second is to take the battered armed forces and rebuild them which I know the Minister of Defense is working on a plan as we speak. The end goal is to become the regional power that Syria never was able to achieve, our failures lead us down wars which resulted in our land being taken from us or needing outside forces to protect us and it built the environment that allowed an economic crisis to push the nation over the edge."

Hadia nodded along with what her counterpart was saying as she scribbled down notes that she could use to inform the Norwegian Prime Minister upon her return to Norway.

"I'd like to turn your attention to the Global Assembly Monetary Foundation which offers any amount up to $3 billion dollars which can be used for development such as infrastructure, tourism or even to be used within the industrial sector. The amount does not have to be repaid as it acts as a grant to lesser developed countries. Sparrow Investments can also be used but acts as a loan which must be repaid but they are one of the leading companies across the world and will work alongside your country if you require either of their services."

"We are looking at such offers, we appreciate bringing this one up to our attention and we will defiantly take a good look at those two offers."
